Having spent two years in Germany and three years with a UK
engineering consultancy, Conor joined Arup in 1999 as a
Building Services Design Engineer. In Arup, he originally
worked as mechanical design engineer on projects such as Cork
Greyhound Track, UCC Absorption Chiller, CIT Catering
Building, OCP Opera Lane (apartments and retail) and Cork
South Docklands projects. He also provided Procurement
Services on Bord Gáis (pipelines - €45m) and Eli Lilly (HVAC
equipment - €3m).
Since 2004, Conor has concentrated his efforts on leading
developing the Facilities & Asset Management (FAM) services
where he now leads the Arup Ireland FAM consultancy team. His
work has led to commissions with numerous high profile clients,
public and private, to cover the enormous array of client
requirements within this discipline. More importantly, he has
managed to develop a high level of repeat work, a demonstration
of the quality and service provided and the relationships built up
over this time.
The Arup services include the development of Facilities
Management Systems and Implementation plans, Compliance,
FM Financial Planning, Asset Management and Procurement in
addition to other ancillary services. Combining the skills learned
as an engineer, he thinks from Facilities Managers’ perspectives,
ensuring that the client is provided with sound practical advice
relating to their “live building” scenario.
The skills that Conor and his team have built up in Facilities &
Asset Management include Procurement Strategies, Service
Level Agreements, Maintenance Strategy Reviews, Asset
Registers, Design Stage FM Reviews, PSDP Roles, Due
Diligence Reporting, Project Handover, Commissioning,
Maintenance Strategies, Maintenance Resource Planning,
Performance Audits and Energy Audits.
The following is an outline of the Clients that Conor has worked
with over the last decade.
Ervia
In 2013, Conor project managed the Arup team which assisted
Ervia in the procurement of over €92m in works, services and
goods. In all, 12 separate packages were procured within
ambitious timeframes. The procurement processes included the
development of national frameworks, mobilisation assistance,
SRFT (mini-tenders), tender meetings and contract close out.
This followed on from the 2011 procurement process also with
Ervia for FM (boilers, lifts, HVAC, emergency lighting, fire
alarms, legionella, etc.) Cleaning, Security and Catering.
Conor’s main strengths lie in understanding the real drivers and
objectives of clients’ projects and collaborating with these
clients to get the best end solution which meets or exceeds their
expectations.

Office of Government Procurement
As project manager, Conor led the team that developed market intelligence reports for Security,
Cleaning and Laundry reports. More recently our team assisted in the development of procurement
frameworks for specific asset sets.
Office of Public Works
For FM projects at Northside Civic Centre, Roscommon Government Offices, and Oberstown
Children Detention Campus, Conor led the team which devised procurement strategies, SLAs,
KPIs, Asset Planners and other documentation and undertook the procurement process in
conjunction with the OPW.
Rehab Facilities Management
Conor and his team developed the implementation plan for executing a national Facilities
Management System for Rehab’s 190+ facilities nationwide. This has been met with a high degree
of client satisfaction.
Dell
Conor was the main driver for the development of the Global Maintenance Standards for Dell. This
entailed sourcing codes and standards globally and defining the generic maintenance activities to be
implemented in Dell facilities across the world. It is intended that these are being rolled out to all
Dell buildings.
Criminal Courts of Justice (CCJ), Dublin
Arup are commissioned to undertake an annual independent Maintenance Audit of G4SIS who
provide FM, Cleaning and Security services to the CCJ as part of the PPP Contract. Conor oversees
this annual audit against the PPP contract requirements and reports to the financial investors.
University College Cork
Conor and his team have a continuing role in the procurement of various HVAC, refrigeration and
other specialist services for the entire campus at UCC. This entails developing scoping documents,
service level agreements, site asset registers and characteristics. Our role also includes assisting
UCC with the mobilisation process and contract management.
Cork County Council
Conor leads the team which continues to provide FM Consultancy services to Cork County Council.
In recent times, we have assisted CCC in the procurement of FM Contract, and Cleaning Contract
with savings of between 20-30% on these contracts. We also develop site Asset Registers (over
12,000), Sinking Fund reports and Resource Reviews. Currently renewing tender process.
Facilities Management Consultancy
Other Facilities Management services provided to Bord Gáis by Conor and Arup include Security
Gap Analysis, Sinking Funds and Life Cycle Costing, Due Diligence Reports, Fire Engineering,
Data Centre / Comms Rooms reviews and upgrades, Health and Safety, Environmental, Cad
Services, Energy Engineering and Management.
Hard and Soft Services
Conor is the project manager for a wide number of public procurement projects being carried out on
behalf of Bord Gáis since 2008. These include Facilities Management (mechanical assets, electrical
assets, fabric, grounds keeping and receptionist duties), Cleaning, Catering, Manned Security and
Waste Management (General and Hazardous). He is fully familiar and conversant with EU and
Public Procurement requirements. The most recent project was for Ervia (formerly Bord Gáis
Éireann) where Arup procured contracts to the estimated value of €92m.
Conor was the lead Procurement Engineer (2000-2002) of pipeline and ancillaries to the value of
€45m for the Bord Gáis Mayo to Galway Gas Pipeline. He also provided procurement services to
Eli Lilly (2003) for free issue equipment to the value of €3m.
Conor was also instrumental in developing the Arup master procurement documents for Facilities
Management. These documents were produced in compliance with EN15221 (European Standard
for Facilities Management) and were used for Bord Gáis hard and soft services FM packages.
