What happens if I meet
basic program qualifi-
cations?
1. The Housing Rehab
Specialist will inspect
your home at no ex-
pense to you.
2. A work write-up and
cost estimate will be prepared,
with input from the home owner.
3. If the estimate is within budget
guidelines, the project is placed
out for bid.
4. If there is an acceptable bid, the
Housing Rehab Specialist coordi-
nates and supervises the work.
5. All work is inspected for compli-
ance with contract specifications
and City Code.
6. The property owner must approve
in writing the final inspection of
the work.
What is the income limit?
• Income Qualification: 80% of Median
Household Income for Saline County.
Are there other require-
ments?
Yes. The project must be suitable for fund-
ing under our program and the owner must
demonstrate general good property stew-
ardship:
• Project Suitability: Can immediate
threats to health and safety be elimi-
nated with available funds? If a reason-
able estimate shows costs will be more
than $6,000 and no other resources can
be used to bring the property to mini-
mum housing standards, the project will
not qualify for funding.
• Stewardship: If the owner of the prop-
erty has received previous assistance

through minor rehabilitation. The pro-
gram is funded through action by the
City of Salina Board of Commission-
ers.
Who may apply?
• For homeowner-occupied resi-
dences only: The property must
be a one or two-family dwelling.
Eligible applicants must be the
owner and occupant of the dwell-
ing for which a grant is requested.
Duplexes are eligible, mobile
homes are not eligible.
• Deed required: A recorded deed is
required to prove ownership. Pur-
chasing under a land sales contract
is not considered ownership unless
a mortgage has been recorded.
