Ireland has experienced a rise in cigarette smuggling since implementing a smoking ban in pubs and restaurants in 2004. The ban was initially successful, with smoking rates falling over 30%. However, it also led to large price increases for cigarettes. This massive price disparity with other countries, as high as 500%, has incentivized smuggling as smugglers can buy cigarettes cheaply abroad and sell them at a large profit in Ireland. As a result, about 25% of cigarettes in Ireland are now illegally smuggled, compared to only 1-6% in other countries. The unintended consequences have been a loss of tax revenue, rising smoking rates, and negative impacts on retailers and tobacco manufacturers.
