The City Clerk's office performs a variety of functions vital
to city government.

Attends all Council meetings
Prepare meeting agendas and minutes
Conducts voter registration
Issues applications for various permits and licenses
Handles Freedom of Information inquiries
Administers updates of the city code
Files official municipal documents with Tazewell County
and other governmental entities.
Keeper of the city seal and certifies and attests that
official signatures are on municipal documents

The Police Department consists of:
 Uniformed patrol division
 Investigations division
 Communications
 Command staff
From these divisions the department has:
 bicycle officers
 motorcycle officers
 tactical officers belonging to the Central Illinois Emergency Response
Team (CIERT), the ILEAS statewide tactical response team
 truck enforcement officers
 K-9 unit
 Honor Guard
There are currently two officers tasked out to specialized units, one with
the Multi County Enforcement Group, and one with the Central Illinois
Cybercrimes Unit with the FBI.
November 17, 2013
On November 17, 2013 at 10:53 a.m. East Peoria Dispatch
Center sets off tornado sirens.
At 11:00 a.m. on duty officer reports tornado near
Pinecrest.
Within minutes additional officers and dispatchers
respond to assist. Within an hour, the East Peoria Police
Department had over thirty units on scene at various
locations within the city. Most responded before even
being called. By the time a few weeks had passed and
areas were declared secured, the Police Department had
expended some 2,500 man hours just toward tornado
response.

Response – 753 alarms, fights, etc.

Applied and received over $380,00.00 in grants
and Incentives for Energy Efficiency Programs for
City Facilities.
Reduced Total Energy Consumption by 30% since
2007.
Instrumental in Electrical Aggregation Program.
Recycled over 10 tons of paper and metals.
Will continue to reduce, reuse, and recycle for the
City of East Peoria.
Information Technology
Implemented Citizen based web portal/ mobile app for City service
requests (Access East Peoria).
Completed upgrades in technology services for City Facilities.
Implemented Recycling Program for Electronic devices.
PC replacement project – Replaced obsolete computers throughout
the city.
Network backbone upgrade – Began installation of fiber through
iTV3 at city facilities.
Activated and set up charging stations in Levee District.
Code Enforcement &
Building Inspections
Upgrading Code Enforcement Programs to be
more efficient.
Implemented Citizen based Web Portal/ Mobile
APP for City service requests (Access East Peoria)
Code Enforcement
Working with City departments on information
sharing for transparency in government.
Expanding training for Code Enforcement and
Inspections.
EAST PEORIA IS BRINGING
MOBILE TO MAIN STREET!
Partnering with PublicStuff, a CRM software company to launch a new
digital communications solution called Access East Peoria.
People can submit service requests on the fly from their iPhone,
Blackberry and Android smartphones or on the web and
Access important city information regarding events, emergency alerts
and more.
City workers will have direct communication with residents to resolve
issues through the backend software system powered by PublicStuff.

during an extremely severe
storm, kicking off a year of a
flood, drought and tornado –
and the Fire Department
was there through it all
serving East Peoria!

best alternative was constructing a roundabout
Preliminary engineering is ongoing to assure that

  • 9. Function The City Clerk's office performs a variety of functions vital to city government. Attends all Council meetings Prepare meeting agendas and minutes Conducts voter registration Issues applications for various permits and licenses Handles Freedom of Information inquiries Administers updates of the city code Files official municipal documents with Tazewell County and other governmental entities. Keeper of the city seal and certifies and attests that official signatures are on municipal documents

Accomplishments/Duties Keeper of the Records Increased use of electronic documents Historical versions of the City Code online and quicker updates to the online City Code; updating City Code Issue various licenses and permits Increase in licensing and permitting due to growth Changes made to special permitting to address changes in the Levee District Access to many applications online and email licensing and renewals FOIA & Open Meetings Act Officer Increased website transparency Addressing in the Levee District and around the City Human Resources

The Police Department consists of:  Uniformed patrol division  Investigations division  Communications  Command staff From these divisions the department has:  bicycle officers  motorcycle officers  tactical officers belonging to the Central Illinois Emergency Response Team (CIERT), the ILEAS statewide tactical response team  truck enforcement officers  K-9 unit  Honor Guard There are currently two officers tasked out to specialized units, one with the Multi County Enforcement Group, and one with the Central Illinois Cybercrimes Unit with the FBI.
  • 14. November 17, 2013 On November 17, 2013 at 10:53 a.m. East Peoria Dispatch Center sets off tornado sirens. At 11:00 a.m. on duty officer reports tornado near Pinecrest. Within minutes additional officers and dispatchers respond to assist. Within an hour, the East Peoria Police Department had over thirty units on scene at various locations within the city. Most responded before even being called. By the time a few weeks had passed and areas were declared secured, the Police Department had expended some 2,500 man hours just toward tornado response.

  • 20. Energy Efficiency Programs to Date Applied and received over $380,00.00 in grants and Incentives for Energy Efficiency Programs for City Facilities. Reduced Total Energy Consumption by 30% since 2007. Instrumental in Electrical Aggregation Program. Recycled over 10 tons of paper and metals. Will continue to reduce, reuse, and recycle for the City of East Peoria.
  • 21. Information Technology Implemented Citizen based web portal/ mobile app for City service requests (Access East Peoria). Completed upgrades in technology services for City Facilities. Implemented Recycling Program for Electronic devices. PC replacement project – Replaced obsolete computers throughout the city. Network backbone upgrade – Began installation of fiber through iTV3 at city facilities. Activated and set up charging stations in Levee District.
  • 22. Code Enforcement & Building Inspections Upgrading Code Enforcement Programs to be more efficient. Implemented Citizen based Web Portal/ Mobile APP for City service requests (Access East Peoria) Code Enforcement Working with City departments on information sharing for transparency in government. Expanding training for Code Enforcement and Inspections.
  • 23. EAST PEORIA IS BRINGING MOBILE TO MAIN STREET! Partnering with PublicStuff, a CRM software company to launch a new digital communications solution called Access East Peoria. People can submit service requests on the fly from their iPhone, Blackberry and Android smartphones or on the web and Access important city information regarding events, emergency alerts and more. City workers will have direct communication with residents to resolve issues through the backend software system powered by PublicStuff.   • 25. East Peoria Fire Department Fire Chief Bill Darin 4/17/13 – Lightning strikes a warehouse on Cass Street during an extremely severe storm, kicking off a year of a flood, drought and tornado – and the Fire Department was there through it all serving East Peoria!
  • 26. Calls by District 3,439 Total Calls for Service *Station 4 also changed quarters to Central House 636 times when Central and Station 3 were out on simultaneous incidents. We had 824 simultaneous calls, or 24% of our incidents.

Made a major repair of a Digester at Waste Water Treatment Plant No.1. Implementing mandatory garbage toter system. Built the new Spinder Bridge over Farm Creek

GOAL: Start The Design Of A New Intersection At River Road & Camp Street Investigated best way to improve intersection, best alternative was constructing a roundabout Preliminary engineering is ongoing to assure that we are shovel ready if funding becomes available. We submitted this project to PPUATS, the local transportation funding mechanism.
