This document provides guidelines for conducting diversion for children in conflict with the law (CICL) in the Philippines. It outlines a 4-step diversion procedure: 1) diversion proceedings which include conflict resolution and formulation of a diversion program; 2) implementation of the diversion program; 3) monitoring and supervision; and 4) termination. The diversion program is a community-based alternative to formal court proceedings aimed at rehabilitation and reintegration of the CICL.
