Over several months, citizens submitted topics they cared about to be discussed at a citizens' summit. The 25 most frequently mentioned topics were selected, and citizens then chose the top 3 topics. On November 11th, 2011, one thousand citizens gathered to discuss the 3 chosen topics with the help of expert introductions and then developed proposals at their tables to be voted on. From November 2011 to April 2012, a smaller citizens' group met with experts to further discuss the proposals from the summit and then presented their recommendations to the whole country in April 2012.
