Contracted to provide a UAV Roadmap for the Sunshine Coast Council for completion in June
2016. Input to the roadmap included an extensive consultation process including industry,
council and local, state and federal politicians. The Roadmap projects out capabilities the
Sunshine Coast should implement in achieving solutions to around 2026. The benefits to the
region are expected by 2026 to exceed $1B/pa. This will link with an Aviation Technology Park
concept that Dr Millington has developed and is being endorsed as a strategy for the Sunshine
Coast.
Member of the Aviation Task Force on the Sunshine Coast developing plans for enhancing
capabilities in the region including the use of Unmanned Aerial Vehicles for collection of
geospatial information and data exploitation. Was a task force member on the Education Task
Force. Mentor with the University of the Sunshine Coast Innovation Centre participating in
several startup projects. Leading a concept of multiple technology parks and business
incubators on the Sunshine Coast and has developed a plan for an environmental technology
park in the region currently awaiting endorsement.

Australia and working at RPDE as a senior analyst on Quicklook 055, Single Information
Environment. Recently completed a System-of-Systems, Capabilities, Operations, Programs,
and Enterprises (SCOPE) practitioner’s course. SCOPE examines systems interoperability.
Lead developer and primary deliverable responsibility for Capability Development
Documentation (CDD) including Preliminary Operational Concept Document (POCD),
Preliminary Function and Performance Specification (PFPS) and Preliminary Test Concept
Document (PCTD) for the next generation Australian Submarine (SEA-1000) due to launch
around 2026 with an operating life of around 25 years. At this date this is likely to be the
most costly project done in Australia. Managing MilTech Services facilities and security of

Westpac/Multiplex consortium, Synersec bid Technical Advisor Consultant for the Headquarters
Joint Operational Command, Theatre Operation Centre and the inter-relationships of military
staff within the facility. Design direction to the Architects and to the C4I infrastructure design
team.
Department of Defence, Operational Concept and Test Concept Documentation development
using System Engineering practices. OCDs include ANZAC Ship Missile Defence and GPS
Enhancement on 26 different platforms with anti-jamming features.
APEC-TEL, Australian Delegate contracted through DCITA and the Australia Communications
Authority for an APEC regional study on radio telecommunications standardization throughout
Asia-Pacific. Attendance at APEC-TEL meetings is an ongoing activity, primary interest
information security and standardization across the Asia-Pacific.

Key Responsibilities: Management and advice on technical capabilities of the Connexion
system plus interface to all levels of Government and industry. Connexion is a commercial
aircraft program which provides broadband internet and live TV services to aircraft but will
eventually be extended for terrestrial usage. Worked with the International
Telecommunications Union, the Asia Pacific Telecommunity, the Pacific Island Telecommunity
and the Australian Communications Authority on regulatory and technical issues relating to the
program. Responsible for changes to the international frequency spectrum allocation. A
technically and politically challenging task, responsible for acceptance of nearly 30 Asian
countries of the change to the spectrum and the need for such a service in Asia.
Principal Scientist for the Information and Communications Systems Division Business Unit of
Boeing Australia to perform business development and product commercialisation activities
with primary responsibility for Defence Science Technology Organisation, Distributed Systems
Technology Centre and Universities.
Was Boeing Australia’s Project Lead for JP129, provision of UAV’s. Developed an integrated
simulated/live system for demonstrating Predator UAV to Apache AH64 helicopter sensor to
shooter, including integrated mission planner and video capture for Crocodile 99 exercises at
RAAF Tindal. This included live RF feeds from opto/laser designator systems to the
demonstration equipment. Also provided DSTO with AH64 software for their AIR 87
demonstration cockpits. Worked extensively with General Atomics, Boeing Mesa and Z
Microsystems during the development.
Established, Project Managed and operated the Boeing Australia Systems Analysis Laboratory.
The Laboratory provides a generic simulation and visualisation environment for exploring
concepts and scenarios in the Defence and Civil Command, Control, Computers and
Intelligence domain. It provides “constructive simulation” capabilities which is a level of
simulation suitable for concept modeling and scenario assessment, at a level above virtual and
live simulation. It is an advanced copy of a Ronald Regan’s “Star Wars” Laboratory and
consists of a high-end suite of Silicon Graphics computers and advanced audio/visual
capabilities plus on-line connectivity to other sites such as Defence Science and Technology
and similar laboratories in the US. Established facilities and procedures for facility security
clearances and undertook Speakeasy training and was the Speakeasy Custodian. Interacted
with Defence Security Organisation in relation to staff security clearances and managed
classified including limited distribution information. Supported and provided facilities and
services for the Senior Defence executive including VCDF, CA, VCAF, CN and 20 other senior
personnel in creating the 2000 Defence White Paper. Provided example visualisation to the
senior executive of strategic scenarios and conducted briefings to senior executives.

Developed a proposal for the establishment of a software development capability in Australia
consisting of up to 500 staff to outsource work from Boeing US via the provision of a “software
factory” capable of supporting the software development in satellite communications Projects,
and like work in development of large scale, complex network and communication
management systems. Conducted discussions, negotiation and presentations at senior
company and Government levels. The capability statement included an extensive survey of
Australian and regional Queensland capabilities in the supply of personnel and facilities. The
proposal included a Project Management Plan plus all the supporting plans to initiate a major
capability in Australia.

Key Responsibilities: Management responsibilities included system and hardware design,
technical workshop, testing, purchasing, store, manufacturing and general facilities
improvements and budget administration. Customers included Darwin, Townsville, Treasury
and Jupiter’s Casinos plus approximately 1000 Keno agents in the Queensland area.

Key Responsibilities: Key responsibilities were as follows:
Project Manager for the upgrade to the RAAF F/A 18 Operational Flight Trainers installed in
Williamtown and Tindal. This involved addition of ESM, FLIR and other enhancements.
Project Manager for the integration of the Seahawk Helicopter Data Link into the RAN FFG
Frigates. Tasks included development of top level specifications and detailed interface
specifications, development plans plus a feasibility study. Presentations to senior RAN staff
and the fleet commander were performed.
Consultancy tasks to Transfield on the suitability of the proposed Ship wide data bus in the
proposed ANZAC Ship Combat System to be integrated into the German MEKO Ship. This
required visits to Bofors Electronics in Sweden and Blohm and Voss in Germany.
Prepared proposals for the Department of Civil Aviation Radar Replacement Project, the OTC
Traffic Management System, the Port Kembla Coal Loader and the Combat Data Systems
Centre maintenance contract. Was the Technical Manager on the replacement to the HMAS
Watson DDG Tactical Trainer proposal which included visits to the USA Defense Department
and numerous potential contractors.
Performed tasks within NSW Region Operations Department as proposal manager for the
ANZAC Ship Helicopter Data Link, HMAS Watson Maintenance contract, the Oberon Submarine
Maintenance period contract, the Minesweeping drone project and the Development of
Command and Support Systems Research and Evaluation Facility.
Technical Team Leader on the Mine Warfare Systems Centre proposal. The proposal related to
setting up a complete organisational infrastructure to support Mine Warfare, training, tactics,
system integration and software and systems support.
Bid Manager for the Submarine Fire Control System refurbishment proposal. Involvement
included the total proposal development considering the technical, cost and commercial
aspects. This proposal was a new direction area for the company.

proposal and was involved with contractor negotiations, system design, specification

an invited member of the Combat System selection team. Visited suppliers and evaluated

Key Responsibilities: Resident Engineer on the New Construction Submarine Project Liaison
Team posted to Hengelo, The Netherlands. Liaised with contractors on all aspects of the New
Submarine including the hull manufacturers, Sonar systems, Microwave and Submicrowave
systems, Periscope systems, Weapon and Discharge systems, and Computing and Display
systems. Involvement was in all aspects of design, project management, commercial aspects,
production and scheduling. Responsibilities involved liaison between the Signaal company and
the Australian Defence Department on project related subjects and to act as advisor on
Combat System related matters.
Participated in high level discussions including Ministerial and Senior Defence Staff visits.

Department of Defence, Sydney 1980-88
Key Responsibilities: Developed software and firmware and to integrate the HARPOON missile
into the RAN Submarines. Redesigned firmware for the Fire Control Console and developed
and implemented equations for targeting and powering of the missile. In July 1981 I
participated in MK 48 torpedo firings in HAWAII as advisor on SFCS operation. On regular
occasions I have acted as Engineer 3 in charge of Hardware Development group.
Managed the Quality Assurance Group responsible for configuration management and control,
documentation, support test equipment procurement and software testing. Was team leader
for acceptance of major upgrades for the Submarine Combat System, in Glendale California
and attended weapon firings in Hawaii.
Managed the Support and Administration Group at a senior level plus technical and engineering
coordination activities. Directly managed 5 staff and indirectly approximately another 30 and
was senior civilian of several hundred assuming the required senior manager level
responsibilities. Managed recruiting, security systems, personnel security and interviewed new
starters.

instrumentation, both shipboard and laboratory, concerned with the performance evaluation

tests, evaluation of results and associated reporting. Liaise with Scientists and Engineers at
the Defence Research Centre Salisbury on the feasibility of developing improved measurement

Technical Officer RAN Research Laboratory, Sydney, Australia 1970-79
Key Responsibilities: Responsible for the reconstruction of ships' tracks as part of analytical
evaluation of the performance of a passive hydrophone systems requiring a working knowledge
of navigation and sonar systems and liaison with submarine and scientific personnel.
Participated in a number of trials on HMA Warships and Submarines in the evaluation of
various sonar equipment.. Performed scientific analysis work in the examination of sound
propagation in the ocean and underwater acoustics in relation to Sonar Systems. Developed
deep sea and shallow water surveillance systems, positioning equipment and audio receivers.
Was qualified as a Jezebel (acoustic) analyst. Wrote several papers on classified R&D activities.
