PRINCIPLES AND PROCEDURE OF

• Founded in 1924, the International Seed Testing Association
(ISTA) is inextricably linked with the history of seed testing.
• With member laboratories in over 75 countries worldwide,
ISTA Membership is truly a global network.
HISTORY
 1876: Friedrich Nobbe published his famous Handbook of
Seed Science, and the Motto of the Meeting held in Hamburg
that year was “uniformity in seed testing”, later becoming the
ISTA logo.
 1924: 26 countries participated in the meeting held in
Cambridge, and the International Seed Testing Association was
founded.
 1931: At the request of FIS (ISF), ISTA adopted the first
‘International Rules for Seed Testing’, as well as establishing
the ISTA Certificates Scheme.
 1950: The ISTA Congress was held in Washington DC, the
first outside of Europe, and demonstrated that, after 13 years of
interruption by World War II, ISTA was indispensable to seed
business.
 1995: During the ISTA Congress held in Copenhagen, ISTA
Membership was opened to private laboratories and private seed
companies.
 1996: To ensure harmonized seed testing worldwide, ISTA
initiated “The Quality Assurance Programme to accredit seed
testing laboratories.” The first ISTA Member Laboratory was
audited under the new set-up in this year.
INTRODUCTION
 2004: During the ISTA Congress held in Budapest, it was
agreed to consider accreditation as a purely technical task, and
the responsibility to give authorization to issue ISTA
International Seed Analysis Certificates was given to the ISTA
Executive Committee.
VISION
 Uniformity in seed quality evaluation worldwide.
MISSION
• ISTA produces internationally agreed rules for seed
sampling and testing.
• Accredits laboratories, promotes research, and provides
international seed analysis certificates and training.
• Disseminates knowledge in seed science and technology.
• Facilitates seed trading nationally and internationally,
and also contributes to food security.
OBJECTIVES
 The primary purpose of the Association is :
1. Develop, adopt and publish standard procedures
for sampling and testing seeds,
2. Promote uniform application of these procedures
for evaluation of seeds moving in international trade.
 The secondary purposes of the Association are to :
1. Actively promote research in all areas of seed science and
technology, including sampling testing, storing, processing
and distributing seeds.
2. Encourage variety (cultivar) certification.
3. To Participate in conferences and training courses.
4. Establish and maintain liaison with other organizations
having common or related interests in seed.
What actually ISTA comprises?
1.ISTA is an Association of Seed Testing Laboratories,
Personal Members and Technical Committee Members who
persue the objectives laid out in the ISTA Constitution.
2.ISTA is an independent association and acts free from
economic interest and political influence, it is unbiased, non-
profit, objective and fair.
3.The ISTA was founded during the 4th International Seed
Testing Congress held in Cambridge, United Kingdom in
1924.
 The ISTA Membership consists of around 40 personal
members, over 45 associate members and over 200
member laboratories, of which over 130 laboratories are
ISTA Accredited.
 The membership is a collaboration of seed scientists and
seed analysts from universities, research centres and
governmental, private and company seed testing
laboratories around the world.
 ISTA values and promotes the diversity of membership,
this being the basis for its independence from economic
and political influence.

PRINCIPLE OBJECTIVE OF TECHNICAL COMMITTEE:
• Develop standardize and validate methods for sampling and
testing of seed quality, using the best scientific knowledge
available.
• These tasks are subject-focused in Technical Committees where
scientists, technicians and specialists from all over the world
work closely together for the enhancement of seed testing
methodologies.
• The Technical Committees perform comparative studies and
surveys in different research fields.
• They develop and enhance the ISTA ‘International Rules for
Seed Testing’ and ISTA Handbooks on seed methods including
sampling, testing and processing seeds, and are responsible for
the organisation of Symposia, Seminars and Workshops.
• ISTA Technical Committees regularly hold workshops which
provide a platform for the exchange of information, experience
and ideas.

ISTA ACCREDIATION
 The aim of ISTA Accreditation is to verify if a seed testing
laboratory is technically competent to carry out seed testing
procedures in accordance with the ISTA International Rules for
Seed Testing.
 Accredited laboratories must show that they run a quality
assurance system fulfilling the requirements of the ISTA
Accreditation Standard.
 Only laboratories accredited by ISTA are authorised to issue
ISTA International Seed Analysis Certificates.
 By reporting seed test results on ISTA International Seed
Analysis Certificates, the issuing laboratory assures that the
sampling and testing has been carried out in accordance with the
ISTA Rules.
 ISTA International Seed Analyst Certificates are accepted by m
any authorities and consumers as assuring reproducible and true
results representing the quality of seed.
There are two types of ISTA certificates.
• Orange International Seed Lot Certificate
Refers to a seed lot, and sampling and testing are carried out
under the responsibility of an ISTA Accredited Seed Testing
Laboratory.
• Blue International Seed Sample Certificates
A laboratory reports test results referring to a seed sample as it
was submitted by the applicant.
ISTA Accreditation Programme "Your Passport to Higher
Quality Seed"
Benefits of ISTA Accreditation:
For the seed seller - Using an ISTA accredited laboratory for
testing of seed helps to increase acceptance of seed lots and thus
reduces costs. In some countries import of seed is only permitted
if the seed lot is accompanied by an ISTA International Seed
Analysis Certificate.
For the seed buyer - Test reports, e.g. ISTA International Seed
Analysis Certificates issued by ISTA accredited laboratories
provide the seed buyer with confidence that the results on the
test report correspond to the quality of the seed lot.
For the laboratory - Through the independent technical
evaluation of a laboratory’s performance, the laboratory receives
formal recognition and assurance that it performs its work
correctly and appropriately.
The Accreditation Procedure:
 Only Member Laboratories of ISTA may become accredited.
Prior to accreditation, applicants have to demonstrate their
ability to carry out seed testing in accordance with the ISTA
Rules through participation in the Proficiency Test
Programme.
 Accredited laboratories-to-be are required to establish a quality
assurance system which complies with ISTA’s
requirements.
 Criteria for becoming accredited are formulated in the ISTA
Accreditation Standard which is based On the internationally
agreed generic accreditation standard for testing and calibration
laboratories.
 Part of the accreditation is the on-site assessment.
 An experienced audit team verifies the laboratory’s
compliance with relevant criteria. Accredited laboratories are
re-audited in regular intervals to examine if they continuously
abide to the ISTA accreditation requirements.
 Once the laboratory is accredited, it is authorized to issue
ISTA International Seed Analysis Certificates for methods
and species covered by its scope of accreditation.
Proficiency Test:
 ISTA Member Laboratories are eligible to participate in all
rounds of the ISTA Proficiency Test (PT) programme. This
programme is mandatory for ISTA-accredited Member
Laboratories (depending on their scope of accreditation) and
voluntary for non-accredited laboratories who want to
benchmark themselves with accredited laboratories and prepare
themselves for ISTA accreditation in the future.
ISTA OFFERS THE FOLLOWING PROFICIENCY
TESTS:
 Standard Proficiency Test
 GMO Proficiency Test
 Seed Health Proficiency Test
The International Rules are ISTA primary tool to
promote uniformity in the seed testing industry.
Featuring 19 sections, the International Rules for Seed
Testing have definitions and standardized methods to be
used in sampling, testing seed lot quality and reporting
results for international trade. The Rules are a useful
reference guide to germination conditions and methods
for over 1,000 species.
The ISTA Rules are voted, amended and approved
annually at the Ordinary General Meeting after
considering the Technical Committees recommendations.
Seed Science and Technology (SST) is an international
journal featuring original papers and articles on seed
quality and technology related to seed production,
harvest, processing, sampling, storage, distribution and
testing. A journal that meets the needs of researchers,
advisers and all those involved in the improvement and
technical control of seed quality.
Published every April, July and December. This journal

Seed Testing International:
 The ISTA News Bulletin, Seed Testing International, is
not only read by ISTA Members, which include personal
and laboratory members in more than 70
countries/distinct economies, but is distributed to over
1700 addresses world-wide.
 It includes reports from the ISTA President, the
Technical Committees and the Secretariat. It also
includes articles addressing issues of Common Technical
Interest and Accreditation, Reports from various
Meetings and Congresses, Regional News, basically
covering all issues concerning Seed Testing in general.
 Two issues are published per year, in April and October.
 ISTA provides a wide range of handbooks on all relevant
topics in seed sampling and testing methodology.
 The handbooks are elaborated by our Technical
Committees and are excellent tools to improve
knowledge and train laboratory staff in different technical
areas.
 To facilitate the daily technical work in seed sampling
and testing.
Seed Symposia
 ISTA holds a Seed Symposium at every ISTA Congress.
The main purpose of the Seed Symposium is to provide a
platform for the presentation and discussion of the latest
developments in applied seed science in the form of oral
and poster papers contributed by seed scientists and
technologists.
 The scientists contributing these papers come from
diverse locations including universities, government
departments, research institutes and ISTA Member
Laboratories.
 The Seed Symposium also provides the opportunity for
discussion on directions that seed technology may take in
the future.

  • 3. • Founded in 1924, the International Seed Testing Association (ISTA) is inextricably linked with the history of seed testing. • With member laboratories in over 75 countries worldwide, ISTA Membership is truly a global network. HISTORY  1876: Friedrich Nobbe published his famous Handbook of Seed Science, and the Motto of the Meeting held in Hamburg that year was “uniformity in seed testing”, later becoming the ISTA logo.  1924: 26 countries participated in the meeting held in Cambridge, and the International Seed Testing Association was founded.  1931: At the request of FIS (ISF), ISTA adopted the first ‘International Rules for Seed Testing’, as well as establishing the ISTA Certificates Scheme.  1950: The ISTA Congress was held in Washington DC, the first outside of Europe, and demonstrated that, after 13 years of interruption by World War II, ISTA was indispensable to seed business.  1995: During the ISTA Congress held in Copenhagen, ISTA Membership was opened to private laboratories and private seed companies.  1996: To ensure harmonized seed testing worldwide, ISTA initiated “The Quality Assurance Programme to accredit seed testing laboratories.” The first ISTA Member Laboratory was audited under the new set-up in this year.   • 4.  2004: During the ISTA Congress held in Budapest, it was agreed to consider accreditation as a purely technical task, and the responsibility to give authorization to issue ISTA International Seed Analysis Certificates was given to the ISTA Executive Committee. VISION  Uniformity in seed quality evaluation worldwide. MISSION • ISTA produces internationally agreed rules for seed sampling and testing. • Accredits laboratories, promotes research, and provides international seed analysis certificates and training. • Disseminates knowledge in seed science and technology. • Facilitates seed trading nationally and internationally, and also contributes to food security.
  • 5. OBJECTIVES  The primary purpose of the Association is : 1. Develop, adopt and publish standard procedures for sampling and testing seeds, 2. Promote uniform application of these procedures for evaluation of seeds moving in international trade.  The secondary purposes of the Association are to : 1. Actively promote research in all areas of seed science and technology, including sampling testing, storing, processing and distributing seeds. 2. Encourage variety (cultivar) certification. 3. To Participate in conferences and training courses. 4. Establish and maintain liaison with other organizations having common or related interests in seed. What actually ISTA comprises? 1.ISTA is an Association of Seed Testing Laboratories, Personal Members and Technical Committee Members who persue the objectives laid out in the ISTA Constitution. 2.ISTA is an independent association and acts free from economic interest and political influence, it is unbiased, non- profit, objective and fair.
  • 6. 3.The ISTA was founded during the 4th International Seed Testing Congress held in Cambridge, United Kingdom in 1924.  The ISTA Membership consists of around 40 personal members, over 45 associate members and over 200 member laboratories, of which over 130 laboratories are ISTA Accredited.  The membership is a collaboration of seed scientists and seed analysts from universities, research centres and governmental, private and company seed testing laboratories around the world.  ISTA values and promotes the diversity of membership, this being the basis for its independence from economic and political influence.

WHAT ISTA ACTUALLY DO? • TECHNICAL COMMITTIEES • ACCREDIATION • PROFICIENCY TESTS PRINCIPLE OBJECTIVE OF TECHNICAL COMMITTEE: • Develop standardize and validate methods for sampling and testing of seed quality, using the best scientific knowledge available. • These tasks are subject-focused in Technical Committees where scientists, technicians and specialists from all over the world work closely together for the enhancement of seed testing methodologies. • The Technical Committees perform comparative studies and surveys in different research fields. • They develop and enhance the ISTA ‘International Rules for Seed Testing’ and ISTA Handbooks on seed methods including sampling, testing and processing seeds, and are responsible for the organisation of Symposia, Seminars and Workshops. • ISTA Technical Committees regularly hold workshops which provide a platform for the exchange of information, experience and ideas.

ISTA ACCREDIATION  The aim of ISTA Accreditation is to verify if a seed testing laboratory is technically competent to carry out seed testing procedures in accordance with the ISTA International Rules for Seed Testing.  Accredited laboratories must show that they run a quality assurance system fulfilling the requirements of the ISTA Accreditation Standard.  Only laboratories accredited by ISTA are authorised to issue ISTA International Seed Analysis Certificates.  By reporting seed test results on ISTA International Seed Analysis Certificates, the issuing laboratory assures that the sampling and testing has been carried out in accordance with the ISTA Rules.  ISTA International Seed Analyst Certificates are accepted by m any authorities and consumers as assuring reproducible and true results representing the quality of seed. There are two types of ISTA certificates. • Orange International Seed Lot Certificate Refers to a seed lot, and sampling and testing are carried out under the responsibility of an ISTA Accredited Seed Testing Laboratory. • Blue International Seed Sample Certificates A laboratory reports test results referring to a seed sample as it was submitted by the applicant.

  • 13. Benefits of ISTA Accreditation: For the seed seller - Using an ISTA accredited laboratory for testing of seed helps to increase acceptance of seed lots and thus reduces costs. In some countries import of seed is only permitted if the seed lot is accompanied by an ISTA International Seed Analysis Certificate. For the seed buyer - Test reports, e.g. ISTA International Seed Analysis Certificates issued by ISTA accredited laboratories provide the seed buyer with confidence that the results on the test report correspond to the quality of the seed lot. For the laboratory - Through the independent technical evaluation of a laboratory’s performance, the laboratory receives formal recognition and assurance that it performs its work correctly and appropriately. The Accreditation Procedure:  Only Member Laboratories of ISTA may become accredited. Prior to accreditation, applicants have to demonstrate their ability to carry out seed testing in accordance with the ISTA Rules through participation in the Proficiency Test Programme.  Accredited laboratories-to-be are required to establish a quality assurance system which complies with ISTA’s requirements.  Criteria for becoming accredited are formulated in the ISTA Accreditation Standard which is based On the internationally agreed generic accreditation standard for testing and calibration laboratories.  Part of the accreditation is the on-site assessment.
  • 14.  An experienced audit team verifies the laboratory’s compliance with relevant criteria. Accredited laboratories are re-audited in regular intervals to examine if they continuously abide to the ISTA accreditation requirements.  Once the laboratory is accredited, it is authorized to issue ISTA International Seed Analysis Certificates for methods and species covered by its scope of accreditation. Proficiency Test:  ISTA Member Laboratories are eligible to participate in all rounds of the ISTA Proficiency Test (PT) programme. This programme is mandatory for ISTA-accredited Member Laboratories (depending on their scope of accreditation) and voluntary for non-accredited laboratories who want to benchmark themselves with accredited laboratories and prepare themselves for ISTA accreditation in the future.   • 15. The International Rules are ISTA primary tool to promote uniformity in the seed testing industry. Featuring 19 sections, the International Rules for Seed Testing have definitions and standardized methods to be used in sampling, testing seed lot quality and reporting results for international trade. The Rules are a useful reference guide to germination conditions and methods for over 1,000 species. The ISTA Rules are voted, amended and approved annually at the Ordinary General Meeting after considering the Technical Committees recommendations. Seed Science and Technology (SST) is an international journal featuring original papers and articles on seed quality and technology related to seed production, harvest, processing, sampling, storage, distribution and testing. A journal that meets the needs of researchers, advisers and all those involved in the improvement and technical control of seed quality. Published every April, July and December. Seed Testing International:  The ISTA News Bulletin, Seed Testing International, is not only read by ISTA Members, which include personal and laboratory members in more than 70 countries/distinct economies, but is distributed to over 1700 addresses world-wide.  It includes reports from the ISTA President, the Technical Committees and the Secretariat. It also includes articles addressing issues of Common Technical Interest and Accreditation, Reports from various Meetings and Congresses, Regional News, basically covering all issues concerning Seed Testing in general.  Two issues are published per year, in April and October.  ISTA provides a wide range of handbooks on all relevant topics in seed sampling and testing methodology.  The handbooks are elaborated by our Technical Committees and are excellent tools to improve knowledge and train laboratory staff in different technical areas.  To facilitate the daily technical work in seed sampling and testing. Seed Symposia  ISTA holds a Seed Symposium at every ISTA Congress. The main purpose of the Seed Symposium is to provide a platform for the presentation and discussion of the latest developments in applied seed science in the form of oral
  • 17. and poster papers contributed by seed scientists and technologists.  The scientists contributing these papers come from diverse locations including universities, government departments, research institutes and ISTA Member Laboratories.  The Seed Symposium also provides the opportunity for discussion on directions that seed technology may take in the future.
