This document proposes the G1000, a meeting of 1,000 randomly selected Belgian citizens who will discuss and make impartial choices about the future of Belgium. It argues that representative democracy has reached its limits due to factors like more assertive citizens, frequent elections, and new technologies. Politicians are constantly campaigning instead of governing. The document advocates for deliberative democracy through citizens' assemblies as a way to revitalize democracy and overcome political deadlock in Belgium by harnessing citizens' wisdom and freedom from electoral concerns.
Over several months, citizens submitted topics they cared about to be discussed at a citizens' summit. The 25 most frequently mentioned topics were selected, and citizens then chose the top 3 topics. On November 11th, 2011, one thousand citizens gathered to discuss the 3 chosen topics with the help of expert introductions and then developed proposals at their tables to be voted on. From November 2011 to April 2012, a smaller citizens' group met with experts to further discuss the proposals from the summit and then presented their recommendations to the whole country in April 2012.
