Notifications...It invokes CPNS API.

Timestamp|AppID
API extracts target Mobile Numbers. Queries
Client database for matching DeviceIds,
platform (Android, iOS, Windows), any other
rule.
SQL: AppID, MobileNumbers
AppID, MobileNumber, DeviceID, PlatformID
CPNS builds rules based Message for target
devices. SSL handshake ensues with Push
Servers. Message pushed to target devices.
