The Programme aimed at covering 3.5 million families.
Waseela-e-Taleem:
1. BISP has launched “Waseela-e-Taleem” a co-responsibility cash transfer (CCT) programme for the primary education of the children aged 5-12 years of its beneficiary families. (includes newly admitted and already admitted)
2. he term “co-responsibility” refers to joint responsibility. (BISP will provide cash transfers while families will agree to send and retain their children in primary schools).
3. Waseela-e-Taleem program would facilitate these families to send their children to school by linking BISP’s cash transfers with human capital development.

4. Introduction
Waseela-e-Taleem (conditional cash transfer programs)
The philosophy behind conditional cash transfer programs is based in the
fact that poverty can be is based in the fact that the poorest of the poor
and incentivizing these families with regular small cash transfers to invest in
the development of human capital. The circumstances under these
programs usually center around health and education developments for
children of poor households. Conditions connected to cash grants require
school enrolment and regular presence, periodic health check-ups, growth
monitoring, and immunizations.
• Cash transfer program for the primary education of the children aged
5-12 years (3 younger children).
• BISP provide cash transfers while families agree to send and retain their
children in primary schools.
• BISP’s data shows that over 71% children of its beneficiaries have never
attended a school.

Review and validation of BISP-Beneficiaries’ data and its
current status.
Enhanced understanding and awareness about the BISP
programme in masses and at beneficiary level.
Improved engagement of BBCs by addressing different
issues of BISP-Beneficiaries.
Increased mobility of women leaders and BISP beneficiaries
with perspective of visit to tehsil and district offices of BISP.
Developed concept of right holders and duty bearers
amongst the women leaders and BISP-Beneficiaries.

11. The key activities during the area opening meeting
The main purpose of the area opening meeting is to navigate the BISP-Beneficiaries
about the BISP social mobilization effort and develop relationship between social
mobilization team and BISP-Beneficiaries of that particular cluster. The key activities
during the area opening meeting will include the following:
Conduct starting session about the project and BISP-Waseela-E-Taleem
Programe.
Orient BISP-Beneficiaries to start the procedure of BISP beneficiary
committee formation in their respective village/ locality.
Prepare introductory meeting plan for their respective village/locality with
social mobilization team with clear date, time and venue.
SO should look for potential women for future contact person in that area
Disseminate IEC material amongst the BISP beneficiaries to initiate
discourse among members.
12. Coordination With Stakeholders
• The Aurat Foundation Office at District level is coordinating with
different institutions like:

• Notable Persons of villages,
• Political Workers ,
• NGO’s and CBO’s,

14. Process of Mapping

• The number of Beneficiaries is confirmed from the lists

a) Check Name in the Beneficiary List of UC and Tehsil

18. Objectives of BISP Beneficiary Committee
• Create general awareness about the BISP in general and Waseela-e-Taleem
program in particular, and its associated processes, among the beneficiary
families.
• Organize and educate BISP beneficiary mothers in such structures which will
facilitate the BISP beneficiary mothers through its committee and Women
Leader of their respective committee to get access to BISP graduation
programs.
• Enhance the Life Skills and Leadership qualities of BISP beneficiaries in
general and women Leaders in particular
• Provide opportunity to members of the BISP beneficiary committee to educate
on different aspects related to women rights, state citizen relationship,
processes of BISP programs and facilitate beneficiaries to get benefit from the
Waseela-e- Taleem Program and from other BISP graduation programs.
• Ensure that all BISP beneficiaries can get benefited from the BISP programs
on equitable basis.
19. The key activities of formation of BISP-Beneficiary committee
Talk about the features and framework of BISP beneficiary
committee of that specific village/locality.
Discuss the role and responsibilities of members of the
committee and its office bearers which includes women leader
and record keeper.
Set the meeting date, time and venue for future fortnightly
meetings in consultation with the members of the committee.
Share the election process for the women leader and record
keeper with BISP beneficiary of that particular village/locality.
Explain the continuing sign-up and increase support services by
SOs at the initial level to guide the record keeper.

23. ENROLLMENT PROCESS
The Registration Process would be undertaken for family associates with
5-12 years old children in order to;
o Update the data, Children details and linking with household
members.
o Training beneficiaries about the BISP (CTC) program, co-responsibilities
and primary functions.
o Signing contract with family associates
o Handing over of Admission slips of the children
Enrollment Sites/Camps would be designed on Tehsil /Union Council basis.
Potential beneficiaries would be welcomed through correspondence and
public details strategy.
24. Strategy for Enrollment for Non Going Children
• Mobilize to BBC to get enroll their children.
• Meetings With SMC (School Management Committees)
• Parents Meetings .
• Enroll Campaign through Media (Radio, Newspaper, Cable etc.)
• Involvements of NGOs, CBOs, Notable Persons, Stakeholders.
• Basic physical facilities and other infrastructure should be provided
in schools.
• Establishment of PTA (Parent Teacher Association) in schools. Their
meetings should be held on monthly basis.
25. Challenges in perusing field
Conflicted areas is very serious concern regarding life and towards fruitful achievement so in
many areas of rural side there is worsen law and order situation due to this sufficient number of
target remain unachieved.
Still there is number of members of our staff who don’t have service identity card and as every
one knows many times issues of fraud has been happened so community is distrusting any one
and most of the time Sos were insulted by community due to lack of ID.
Most villages in rural side are unknown and even locals have no information in the result huge
number of target is not achieved.
Pending cases issue is also exists in city side especially where is huge hamlets so without
complete information of beneficiaries they could not traced means in many cases head name is
not belongs to male but female.
There are lot of areas in which religious notable persons have hold on community and without
their permission community don’t respond well.
Due to mismanagement in payment system many beneficiaries injured and died in result in most
of the areas community shows anger and negative response.
26. Mitigation of Challenges
To mitigate conflict area situation we must have security squad either BISP official having together
with us in field otherwise target of these areas can not be achieved because this is very serious
concern about life.
All members should have available service identity cards for the purpose of having stable field
activities.
We should communicate with religious notable persons about giving them brief of our project
either organize events such as area opening meetings.
There should be stable payment system and for this BISP officials hold responsible themselves
because community is getting bad impact regarding BISP and any about any person or group
going there regarding BISP information.
27. Lessons Learnt
For Identification and verification of BISP beneficiaries it is necessary to involve
community as well monitoring over all activities and check related documents.
AF Mobilizer Team observed transparency at all levels followed.
The procedural documentations from hard to soft may cause delay in process.
Documentation should be streamline. Lack of resource and Lack of interest and
support may hinder in sustainability
Hundreds of the listed beneficiaries are missing when team reaches at their
addresses as written during the survey.
Community leaders can help address some of the complicated ground facts of
program implementation, such as restricted flexibility of women, cultural
limitations, difficult regional constraints, and a vast and varying number of
beneficiaries.
