La domanda è parte della più generale questione se ricorrere o meno alla leva fiscale per correggere abitudini alimentari dannose per il singolo e, attraverso le esternalità e le interconnessioni economiche tra singolo e società, dannose per tutti i cittadini.
Se il discorso resta su un piano teorico-filosofico, la contrapposizione tra sovranità del consumatore nelle sue scelte quotidiane e principi di “raccordo” con equilibri collettivi è condannata a rimanere insoluta. È quanto ha dimostrato il rapido e incompleto dibattito che si è svolto in Italia nel mese di Agosto 2012, dopo la proposta, poi abbandonata, di adottare una “tassa pro salute”.
Bisogna cambiare prospettiva, e contestualizzare il più possibile per tenere conto della complessità dei mercati (potere del marketing, sollecitazioni multimediali, mode globalizzate, etc.), delle proporzioni macroeconomiche che le singole azioni di consumo possono raggiungere quando sono diffuse e frequenti (in primis sui conti della sanità e del welfare), e soprattutto delle interdipendenze sempre più forti che legano tra loro i comportamenti dei cittadini nelle società moderne, anche al di là dei confini nazionali.
Se così si procede, la tassa sugli alimenti dannosi smette di far paura e di apparire un residuato di qualche passato illiberale, e può trovare le sue fondamenta economiche e giuridiche. Bisogna, però, saperla disegnare e utilizzare bene, magari impostandola nella forma di una rimodulazione delle aliquote Iva e, visto che la materia Iva è da tempo oggetto di tentativi di convergenza europea, dandole da subito un respiro europeo.

This document discusses the role of private debt and credit growth in economic stability. It argues that pre-crisis orthodoxy viewed low inflation as sufficient for stability, but private debt growth fueled asset price booms and recessions. Ulf Dahlsten gave a presentation at the Stockholm School of Economics on March 22nd, 2014 about combating debt addiction and stabilizing the financial system. He argued that more needs to be done as the system has issues like extreme pro-cyclicality, underestimating endogenous risks, excessive money creation, growing private debts, asset inflation, and complexity. He focused on these problems and asked questions about addressing excessive money creation, the danger of private debt buildup, curbing asset inflation without hurting the economy, and what central banks, regulators, and politicians can do to help.
