4. INTRODUCTION
Language Education and Debate Society Club (LEADS) of UniKL Royal College of Medicine is
the organizer of British Parliamentary Novice Debate 2019 (BPND 2019). This event is
designed to discover potentials and strengthen the debate culture in universities level as well
as enhance their general knowledge pertaining to current global issues. The theme of this
tournament is “Youth Empowerment”.
OBJECTIVES
The BPND 2019 focuses to:
give an exposure to young debaters about British Parliamentary debate format.
enhance the English language proficiency among potential debaters in extending arguments
in a structured and organized manner.
create a platform for students to enhance their critical thinking in expressing the arguments
and opinions verbally on national, regional and world current issues.
ELIGIBILITY
The format of BPND 2019 is British Parliamentary Style Debate. Therefore, each team should
consist of two (2) members.
The members of the team must be Semester 1 to 2 or Year 1 ONLY. Strictly NO SENIOR
STUDENTS representing the debate tournament.
Each participating team must be represented by an adjudicator. The adjudicator can be senior
student, staff or lecturer of the participating institution (preferably a person with some
experience in debating). No external coaches/trainers or former students of the institutions
are allowed to represent the adjudicators.

IBPND 2019.
ACCOMMODATION
Contingents around Perak or any nearer institutions are not required to stay at the
accommodation specified by the organizer, UniKL RCMP.
The accommodation will prioritize contingents from other states and international
participants. We only provide accommodation for participating teams, student-adjudicators
or student-observers. Any accompanying lecturers should arrange their own
accommodation.
International students will stay in the hostel for 2 nights as the bus provided for departure
to KLIA2/Ipoh Airport will be available on 7th
April 2019. (Please refer to arrival and departure
section)
A sum of RM25 will be charged for local participant and RM50 (2 nights) for international
participant as accommodation fees (including bedspreads, pillow and dinner on 5th
April
2019).
We only provide accommodation for participating teams, student-adjudicators or student-
observers. Any accompanying lecturers should arrange their own accommodation.
All who stay in the hostel are required to bring enough clothes (casual smarts, cultural or
formal attire for daily use), personal toiletries and personal medication (if any)

April 2019 (Saturday) before 8.30 a.m.
International participants:
Transportation will be provided at KLIA 2/Ipoh Airport to UniKL RCMP on 5th
April 2019
(time) and from UniKL RCMP to KLIA2/Ipoh Airport on 7th
April 2019 (time)
