2. Current Bay Crest Canal Status
• Bay Crest Park includes 937 homes, with 323 located on one of the 12 BCP canals.
• There are currently several choke points that are not navigable during low tide.
• Larger boats and deepwater boats such as sailboats are unable navigate the canals.
• Bay Crest canals are one of the northernmost points leading to Tampa Bay.
• The dramatic buildup of silt where the drainage ditch intersects Woods Creek (Boxwood
/ Flagstone canal) is representative of stormwater runoff from all of northern
Hillsborough County contributing to the silting.
• This silt severely limits the flow of water, which contributes to poor water quality in the
area.
3. Current Bay Crest Canal Status continued
• These canals have never been dredged since Bay Crest was developed in the early 1960’s.
• The Tanglewood Stormwater Project (2017) is thought to have contributed even more
stormwater runoff, water and sediment to the area.
• The new bridge on the Courtney Campbell Causeway is allowing more flow, but it is believed
to have shifted sediment in the access channel to/from Bay Crest Park and the Bay.
• Based on the study completed in 2005, it was estimated that the current cost for dredging
the 12 canals (13,000 linear feet) in Bay Crest was about $2M.
• More recently, the shifting silt at the entrance to Bay Crest Canals has led to the need to
dredge an additional 1,000 linear feet.
5. 2005-2008 SOCS (Save Our Canals)
• Led by Brian Garry.
• Committee included two environmental attorneys.
• Acquired large grants for filters and maintenance of storm drains and
filtration baskets.
• Storm drain baskets took out 3 tons of debris during the first year, .
• Awarded Gulf Coast Environmental Award.
• Kathy Castor promised money for dredging that was never delivered.
6. 2017 Coastal Canal Grant Program –
Hillsborough County
• https://www.hillsboroughcounty.org/library/hillsborough/media-
center/documents/bocc/board-policies/01310100.pdf
• Established in 2017
• Promotes the proper function of coastal canals for improved and enhanced
navigation.
• Grant funds matching – 2 (applicant) : 1 (County)
• Applicant must pay for the project, then be reimbursed
• Awarded ($50,000 in 2017 (Sweetwater) and another $50,000 in 2022)
• Currently they still have $142,000 available.
7. Local Dredging Projects Completed Recently
2018 Sweetwater
• Length -1100 feet/ Width 20-30 feet/ 2000 cubic yards
• New depth 4 feet
• Total Cost - $170,000
• Funding –
• Community contributions plus $50,000 matching grant from Hillsborough County Coastal
Grant Fund
8. Local Dredging Projects Completed Recently
2019 Bay Port – Channel A
• Length -2200 feet/ Width 60 feet/ 3300 cubic yards
• New depth 5 feet
• Total Cost - $373,450
• Funding
• Not eligible for grant
• MSBU (tax assessment over 10 years) - Homeowners (95%) in Bay Port agreed to pay for
project with special assessment

10. Dredging Committee Actions
• Began reviewing options in 2021
• February 2022 began meeting with Hillsborough County (BOCC)
Commissioner Harry Cohen and David Glicksberg, Sustainable Water
Resources Section Manager
• August 2022 Hydrologic Survey completed for Bay Crest canals
• August 2022 EPC Water sampling completed
11. Survey
• 2022 – Bay Crest Park Special
Dependent Taxing District (SDTD)
paid $8,890 to have SurvTech
Solutions complete a hydrographic
survey to evaluate the current
status of all the Bay Crest canals.

• A similar survey was completed by
SOCS in 2005.
12. Survey Results
• Top sediment ranged from 2.0 feet to 7.1 feet
• Shallowest areas:
• West of Driftwood Drive
• Driftwood Drive/ Tahiti Lane Canal
• West of boat ramp
• East end of Elmwood Lane/ Hickorywood Lane canal
• East end of Boxwood Drive/ Flagstone Drive canal
• Drainage intersection of Boxwood Drive/ Flagstone Drive canal
• Canal south of Peel Park (south end of Bay Crest Drive)
• Marked channel south of Bay Crest
• Bay Side Dredging estimated $3M to dredge all canals
13. Dredging Committee Actions continued
• Secured Coastal Canal Grant – November
2023
• SDTD allocated $23,333; Grant provided
$11,667
• Total $35,000 for the area around the boat
ramp
• BOCC agreed to provide $175,000
• Initially BOCC indicated that BCP would have to
pay for the project and then be reimbursed
• Special agreement was made for the funding to
be paid through SDTD – January 2024
• Total secured - $210,000
• Must be paid in budget year (by 9/30/24)

15. Choke Points to be Dredged
• Areas selected based upon severity
and impact to navigation
1. Marked channel south of Bay Crest
2. Canal south of Peel Park (south end
of Bay Crest Drive)
3. Drainage intersection of Boxwood
Drive/ Flagstone Drive canal
4. West of boat ramp
• Work must be completed and paid
for by 9/30/24
• Estimating 3-4 months for permitting
20. Personal Dredging Opportunity
• Bayside Dredging can dredge the area around your dock/boat lift (personal
water easement)
• Work must be done in conjunction with main project
• Minimum price $5,000 (waiving deployment/permitting fees)
• Normally costs $10,000 - $12,000
• Baseline numbers for homeowners (if early enough) will be $5,000 per 15
cubic yards (CY)
• Note, due to sediment falling back in, Bayside will dredge approx. 15 cy, to
leave resident with roughly a 12 x 12 x 2 ft dredged area (12’ x 12’ x 2’) / 27
= 10.7 cy
• Deadline is 2/1/24
