COLLECTIVE ACTION = COMMUNITY IMPACT 
Oakland Reads 2020 is employing a 
collective impact approach to reach our 
goal for third grade reading success. 
Collective impact happens when the 
many players whose work contributes to 
the social problem in question, band 
together around a shared goal and vision 
for change. 
We know that no one program or organization, however innovative or powerful, 
can solve a large-scale social problem on its own. By taking a collective impact 
approach, each player' s efforts are aligned and amplified, adding up to 
community-wide impact. 
Oakland Reads 2020 has created the common agenda for third grade reading 
success in our community and is building the structures to support collective 
action.

Editor's Notes

  1. Oakland Reads 2020 is an initiative that was formed from an existing coalition
  2. It is focusing on four levers for reading success: school readiness, school attendance, summer learning, and family engagement. Arguably with the exception of School Attendance, we in libraries know we play a direct role in each of these, whether or not we have data to measure individualized student progress.
  3. The Collective Impact approach recognizes every organizations’ part in the solution. The Oakland Public Library joined the table from the very beginning, and although the initiative is still being developed, we are already seeing results in our partner relationships.
  4. A first major result is the 84 page baseline report, by the Urban Strategies Council. It brings together available data from a variety of partners, creating [change slide]
  5. a snapshot of what we know about each lever based on available data (and here I just want to point out that there’s our Summer Reading Game participation, alongisde enrollment for OUSD summer school and other summer enrollment programs) [change slide]
  6. …Disaggregating the data as much as possible to identify our challenges, and our assets, (here, I’ll just click through these but you’ll see they’ve broken the data all the way down by ethnicity and grade level; in other charts they have gender broken out too, the idea is to just slice and dice it as many ways as possible to see where the challenges may be) [click through next slides]
  7. and gaps in data that we need to address; that is, what is this report not telling us, and can we start mapping it? This is just a screenshot from this several pages long appendix to the report, and to me it’s the most exciting part: our bucket list of what we want to measure collaboratively. There you see the question that all of us want to know: does the Summer Reading Program have any measurable effect on Summer Slide? Hopefully, we will find out as a result of this partnership.
  8. This is the one page “Progress Snapshot,” based on that 84 page Baseline Report, and I just have to point out the center of that sun, on the right, for Summer Learning. It’s pretty much our one piece of data, but it’s there as part of the landscape in this citywide reading initiative. So, what lies beyond that baseline report? The most obvious result in these early stages has been a sense of strategy alignment. None of us have necessarily *changed* our strategies, but we know where we’re working together, and make sure we are not working at cross purposes. We become each others’ right and left hands, and know what the other is doing. For instance [change slide]
  9. when Oakland became the launch city for Too Small to Fail’s “Talk Read Sing” Campaign [change slide]
  10. …It provided us a “moment” in which to promote our recently released early literacy brochures. No worry that we used the Every Child Ready to Read tag line “Talk Sing Read Write Play”; because [change slide]
  11. … it really the contents of the campaign that matter, and they are essentially the same.
  12. Right now, Oakland Reads is at work mapping strategies. You can see here a “Theory of Action” roadmap for the School Readiness lever. This workgroup has translated that overarching Goal into broad actions with desired outcomes, and is now working together on formulating the strategies to make it happen. For instance, under the green actions/inventions you see at the left “Strengthen Capacity of Families to Support School Readiness” with a first outcome being that “More families apply language and literacy building practices with their children. We are in the very early stages of mapping out possible “Literacy Hubs” that could be placed in as many of a variety centers as possible, where free books, best practices and information from all of us (the library, First 5, Talk Sing Read) could be distributed and taught through a “train the trainer” model. Stay tuned.
  13. I think this is an example, very simply, of what all of us have always wanted to do through partnerships, but the initiative has given us a common stake, the resources, and the exposure, to do it. It’s a challenge to ourselves as well as to the community.
