• In 1968 through the Mulungushi reforms.
• In 1969 through the Zambianisation

• In 1990s through privatisation.

programmes to broaden the participation of
Citizens in the economy.

Advisory Committee comprising public and
private stakeholders was appointed .

This (SI) ensures that targeted citizens, citizens
influenced, citizen empowered and citizen owned
companies are provided with preferential treatment
when undertaking provision of goods and services
to both the public and private companies.
Preferential Procurement may be used as a tool to
empower citizens economically
The Citizens Economic Empowerment Act No. 9 of 2006, under
Statutory Instrument (SI) No. 36 of 2011 and the Public
Procurement Act No. 12 of 2008, provides for Preferential
Procurement in the procurement system

5 – 25% of its equity is owned by citizens.
•A citizen-empowered company means a company
where 26 – 50% of its equity is owned by citizens.

least 50.1% of its equity is owned by citizens.

Registration Agency (PACRA) Annual Returns or
Articles of Association for newly registered entities
(less than 1 year) for purposes of verifying the
shareholding structure.
•Copy of Certificate of incorporation or Registration of

Partnerships.
•Copy of a Valid Tax Clearance Certificate issued by
Zambia Revenue Authority.
