The charitable company’s objects are the promotion for public benefit of urban regeneration in the district of Knowle
West. CIP is about empowering the people in the district of Knowle West.

CIP aims to organise and host events to reach out to the community and create a cohesion in the area of which the
Community Centre is the heart. It also seeks to be a forum for the Knowle West Community to express its views to
the Bristol City Council and other government and funding bodies. CIP acts on :
- the relief of poverty
- the relief of unemployment and provision of assistance to find employment
- the advancement of education and training
- the provision of assistance and advice to new and existing businesses
- the provision of work space
- the provision, improvement or maintenance of public amenities
- the provision of recreational facilities
- the protection of the environment
- the provision of public health facilities and childcare
- the promotion of public safety and prevention of crime

1.3 Financial summary :
The charity had net assets of £117,146 at 31 March 2014, of which £54,153 are held in unrestricted reserves.
The main funder was Bristol City Council, which paid £64,000 of grants for the running of the Filwood Centre &
Community in Partnership Project. For the fiscal year 2015, the funds from the Bristol City Council are cut down to
£50,000.
The charity also receives rental income from properties on Filwood Broadway and letting put the community centre.

Community in Partnership is mostly ran by volunteers living in the neighbourhood. Most of them have had their lives
in the Knowle West area for several decades, and are therefore really attached and really committed to their
neighbourhood and their community.

3.1 What are you offering ? (What are you going to sell?)

Community in Partnership manages the Filwood Community Centre, which provides rooms and spaces to be hired by
the Knowle West Community for a broad range of activities, including sports, social events and private receptions
such as weddings or various celebrations.

More than a service, Community in Partnership offers an opportunity for people from the area to get together and
increase the sense of belonging within the Knowle West district.
!
The Community Centre managed by CIP hosts a very diverse range of events and activities : Slimming World, tea
dance, Knowle West together, Boxing class, Friendship group, Children’s drama group, Imperial Karate group,
Weightwatchers, Karate class, Zumba class, Filwood Songsters Singing Group, and Elim Church.
In addition to that, the Centre’s main hall can be hired for various private events, most of the time for wedding or
other celebrations.

Our customers are both individuals and businesses who are hiring the spaces either for a one-time private event or
regularly, for weekly activities.

Our typical customer is an engaged couple who rents our Hall room to celebrate their wedding with all their families
and friends.
Another typical customer is a club for Knowle West residents that organises social/artistic/sportive activities, such as
dancing, singing or boxing.

Our customers are mainly based in the Knowle West district and the surrounding areas.

Community in Partnership operates in the Filwood Community Centre, which is at the heart of the whole
neighbourhood and a key element of the area’s social life. Our centre is unique in the district, located at the very core
of Filwood, thus enjoying a privileged location within the district and disposing of a certain visibility for its residents.
Moreover, we provide rooms and spaces at really competitive prices, including a big hall/venue room which is really
appreciated by the community and which can be used for various events such as weddings, as well as a well-equipped
gym that can serve - among other things - as a basketball court.

7.3 Management and staff :
The charitable company is managed by the Management Committee under the powers of the company contained
within its memorandum and articles of association.
The local residents are elected to the Management Committee at votes held by charity company members at the
Annual General Meeting. At each election, half of the committee members in each category shall retire. The members
to retire are those who have been longest in office.
All new Management Committee members are issued with an induction pack which contains guidance on their
respective responsibilities as trustees and information on the work and organisation of the charitable company. New
members are also encouraged to take up training in the role and responsibilities of trustees, such as that offered by
VOSCUR.

similar philosophy as CIP’s) :
Example : Coexist hosts the Hamilton House (in Stokes Croft) as a collective space to live, work, innovate… Coexist
is a social enterprise, setup as a community interest company based on a philosophy of open hearted and active
engagement. They empower members of the community on Stokes Croft to lead its development and have incubated
new creative projects and social businesses from conception to sustainability.
=> Use this kind of organisation to expand CIP’s network and therefore its activities

4) Distribute a paper ad (flyer) in people from the area’s mailboxes & add it to the local newsletter :
Goal : provide and spread informations on CIP’s activities

Goal : have this big, well-equipped and not used enough space used on a daily basis

1) Similarly to the solution offered to fill up the empty rooms of the building, reach out directly to people who might
be interested (indoor sports clubs in the area, personal trainers, etc) and canvass them.

2) Create a community gym => 2 days per week, Friday and Saturday to start (as on these days, the sports hall is
unoccupied) have the room only devoted to be a gym for people from the neighbourhood. This would function on the
basis of a daily membership (why not also offer a weekly/monthly one as well), which would be a pass valid for the
whole day that one would buy for £2-3.
Nota Bene : the community gym project is a real aspiration for CIPKW that is however subject to feasibility
regarding insurance considerations.

• Hire a part-time Centre manager
!
Goal : Improve the day-to-day management of the building and its staff, and improve fundraising
By 2016, hire a part-time building manager who would work 15 to 20 hours per week.
=> Roughly £12,500-15,000 of salary a year (including taxes)
Hire within the community (give priority). Put it on the Facebook page & in the newsletter. Put an ad on Gumtree/
free jobs websites (Indeed, Monster, Craigslist, Reed…)

The picked one is very cheap considering its technical configurations (processing speed are all 2GB, with more or
less 2GB RAM size, 80GB hard drive, wifi) which are enough for daily works, internet and other basic activities.
Other cheaper laptops are too poor to be used with low processing speed and insufficient storage space. There are
also some other cheaper laptops but with windows XP, which is an old-dated system and it’s risky for updating the
software in the future.

3) Install wifi in the building so the community can come and use it ( + extra incentive for young people to come
over) => Less isolation of young people, less individualistic spirit => Emphasis on CIP’s philosophy again

If possible/necessary/demanded, organise a professional training session for the members of the Management
Committee, on the basis of the following :
=> Look for a professional offering business management/development/technology training (look in priority in the
community). In exchange for this person to provide a training session for free, allow her/ him to use one of the rooms
from the Community Centre for free for a limited period of time to be determined (one week ? one month ?)

• Establish a « moral » contract
!
Goal : Maintain and increase the sense of belonging to the community in Knowle West, and get more people involved
in the community.
On a voluntary basis, people who come to practice/participate to an activity in the Community centre or who use one
of its rooms can sign a « moral » contract, or at least get to read it. This would be a sort of charter stating the goals
and philosophy of Community in Partnership, and inviting people to get more involved in the community through
different means (volunteering, donating, helping others etc.).

8.2 Mid/Long-term plan :

Goal : Get an appropriate response to the increased demands and affluence induced by the new advertising campaign

Goal : Inform the community of the current activities going on in the Community Centre and provide updates on
CIP’s work and needs.
The newsletter would be sent each month (or more if necessary) to people who signed up for the emailing list, and
would contain informations on the classes and activities happening in the Community Centre, as well as on the rooms
and spaces that remain empty at certain time for the upcoming month, and could also be used as an advertising
medium for the big venue room, the gym etc.

The previous proposals and development perspectives are subject to financial constraints and available funds.
• If there are not enough funds available to hire a building manager :
Currently CIP and the Filwood Community Centre are running without a building manager, and even
though it is not ideal, they always work things out. If the funds are not necessary and it is not possible to h i r e a
building manager by 2016 or 2017, then it can be postponed for a year or two.
