This document summarizes lessons learned from building identity federations in Asia Pacific and provides recommendations for growing federations in the region. Some key points are: Federations require technical expertise, policy consensus, compelling applications, and critical mass of users. Early federations in America and Europe provide examples but each country/situation is different. Starting federations in Asia Pacific faces challenges of limited campus identity infrastructure and staff. Centralized knowledge sharing through organizations like APAN can help compensate. Successful strategies in APAN include knowledge transfer, strong mandates with a single focus, grant-based funding, and accommodating local needs. Cautious starts and lack of momentum have hindered growth. Recommend
