Partha Sarathi Bhattacharyya argues that Central Public Sector Enterprises (CPSEs) in India should reform their governance structure by adopting aspects of China's State-Owned Enterprises (SOEs) model. In China, over 150 large SOEs were consolidated under a central organization, the State Assets Supervision & Administration Commission (SASAC), which appoints and oversees SOE leaders but delegates business decisions. This model helped SOEs significantly grow their revenue and profits during 2003-2008. Bhattacharyya proposes that India establish a similar central organization to appoint CPSE leaders through a merit-based global search and give CPSE boards full autonomy over business decisions, with limited government intervention.
