This document requests a one-year extension of the sunset date for the 1 psi vapor pressure exception for gasoline-ethanol blends from May 1, 2016 to May 1, 2017. It also requests an effective date of July 28, 2016 for the change. The rationale provided is that additional time is needed to resolve issues at ASTM to incorporate the exception into gasoline specifications, and allowing the exception to continue is important to prevent disruptions to the US fuel supply. Research has shown the exception does not negatively impact vehicles. Without the extension, some states could lose the exception, impacting pipeline shipments and potentially causing local fuel shortages.
