National Planning Conference
Earlier this month, I attended the National Planning Conference in Phoenix, Arizona.
It was exciting to see so many other planners working through issues similar to those in
our community and to be able to learn from their experience. While I attended a wide
range of sessions, a few common themes stood out:
Design and place-making matter. Place-making is an economic development tool.
Human-scaled design and redevelopment improve quality of life and are attractive to
both residents and employers. Heightened sense of place also enables people to connect
physically, socially, and emotionally, and encourages people and cities to reinvest.
Communities are meant for all citizens. They should be designed for all citizens, too.
When planners talk about communities for all and “aging in place,” it is easy to think
primarily about design for the elderly population. But, it is just as important to recog-
nize that streets, public spaces, parks, and buildings should also be designed for and ac-
cessible for children and their parents. An interesting note from one session was that
gender (specifically, planning for women) “rides the same train” as planning for all gen-
erations, meaning that if you plan for all ages, you are also planning for all genders.
Technology is becoming more and more critical in effective public engagement. Not
everyone can attend a public meeting that starts at 5 or 6 pm, and our office would be
hard pressed to provide meetings at every useful time and place for every member of the
community. This is where online engagement can augment traditional public outreach
methods. This includes smaller focus groups, steering committees, volunteer groups,
large public meetings, online data sharing, surveys, and open ended questions.
Expect the unexpected. How do you plan in times of both forecasted and unforeseen
events? Keynote speaker Jack Uldrich presented a series of repeating themes over time,
including industrial manufacturing and technology advances that changed the way we
build, live, and plan. He noted that technology advances are occurring more and more
quickly, meaning results and changes are happening more quickly, too. He suggested
that the questions of self-driving cars and communities with completely “smart” build-
ings and infrastructure are questions of when rather than if.
