- 6. eIDAS regulation • eIDAS(electronic IDentification, Authentication and trust Services) is an EU regulation of standards for electronic identification and trust services for electronic transactions in the European Single Market • All organizations delivering public digital services in an EU member state must recognize electronic identification from all EU member states from September 29, 2018.

- #8 Slovenian government and private Certificate Authorities began to issue digital certificates for public sector and businesses about 18 years ago. In 2015 Ministry for public administration lunch first trust services SI-PASS, beginning with the Central authentication system SI-CAS and the Central e-signature system SI-CeS. The primary purpose of a SI-CAS was to integrate the functionality of the electronic identification into IT solutions of the public sector. It was established as a central service for identity verification available to providers of services. This service allows the usage of different electronic identifiers of various identity providers and the support of various technical solutions (eg. support for the reliable authentication via mobile phones built in 2018). The range of trust services has expanded to cross-border recognition of identities for EU citizens by implementing the eIDAS directive and connecting to a network of eIDAS nodes.
- #9 There are four roles in eIDAS ecosystem. Ministry for public administration is national eIDAS Node operator and national Identity provider. AJPES has also two roles as an Attribute provider for the SI-CAS - provides data of business entities from Slovenian Business Register, and is Service Provider for citizens and business entities.
- #10 The eIDAS solution allows citizens from EU Member States to prove and verify their identification when accessing on-line services in other Member States. It can authenticate themselves by using their national eIDs. A high level process is as follows: A citizen requests an on-line service in a Member State A. The citizen is requested to authenticate themselves by the on-line service. The citizen selects cross-border authentication in a Member State B. Authentication request is sent through the eIDAS network, to the citizen’s Identity Provider in a Member State B where authentication takes place. Authentication result is returned to the service provider. Authentication is complete and the citizen can proceed with accessing the service in a Member State A.
- #11 The integration of SI-PASS trust services in AJPES required the connection of the AJPES portal login module with the central authentication system and the integration of the e-signature module with a central e-signature system. No direct connection to the national eIDAS node was needed, as connection between SI-PASS and national eIDAS node was already established.
