5. Why IMIS ?

• Most of the towns do not have meter readers
• Most of the meters Non Functional/not readble
• Very small fraction by Meter Reading. For example, in
Jaipur, out of 4,00,000 meters, only 40,000 are being read.
No reliable system of meter reading.
Assets
• Inventory – Absence of water supply asset inventory
management.
• Condition Assessment – No system of regular condition
assessment and planning for replacement/repair etc
• Maps and drawings– No system of record keeping &
updating. Not a single GIS/AutoCAD operator In PHED
O&M
• Water Production – No fairly accurate assessment of
water production, limited bulk meters installation; Largely
non functional
• NRW Assessment – Different agencies for production,
distribution & Billing. A realistic NRW assessment not
possible
• Energy Efficiency –No regular reporting and follow up
action for inefficient pumps. Scope for large savings.

6. GENERAL PROVISION UNDER AMRUT PROJECTS
1. Re-organization of distribution system on DMA pattern
except for Bhilwara, Hindaun City, & Sujangarh. In these
towns, the distribution system is already re-organized under
state plan projects.
2. Bulk meters at outlet of pump house, inlet of ESRs & at inlet
of DMAs.
3. Consumer meters to cover complete town.
Non AMR for Domestic Water Connections.
AMR for Non domestic & Industrial Water Connections as
per policy guide line set by Department.
4. Measurement of water production & power consumption of
each pump to work out operating efficiency in real time.

water production & distribution of water (Qty & pressure) in
each DMA.

(IMIS) at State levels to provide platform for collection and
analysis of operational data, consumer data, and asset data &

15. Manpower Utilisation
Operator at Sub Division office will regularly update the Assets
register and Asset (Pipeline, valves etc) Maps on GIS Platform.
Hydraulic Designer at Regional Offices will perform hydraulic
modelling of pipeline systems and help in framing new
reorganization/ augmentation proposals.
Existing Manpower involved in Billing Operations will be trained and
will be utilized for manning the operator stations to be installed at
Maintenance Centers i.e. Chowkies and will help in capturing all the
operation & maintenance data at Chowkies level
Existing Meter Readers will be suitably utilized in Meter reading, bill
distribution activities as this has been accounted for in different
modes of billing operations.
Manpower existing & proposed will be optimally utilized under
proposed IMIS system as follows;
16. Data Migration
Maps – The existing network map as prepared under AMRUT Project
and for other towns, as prepared under Urban Benchmarking Study
will be converted to shape files and uploaded on GIS platform.
Similarly, all additions in pipeline network since urban benchmarking
study either in Hard Copies or in CAD format will be uploaded to GIS
platform by IMIS Agency.
Consumer Data – All consumer data & past consumption & billing data
being maintained in different formats by different vendors will be
migrated to consumer database of IMIS application.
Assets – All the assets of water supply systems will be compiled in
digital asset registers by IMIS agency.
Store Inventory – All the inventory data across Divisional Stores being
maintained in Manual Stock Registers will be migrated to digital
inventory in IMIS system by the IMIS agency
All the legacy data will be suitably migrated to the diverse system to
unified IMIS system by the IMIS Agency, which includes;
17. Photo Billing
Under proposed IMIS system, meter reading through Photo Billing is proposed.
The Meter reader will take photographs
of consumer water meter through
dedicated devices with them.
The Meter Photo will be uploaded on
IMIS Servers.
The Meter Photo may be got printed on
Consumer Bill or could be sent to
registered mobile of consumers.
This system of Photo Billing will help in
Transparent System - Reduction in consumer complaints regarding meter reading
– confidence building
Avoid mistakes in process of meter reading & recording process
Cut down the leakages in revenue due to manipulations by unscrupulous persons
