Civil Liberties vs Civil Rights
• The legal area known as “Civil Rights" has traditionally revolved
around the basic right to be free from unequal treatment based on
certain protected characteristics (race, gender, disability, etc.) in
settings such as employment and housing.
• "Civil liberties" concern basic rights and freedoms that are
guaranteed.

Civil Liberties
• are personal guarantees and freedoms that any government
cannot abridge, either by law or by judicial interpretation.
Though the scope of the term differs amongst various countries,
• Civil liberties include the freedom from slavery and forced
labor, freedom from torture and death, the right to liberty
and security, freedom of conscience, religion, expression,
press, assembly and association, speech, the right to privacy,
the right to equal treatment and due process and the right to a
fair trial, as well as the right to life. Other civil liberties may
also include the right to own property, the right to defend
oneself, and the right to bodily integrity.

Athenian Democracy & Civil Liberties
• The first notion of “civil liberties” was developed here in
Athens between the 5th and the 4th century b.c. as a results
of the creation of the first Democracy.
• Whereas Solon, Athenians’ legislator, considered
inappropriate for a citizen not to participate actively to the
political life of the city.
• In the Athenian Democracy the main distinction between
citizens and residents known as metics was the absence of
civil liberties.
• In parallel, in ancient Sparta the helots were the third and
lower social class of the city who had none of the civil
liberties.
Magna Carte 1215
• Civil Liberties are outlined in the Constitution of the Roman
Republic, to decline at the Middle Age and “to reborn” in the 13th
century whereas an important document guaranteeing certain
rights to citizens was created in England. The Magna Carta was a
statement about people’s civil liberties, guaranteeing certain
types of treatment for people and limiting the government’s
power to act without reason.

Milestones on “Civil liberties” Conquest
• the Constitution of the United States (1787),
• the Declaration of the Rights of Man and of the Citizen in
France (1789),
• and the Bill of Rights of the United States (1791), are the
precursors writings of most contemporary documents which
grant people Civil Liberties.

• Finally in the 20th century a lot of progress has been done in
order to define, establish and protect “Civil Liberties” which
are considered as a main asset of our society, permitting to
better express the idea of citizenship as well as citizens’ active
role.

Economical, Financial & Moral Crisis
• Today we are facing one of the most intense and tremendous
crisis after the 30’s and particularly in the South of Europe
where this crisis persists since 2008 and seems to create
inequalities, poverty and social exclusion, violation of Civil
Liberties and collapse of people’s everyday life, standard of
living, political and social rights.

23/1/2014 – Greek Presidency Priorities
• The Presidency's key civil liberties priorities are the review of EU
data protection rules, the future of EU-US relations following
revelations of US National Security Agency snooping, the rise of the
far right across Europe, the situation of migrants and asylum seekers
in the EU, solidarity with countries facing particular pressure on
their borders, setting up a European Public Prosecutor's Office and
moving forward with the "Smart Borders" package.

• European Members States urged the Greek government to
move forward with draft laws on anti-discrimination
measures and public access to EU institutions' documents,
both of which have been blocked in the European Council for
several years.
• "Economic growth is the best way to address these problems”.

Economical, Financial & Moral Crisis
• On behalf of the Athenians’ Association and the Ferrer i Guàrdia
Foundation, we would like to invite you to the dialogue ‘Crisis and
Civil Liberties’, an international project focused on how crisis is
affecting civil liberties, as well as by analysing the key elements to
understand the dynamics relying the Decline of civil rights in
Southern Europe.
• The aim of the project is to debate, to share experiences and ideas,
organizing different meetings in Spain, Italy and Greece to collect
the evidences and opinions on these topics with the help of some
experts and organizations of each country. Across this we expect to
establish fruitful working relationships for present and future
collaborations, since we understand the fight and protection for
civil liberties as a matter that must be addressed, even more
these days, as a common goal in European countries.
President of the Athenians’ Association
• Journalist and for 8 years Deputy Major of Athens, Eleftherios G.
Skiadas was given birth in Athens in 1961. He is married with
Pennelope Panopoulou. He has been working since 25 years in daily
Athenian newspapers and magazines. He directs the Department of
Archival Studies and Publications of “Museum of the City of Athens of
“Bourou - Eytaxia”, Institution, publishing also the newspaper
“Mikros Romios”. He is member of Union of Authors of Daily
Newspapers Athens (ESIEA), lifelong member of International Society
of Olympic Historians (ISOH) and Chairman of “Association of
Athenians”.
• He has been distinguished for his rich literary activity which focuses
mainly on three research-themes: the history of the institution of local
government in Greece, the history of the Olympic Movement and the
emergence of the modern path of Athens from 1834 until today,
highlighting in an original manner unknown historical aspects.
President of the Athenians’ Association
• During 2003-2004, he was President of the Youth and Sports
Association of the Municipality of Athens, playing an active role in
preparation of the city for the reception of the Olympic Games.
• He was honoured for his work by the Academy Athens with “PRISE”
of the Order of Moral and Political Sciences.
• He has published 24 historical studies and hundreds of articles with
previously unpublished material regarding mainly Athens.
• His, work the “HISTORICAL DIAGRAM of MUNICIPALITIES of
GREECE 1833-1912”, was used for more major institutional
interventions in Greece.

Judit Vallès
• Judit Vallès is a sociologist, from Barcelona,
coordinator of programs of the Ferrer Guardia
Foundation. She has been involved during the last 10
years in several organizations focused on education,
youth people and Europe and now she is coordinating
the ‘Crisis and Civil Liberties’ project across the South
of Europe.

Pablo Faura
• Pablo Faura is a lawyer from Barcelona specialised on
Competition and EU Law. He has been the last 15 years
engaged in several NGO's focused on the defense of
democratic values and to promote the European
construction. He is the current President for Spain of the
paneuropean organization Young European Federalists
(JEF). He represents the Ferrer Guardia Foundation,
which has as its main object to foster civil liberties and
education of young people.

Christos Christopoulos
• Christos Christopoulos is an attorney-at-law, admitted before the
Civil, Penal and Administrative Supreme Courts. He is a business
and an investment lawyer serving as a legal counsel both to
private and public sector legal entities.
• He has pursued his studies in Greece and in France. He
graduated from the law-schools of the Universities of Athens,
Grenoble II and Lille II and holds three law degrees, on business
and civil law and two Master’s degrees, in Business (MSc - ALBA)
and in Shipping and Maritime Activities (DESS – Lille II).
• Christos is particularly concerned or the repercussions of the
handling of the economic crisis to the Greek society and the
collapse of Greek people’s everyday life, standard of living,
political and social rights.

Ina Piperaki
• Ina Piperaki is a Pharmacist, with a PhD Degree (University of Athens) and a
post-doctoral at the University of York, UK. She speaks four foreign languages
and she has a great experience in Research and Education, Computer Sciences,
Pharmaceutical Industry and Business.
• She has been appointed for many years as R&D Director at Sanofi-Aventis S.A.,
and as company’s representative in the European Medicines Agency.
• Currently, she is working as International Business Consultant and she
represents a NPO within the Bureau of European Policy Advisers of the
European Commission. She was President of COMALACE, a European working
group for the period 2011-2014, and she is member since 2007.
• Ina has been distinguished for her rich literary activity which comprises many
scientific publications, books and a lot of announcements in International
Congresses. She is an active member of many Scientific Societies and Civil
Organizations. She is actively participating in the European Construction and
she is interested in the current social situation in Europe; she defends social
rights, civil liberties and she is working to eradicate social exclusion and
poverty.
