This document presents a framework for developing community-based tourism. It identifies critical success factors (CSFs) necessary to ensure sustainable tourism development strategies. Through a literature review and expert survey, the researcher derived CSFs and incorporated them into a conceptual framework. The framework guides community planners to effectively execute sustainable tourism plans by building capacity through tourism infrastructure, services, policies, and stakeholder collaboration. If communities apply the right mix of CSFs, they may experience increased tourism, revenues, infrastructure, and other economic and social benefits.
