Experts say the Art Bank should consider the art market and academic standards, display youth artwork in consulates, and establish a sound database. It also needs careful execution based on lessons from past programs. The Art Bank will acquire artwork and rent pieces locally and internationally, aiding selection and installation. Similar programs have operated in Canada since 1972 and Australia since 1980.
