Evidence based forestry at CIFOR has been conducting systematic reviews since 2012 to identify the best available evidence on governance of natural resources like forests, fisheries, and rangelands. There are currently a dozen ongoing reviews comparing property regimes like community, private, state and open access and their effects on environmental outcomes, which are measured both quantitatively and qualitatively with temporal or spatial comparisons. The reviews have found that in forests, community performs worse than state in Latin America but better in Asia, in fisheries state performs better than open access in Africa, and in rangelands community always performs worse than state.
