This document outlines Dubai's plans through 2020 to become a leader in the 4th Industrial Revolution by connecting over 620 million gigabytes of data per day to blockchains and launching marketplaces for personal data, IoT device data, and AI algorithms. Dubai will launch an MVP blockchain sandbox in late 2019 for feedback, test it with a hackathon, and select proof of concept projects for pilots. The full sandbox 1.0 is planned for early 2020 to establish frameworks for open innovation and expand the city's data marketplaces.
