This free community event, hosted by Capital Insurance Group (CIG), will provide valuable safety information and activities for the whole family, including important fire prevention tips and how to deal with emergencies! Children, teens and adults alike will learn how to “play it safe”.
Risk assessments are carried out in virtually every industry and in almost every part of the world. They are conducted by oil and gas companies to determine environmental impact, governmental agencies such as the CDC, and even merchants that store, process, or transmit credit card data. The problem was that a community risk assessment of the Largo Fire Rescue (LFR) response district had not been completed. The purpose of this applied research project was to use the descriptive research method to complete a community risk assessment of the Largo Fire Rescue response district. The procedures for this research consisted of a focused literature review followed by the assemblage of data using various sources including the National Fire Incident Reporting System (NFIRS), the Pinellas County Computer Aided Dispatch (CAD) system, and the National Centers for Environmental Information’s storm events database, among others. The data were then analyzed in hopes of determining (a) What are the risks facing the residents in the Largo Fire Rescue response district? (b) What is the likelihood of each risk? and (c) What is the severity potential of each risk? The research yielded a relatively comprehensive list of hazards, which were then able to be prioritized based on likelihood and severity potential. Following the completion of the community risk assessment, recommendations were made on future research and on the development of community risk reduction strategies.
The problem was Largo Fire Rescue had not identified causes for its decrease in compliance with the Insurance Services Office’s (ISO) response time standards to working fires from 2013 to 2014. The purpose of this applied research project was to use the historical research method to identify possible causes for Largo Fire Rescue’s decrease in compliance with these response time standards. Succeeding a wide-ranging literature review, an in-depth data analysis was conducted which included using National Fire Incident Reporting System (NFIRS) and Computer Aided Dispatch (CAD) data to research historical departmental response data. Furthermore, CAD notes were scrutinized, apparatus Global Positioning System (GPS) data was collected, and unit availability was determined in an attempt to answer the following research questions: a) What are the possible causes of the increase in response times? (b) In what ways have each of these causes affected overall response times? The results of the study indicated two main reasons for the increase in response times. One of the causes involved a dramatic increase in overall calls for service resulting in a correlating decrease in unit availability. The second contributing factor was the inability of Largo Fire Rescue’s only aerial platform to meet ISO’s requisite response times to all locations within the fire district from where it is currently housed. One recommendation included placing rescue units in service during the busiest parts of the day to share the call load, increasing the availability of suppression apparatus. In the case of the aerial platform, its response area could be divided with another truck already operated by Largo Fire Rescue. Additional recommendations include assessing Pinellas County’s emergency dispatch procedures for compatibility with an automatic vehicle location (AVL) system and ensuring that continuous, ongoing monitoring of response times to working fires takes place.

Unit Lesson
From the moment a fire fighter is hired, he/she probably tries to anticipate how
they will behave when the “alarm” sounds and when faced with real fire. A
combination of “war stories”, training, reading, social interaction, and
psychological factors may influence the fire fighter’s behavior during an actual
fire. Many of the war stories and suggested behavior told to a new fire fighter are
based on the experience of the veteran fire fighter and may not be applicable to
the new fire fighter. Basic fire fighter training should thoroughly prepare the new
fire fighter to behave in a certain manner. The trained behavior should include
maintaining control of emotions, thinking about the incident priorities, and
considering their role as part of a team.
Fire apparatus driver training should prepare the driver/operator to behave in a
professional manner which assures the safety of all riders, effective driving, and
safe arrival. The driver/operator’s fire related behavior can be observed after
receiving the information from the 9-1-1 center. The driver/operator must
process the information, while at the same time analyzing the most efficient
route to the incident. Additionally, the driver/operator must ensure that all riders
are riding safely. Often, the time of the call can affect the behavior of the
driver/operator. Behavior at 2:39 am requiring a driver/operator to make fully
oriented, effective, and efficient decisions may be different from the behavior
required at 2:39 pm when most fire fighters do not have to wake themselves
from sleep.
The Incident Commander’s (IC) behavior at the fire scene may greatly influence
the behavior of the fire attack crews, ventilation crews, rescue crews, and even
operators of the fire apparatus. Despite the severity of the fire, the IC must
remain calm, yet balance firmness and even compassion when giving orders. Of
all the fire personnel at the scene, the IC may have the least amount of latitude
to get emotional at a fire scene. Often, fire fighters do not understand or agree
with an order, yet the IC must still do his/her job. Friendships and past conflicts
cannot affect the IC’s behavior during these situations.

In this unit we will consider and compare the value and importance of two forms of support mechanisms affecting most all public fire service agencies: external and internal. External support comes from a wide range of agencies and organizations, both public and private, whereas internal support comes from within the department itself. Both sources of support functionality are an integral part of an effective and efficient modern fire department.
Chapter 5: Public and Private Support Organizations
National organizations and agencies: Support organizations and agencies can be found at many different levels: international, national, state, and local. Many private organizations are non-profit or not-for-profit agencies having tax exemption protection under the Federal Tax Code known as 501(c)(3). Non-profit organizations are allowed to solicit contributions and donations without paying taxes to the Internal Revenue Service (IRS) providing that such organization meets the criteria of the law. More on 501(c)(3) can be found in IRS Publication 557 in the Supplemental Reading section of the Unit IV Study Guide.
Not all private support organizations are tax exempt. However, typically their mission statement is to provide “free” services to those in need. Non-profit agencies rely heavily on contributions from the public-at-large in order to maintain a level of service within their geographical region or area of coverage. Conversely, publicly funded support agencies receive their operating budgets from tax dollars which come from local, state, and/or federal sources.

An important development has been the establishment of a National Professional Qualifications System for state certification of fire service personnel at several levels of professional competence in the classifications of firefighter, fire inspector, fire investigator, public fire and safety educator, fire service instructor, and fire service officer.

A fire marshal, in the United States and Canada, is often a member of a state, provincial or territorial government, but may be part of a building department or a separate department altogether. Fire marshals' duties vary but usually include fire code enforcement or investigating fires for origin and cause. Unit Summary
The dangers of fire to life and property are ever present, and from the earliest
times efforts have been made to prevent fire. In ancient Rome, firefighters
patrolled the streets to enforce fire prevention procedures and administered
corporal punishment to offenders of fire codes. Records of fire prevention efforts
in England date back to 872 and reveal some unusual practices: a bell was rung
as a signal to extinguish all household fires at an early evening hour; women
patrolled the streets at night to detect fires and to act as a fire alarm system;
arsonists were punished by being burned alive. Fire prevention in the early
history of the U.S. began between 1785 and 1807; ordinances were enacted in
Reading, Pennsylvania.
Fire prevention has come to be recognized as a science. However, in practical
application, major improvements have come about mostly because of tragidies
associated with fires in which many lives have been lost and extensive property
damage has been sustained. Today the basic concepts of education,
engineering, and enforcement apply to the subject of fire prevention as well as
the development of codes and regulations.
Fire prevention codes are usually the domain of the fire department. They are
principally concerned with fire safety regulations in the maintenance and use of
buildings and premises and with respect to hazardous materials, processes, and
machinery used in buildings.

Based on ethnographic research with the St. Cloud Fire Department, I conclude that the National Incident Management System (NIMS) has helped reduce communication related problems for emergency responders. I will cover three main changes that made this possible. The first change was the adoption of the Incident Command System (ICS), a systematic communication hierarchy followed during emergency and non-emergency situations. The ICS system can respond flexibly, adjusting to the severity of the emergency situation. The second change was adopting the 800 MHz radio systems. This upgraded radio system has a better range of communication than the previous radio system, eliminates background noise, and allowing emergency services to talk directly with one another through talk groups. The last change involved upgraded training requirements. All firefighters are now required to complete two courses, one on the introduction of NIMS (IS-700) and one on the ICS system (ICS-100). Additional comprehensive training in the ICS system (ICS-300, ICS-400) is now required for firefighters in a supervisory position. Taken together, these three changes demonstrate the value of NIMS in reducing communication related problems for emergency responders.

Unit Summary
The dangers of fire to life and property are ever present, and from the earliest
times efforts have been made to prevent fire. In ancient Rome, firefighters
patrolled the streets to enforce fire prevention procedures and administered
corporal punishment to offenders of fire codes. Records of fire prevention efforts
in England date back to 872 and reveal some unusual practices: a bell was rung
as a signal to extinguish all household fires at an early evening hour; women
patrolled the streets at night to detect fires and to act as a fire alarm system;
arsonists were punished by being burned alive. Fire prevention in the early
history of the U.S. began between 1785 and 1807; ordinances were enacted in
Reading, Pennsylvania.
Fire prevention has come to be recognized as a science. However, in practical
application, major improvements have come about mostly because of tragidies
associated with fires in which many lives have been lost and extensive property
damage has been sustained. Today the basic concepts of education,
engineering, and enforcement apply to the subject of fire prevention as well as
the development of codes and regulations.
Fire prevention codes are usually the domain of the fire department. They are
principally concerned with fire safety regulations in the maintenance and use of
buildings and premises and with respect to hazardous materials, processes, and
machinery used in buildings.

Based on ethnographic research with the St. Cloud Fire Department, I conclude that the National Incident Management System (NIMS) has helped reduce communication related problems for emergency responders. I will cover three main changes that made this possible. The first change was the adoption of the Incident Command System (ICS), a systematic communication hierarchy followed during emergency and non-emergency situations. The ICS system can respond flexibly, adjusting to the severity of the emergency situation. The second change was adopting the 800 MHz radio systems. This upgraded radio system has a better range of communication than the previous radio system, eliminates background noise, and allowing emergency services to talk directly with one another through talk groups. The last change involved upgraded training requirements. All firefighters are now required to complete two courses, one on the introduction of NIMS (IS-700) and one on the ICS system (ICS-100). Additional comprehensive training in the ICS system (ICS-300, ICS-400) is now required for firefighters in a supervisory position. Taken together, these three changes demonstrate the value of NIMS in reducing communication related problems for emergency responders.

1. The recent loss of nineteen courageous firefighters from Arizona is a grounding reminder of the dangers faced by
firefighters everyday. While we mourn the loss of our fallen, it is imperative that each of us take this opportunity to
review the basic wildland fire safety principles that help protect California’s firefighters.
As we head into a very hot and dry Fourth of July holiday weekend, a coalition of California Fire Service partners is
coming together to announce a Safety Stand Down for July 3, 2013. The purpose of the Safety Stand Down is to
encourage all members of the California Fire Service to take the necessary time to review and discuss critical policies
and procedures.
Many agencies have already completed their annual wildland training refreshers with the essential information
that will help keep everyone safe. This included the Ten Standard Fire Orders, Eighteen Fire Situations That Shout
“Watch Out!”, LCES, Common denominators of wildland fire fatalities, and a focus on wellness that includes
physical training, adequate nutrition and hydration, adequate sleep and stress management. The July 3, 2013 Safety
Stand Down is focused on a review of these safety procedures in the wildland and wildland-urban interface. The
focus for this review should not be on tactical skills but should be on informal discussions around the firehouse to
encourage each crew to review their plans for staying aware and safe.
