INTRODUCTION
A. PRELIMINARY
Along with the rapid changes in the strategic environment and the broad variety of sectors, the
need for specialization and variation in demand is increasing in activity and community life.
Coupled with the increased awareness of state, all of which require a change in the concept of
service to the community.
Furthermore, the direction of the Indonesian National Development in accordance with the
purpose that the state as formulated is Outlines of State Policy that national development carried
out in the framework of the development of human being and development of all the people of
Indonesia.
The illustration above is intended for us to understand the changing role of the government
which was changed from time to time. Any changes to the role of the government basically does
not change as a function of public service or community, just change the role to be taken, therefore
government employees or civil servants called a public servant. Thus the importance of public
services provided by the government to the people by the national reform program would be
meaningless if the public service it was still bad. Moreover, in order to realize Good Governance
where accountability becomes one of the principles that should be put forward in execution
government, the public services accountable a necessity that cannot be postponed.
B. Understanding of Public Service
A public service is a service which is provided by government to people living within its
jurisdiction, either directly (through the public sector) or by financing private provision of
services. The term is associated with a social consensus (usually expressed through democratic
elections) that certain services should be available to all, regardless of income. Even where public
services are neither publicly provided nor publicly financed, for social and political reasons they
are usually subject to regulation going beyond that applying to most economic sectors. Public
service is also a course that can be studied at a college and university.

DISCUSSION
A. IMPROVEMENT OF PUBLIC SERVICES
Good governance is a concept of governance that emphasizes the involvement of the
government, the public and private sectors in proportion as the three main pillars, the basic
outlines that anyone who plays any role undertaken and the governance required to be more
oriented toward public services are getting better. In other words, no government can be called
more or better if there is no evidence that public services better and more qualified. Recently, the
application of the principle of good governance is no longer viewed as a necessity but was placed
as an organization needs to maintain its existence. Without the application of the principles of
good governance of any organization will certainly threaten the existence and sustainability.
In public organizations (government organizations and the units) improving the quality of
public services is an important point as the spearhead of the overall reform of public
administration in Indonesia, because the quality of service that was held by the public sector is

So many complaints (complaints) or statement of community dissatisfaction with the quality of
public services. Therefore, the performance of the public service into a strategic point where the
general public trust the government stake.
B. PRINCIPLES OF PUBLIC SERVICE
In general, there are two main patterns are used to obtain the aspirations of service users. The
first pattern is a statement of service user satisfaction on the performance of the service itself. The
second pattern is a statement of user dissatisfaction of service to the performance of services.
Statement of dissatisfaction expressed in the form of a complaint (complaint) of the user service.
Observations show that the users of the service are generally easier to express and convey
dissatisfaction statement (complaint / grievance) rather than a statement of satisfaction with the
5. performance of services. Therefore, in providing an analysis of the level of service given SLO
pattern used is a second pattern that is based on dissatisfaction in Service level Objective (SLO).
The issuance of Law No. 25th of 2009 on Public Service further confirms the importance of a
legal framework governing the public service because most instruments and or techniques in it is a
tool to carry out various commands / important mandate that the Public Service Act.

CONCLUSION
1. Transparency, the service is open, light and accessible to all who need and provided
adequate and easy to understand.
2. Accountability, that it can be accounted for in accordance with the provisions of the
legislation.
3. Conditional, i.e. in accordance with the conditions of service and the ability of providers
and service recipients by sticking to the principles of efficiency and effectiveness.
4. Participatory, that it can to encourage people participation with the aspirations, needs and
expectations of the community.
5. Equal rights, that service does not discriminate on any aspect from seen especially
ethnicity, race, religion, class, social status.
SUGGESTION
Indonesia and the government should further enhance transparency in the public
service, both among work unit within the Ministry of Research and Technology of the Republic
of Indonesia and the unit of work with the community, through the delivery of information,
clarity and consistency. !!
