El objeto principal del Proyecto es el desarrollo de un “High Tech Cluster”, que se constituirá como la “Primera y Más Avanzada Zona Industrial de Alta Tecnología de Latinoamérica”, con el propósito de reubicar a “100 Industrias Asiáticas Líderes en Desarrollo e Innovación de Alta Tecnología en el Mundo”. Para la consecución de tal objetivo se desarrollará una “Ciudad Ultra Moderna” bajo un “Nuevo Paradigma de Alta Escala Socio-Económica” similar a “Silicon Valley en California USA” o “Irving en California USA”. La relocalización de un promedio de 10 Empresas de Alta Tecnología por año, a lo largo de dos planes de cinco años cada uno, generará 4,900 empleos y US$ 1,020 Millones de ventas desde el primer año de operación, llegando a 52,000 empleos en 10 años con ventas anuales de US$ 26,544 Millones. Se conseguirá así acumulación de conocimiento (“know-how”) y transferencia de las Innovaciones de Alta Tecnología, para lograr de esta manera ser “El Primer y Más Avanzado Centro de Industrias de Alta Tecnología de Latinoamérica”. Para este fin el estado anfitrión (Gobierno Regional de Arequipa y el Gobierno Central de Perú) tiene que comprometer los máximos paquetes de incentivos industriales y tributarios que den claras muestras de su interés de albergar el “High Tech Cluster”, en la perspectiva de que este encenderá un nuevo y potente motor de impulso económico para la Región Arequipa y el Perú en su conjunto.
