2. PROFILE
As one of the five pillars of the Criminal Justice System,
the BJMP was created to address growing concern of
jail management and penology problem. Primarily, its
clients are detainees accused before a court who are
temporarily confined in such jails while undergoing
investigation, waiting final judgment and those who are
serving sentence promulgated by the court 3 years and
below. As provided for under R.A. No. 6975, the Jail
Bureau is mandated to take operational and
administrative control over all city, district and municipal
jails.
3. CONT… OF PROFILE
The Bureau has four major areas of rehabilitation program,
namely: Livelihood Projects, Educational and Vocational Training,
Recreation and Sports, and Religious/ Spiritual Activities.
These were continuously implemented to eliminate the offenders'
pattern of criminal behavior and to reform them to become law-
abiding and productive citizens.
Although the workplace of the Jail Bureau is confined inside the
portals of jail to safeguard PDL, nonetheless, the Bureau has an
inherent function of informing the public of jail operations and other
matters concerning the corrections pillar of the Philippines.
Coincidentally, being a new and growing Bureau, BJMP aims to
keep the public abreast of information regarding jail management
and penology.
4. FIVE PILLARS OF CRIMINAL JUSTICE SYSTEM
1. LAW INFORCEMENT – crime prevention and control, patrolling and police
visibility, arresting of criminal offenders, custodial investigation
2. PROSECUTION - facilitate inquest proceedings, analyze and evaluate evidence,
establish of prima facie evidence
3. COURT – a truly independent institution, fair trial, establish of proof beyond
reasonable doubt
4. CORRECTIONAL – rehabilitation, reformation relative to upholding of human
rights and dignity through scientific , spiritual and social programs.
5. COMMUNITY – working peace and order partnership with the other pillars and to
integrate plan of action to combat crime and promote justice.
5. “HISTORY”
The history of the Odiongan District Jail spans over a century,
beginning as a small wooden structure in 1915. Originally located
at Brgy. Progreso Este, Odiongan, Romblon, it could only house a
limited number of Persons Deprived of Liberty (PDL). However, as
the demand for facilities to accommodate PDL grew, the jail
underwent significant expansions, culminating in its current
location in Barangay Anahao, Odiongan, Romblon. They move to
the new location, situated on a 3,000-square-meter lot generously
donated by Ms. Elmina Fallar, marked a pivotal moment in the
jail's history
6. CONT… OF “HISTORY”
The construction of a three-storey building, complete with a roof deck,
symbolized a commitment to not only housing but also facilitating the
development of up to 550 PDL.Throughout its journey, the jail has
remained dedicated to its mission of providing humane safekeeping and
fostering the rehabilitation of individuals within its care. Under the
leadership of Jail Senior Inspector EFREN S OLIVAR and supported by a
team of 33 personnel, the facility continues to strive for the well-being
and reformation of those entrusted to it. The commitment and efforts of
the team signify a steadfast dedication to maintaining safety, promoting
rehabilitation, and upholding the principles of justice within the community.
At the moment they have 105 prisoners (102 male and 3 female).

The primary beneficiaries of the Odiongan
District Jail are the Persons Deprive of Liberty (PDL)
themselves. The jail provides them with shelter, food,
clothing, medical care, and access to educational and
rehabilitative programs. These services help to improve
the PDL‘s quality of life and prepare them for a
successful reintegration into society after their release.

The Odiongan District Jail is located in Barangay Anahao,
Odiongan, Romblon, Philippines.
The jail is accessible by land and sea. By land, it can be reached
via the Romblon-Odiongan Provincial Road. By sea, it can be
reached via the Odiongan Port.
The Odiongan District Jail is surrounded by residential areas,
agricultural land, and mountains. The nearest barangay hall is
located about 500 meters away. The nearest hospital is located
about 1 kilometer away.
11. CONT… OF “GEOGRAPHIC”
The Odiongan District Jail is a secure facility with a perimeter wall, guard
towers, and security checkpoints. The jail is also equipped with a fire
sprinkler system and a backup generator.

with clean and comfortable living conditions. The jail also provides PDL
with opportunities for education, vocational training, and recreation.

21. “PROGRAM AND SERVICES”
SERVICES FOR PDLs DURING THEIR TIME IN JAIL:
1. PDL Custody, Security and Control Program
Focuses on ensuring the safe and secure custody of Persons Deprived of Liberty
(PDLs), preventing escapes, and maintaining a safe and humane environment for PDLs.
2. PDL Welfare and Development Program
Addresses the physical, mental, and social needs of PDLs, preparing them for
successful reintegration into society upon release.
3. Decongestion Program
Aims to reduce overcrowding in jails, which can pose safety, health, and security risks.
4. Good Governance Program
To promotes transparency, accountability, and ethical conduct within BJMP.
22. “PROGRAM AND SERVICES ”
Educational and Vocational Training programs- jail offers a variety basic education
programs for PDLs can earn elementary and high school diplomas through Alternative Learning
System and Vocational trainings can earn certificate of attendance through TESDA.
Rehabilitation programs- jail provides medical care, dental care and mental health
counseling for PDLs through partnership to DOH and for mental health professional.
Livelihood Programs – Jail implements various livelihood programs to equip Persons Deprived
of Liberty (PDLs) with marketable skills and prepare them for employment opportunities upon
release. Jail gives PDLs opportunity how to learn and create various handicrafts
Religious services - jail provides inmates with religious services and religious counseling
through a partnership with local religious organizations. These services provide inmates with
spiritual support and guidance.
Recreational programs – promoting physical and mental well-being, fostering social
interaction, and reducing stress among PDLs. Jail offers activities such as sports, games, arts
and crafts, and daily routine activities.

24. SYSTEM LEVEL OF THE AGENCY
Odiongan District Jail can be considered a MICRO-
system level agency because it is responsible for the
custody and care of PDL in Romblon. The staff
provides food, shelter, and medical care to the
inmates, and the inmates are required to follow the
rules of the facility. The Odiongan District Jail has its
own set of rules and regulations, and the staff and PDL
have developed their own way of interacting with each
other.

2. Provide supervision of PDLs- ensuring that the PDLs are safe and secure,
that they follow the rules of the jail, and that they have access to the services
they need

rules and regulations of the jail , as well as their rights and responsibilities
