Introduction
Freedom Seekers Monitor puts this report in your hands. This report consists of extraction
of exerts of integral team work all over the country through the past academic year to reveal
violence which happened against students of Egyptian universities and institutes from
security forces of current authorities.
The report contains the period from the beginning to the end of the academic year (2014 –
2015). That is to say, from the middle of October 2014 to the end of June 2015. It shows all
violations against students during this period.
The report contains the class of Egyptian college students from all over the country and
violations against them from administrations of universities or from security forces. The
report also leans on its monitor unities in all country universities and on documentary forms
that have been filled through the monitor's wed site which have been signed from people
that violations were against them. Then, assertion received information. We "freedom
seekers monitor" introduces the extraction of this process that continue through a complete
academic year. We hope that this work helps people to get and respect their human rights.

Chapter 1: Violations against Students:-
First Section: Dead Students:-
The first semester of the academic year (2014 – 2015) witnessed 3 killing cases from security
forces. Second semester witnessed 18 killing cases at prisons or through disperse
demonstrations against current authority. Sometimes during arresting the student they kill him, this
is a flagrant infringement to laws and national and international customs and also to the human
rights international covenant:

Security forces beat him on his head by a sharp
tool. This beat led to his fall to ground and he
suffered from severe hemorrhage in the brain.
He was in coma because of concussion and
internal hemorrhage which affect all his body. He
also suffered from pelvic, hands and legs

Second Section: Detained Students:-
The number of detained students from Egyptian universities and institutes during academic
year (20142015) is 1409 students. 517 students were released.
Security forces accused the student different accusations as instigating to violence,
demonstrating without permit, joining banned group that created against the law and trespassing
security forces.
Coming table states number of male and female students who were detained from every university
and who were released:

Third section: violence against detained students inside jail:
Firstly: coercive disappearance:-
Security forces do not be satisfied with random arrest and aggression on students inside and
outside campus, but they committed coercive disappearance crime against students for different
periods. This is a glaring aggression to all laws and international covenants and vows which
convict this act such as international vow of freedoms, international document to convicting
coercive disappearance and Egyptian constitution texts.
Security authorities committed this crime against more than 50 students during first semester
of academic year (2014-2015). This number aggravated and reach four doubles from the
beginning of mid year vacation to the second semester. Authority kidnapped about 234 male and
female students and hided them and did not give any information to their families until they
appeared after that in prosecution investigations or anything else.
There are two tables first one is about the most notable cases of coercive disappearance. Second
one states total number of students who exposed coercive disappearance in every university. We
invite you to follow our book section. Freedom seeker monitor will publish a report soon that
elaborates coercive disappearance against Egyptian students all over year:-

Testaments to some cases of forced concealment
Testament (1):
Abdullah Yassin: a third year student in the faculty of Islamic studies, Aswan University.
His brother said that on 28/1/2015, a police force accompanied by masked members from
the Central Security and State Security officers broke into their house at 3 a.m. They
caused the house to be in total chaos and turned it upside down. The whole household,
men, women and children, was in a state of horror and panic; the house was stormed and
searched with no warrant from the Public Prosecution. They stole Abdullah’s laptop and
cell phone and kidnapped him. His family did not notice his kidnapping until the security
left. Then he disappeared for three days, during which his family knew nothing about him
or his whereabouts. So they asked about him in police stations and directorates. All in vain
until he finally appeared and his family was able to visit him. There, they found marks of
brutal torture on him. In return, he tried to reassure them that he is fine; fearing that the
security might hurt him even more. His family later found out from the detainees kept with
him that he does not sleep, keeps screaming all night shouting out the names of those who
tortured him and that his condition deteriorated after that; he insulted all those who
tortured him, spoke to himself and to the wall and his psychological condition deteriorated
gravely. When a medical army officer examined him, he recommended his transfer to a
hospital for treatment and said that he is in a dire need for treatment. But the officer’s
report was of no use and Abdullah’s condition deteriorated even more. His family then
wrote a memorandum to the Attorney General explaining his deteriorated condition and not
paying attention to him, demanding his transfer to the General Hospital for treatment. The
Attorney General approved this but again in vain. When his family went to his custody
place to show the approval to the people in charge there, they told them that it was not
within their competence and that they have to go to the police station. There, the same
scenario was repeated and the family was told to go to the health bureau, where they
disavowed from that mission. Yet days later, Abdullah was transferred to the hospital and a
doctor examined him. The doctor wrote a report in which he said that Abdullah suffered
from a severe nervous shock as a result of cruel torture and that the torture marks are clear
on his abdomen. The doctor recommended that he should be quickly transferred for
treatment. When the doctor submitted the report to the officer, the later paid no attention to
it and returned Abdullah again to his custody place. Abdullah’s condition deteriorated more
than ever and still he cannot find anyone to execute the decision of the Attorney General or
the report of the doctor.

Testament (2):
Muhammad Abo Hashimah: a first year student in the civil department at the faculty of
engineering, Beni-Suef University. His father said that he was kidnapped on 16/2/2015 by
security forces in front of his faculty with no warrant from the Public Prosecution and
without any accusations. Muhammad disappeared for thirteen days with his family knowing
nothing about his whereabouts. So they telegraphed the Solicitor General in the
governorate. They were able to find Muhammad in the Security Directorate but they were
not allowed to visit him or even see him just to make sure he is fine. They were only
allowed to bring him food, water and clothes, but they had to give them to the security to
deliver them to him.
Testament (3):
Osama Ibrahim Muhammad El-Dosoki: a second year student at the faculty of
Engineering, Port Said University. His sister said that he was kidnapped from his home at
around 1:30 a.m. on 12/2/2015. Police forces in police uniforms, masked members of the
Central Security and informers in civilian clothes stormed the place with no warrant from
the Public Prosecution. They smashed some objects there and caused total chaos to the
place before kidnapping Osama and stealing his personal possessions like his cell phone,
tablet and other objects, as his sister said. Then they left without mentioning the reason
behind kidnapping him or even informing his family where they are taking him.
The sister continued on and said that Osama disappeared for a whole week, during which
all police stations denied to his family his presence there. The family also telegraphed
during that week the Solicitor General twice and the Attorney General once, but all in vain.
After that week, his family finally found him in a Central Security camp. Yet until now they
are unable to know the reason behind his kidnap or his concealment. Also, they were
unable to see him or even make sure he is okay; they just deliver him his food through
Central Security soldiers.
The sister said that the family found out that Osama was transferred to Cairo and that he
was submitted to the Supreme State Security Prosecution at El-Tagamu El-Khames district.
No one, not even his lawyer, was able to know what happened to him or even see the
minute.
Testament (4):
Osama Jamal Ibrahim Al-Ghazali: a first year student at the faculty of Arts, Menofia
University. Wednesday on April 15, 2015 at 1:30 a.m., police forces in Central Security
uniform carrying machine guns stormed Osama’s house in the village of Meit Shahala,
Ashohada’a locality, with no warrant from the Public Prosecution. They searched the whole
house and arrested his brother Ibrahim. When they took him to the officer downstairs, an
informer told him that the man is Ibrahim, not Osama. So, they released him and told his
father that they want Osama. In the morning, Osama went to his faculty to present some
academic papers to one of his professors. On his way out, a police force of 10 members in

civilian clothes attacked him, kidnapped him in a private car and dashed off, all with no
arrest warrant. The next day, his father went to the Solicitor General of Al-Menofia. The
secretary there told him to go to the Directorate and she signed a paper he had of what
happened to Osama. When the father went to the Directorate, they signed that paper and
told him to go to the Shebein police station. In the station, they denied the presence of
Osama. So, he returned to the Solicitor General and the secretary told him to go to the
court on Saturday, but still he could not find his son. He then telegraphed the Solicitor
General and the Head of Al-Menofia Prosecutions. Osama was not submitted to the
Prosecution before April 23; a week after concealing him forcibly.
Testament (5):
Abed Abo Mousa: a second year student at the faculty of Commerce, New Damietta
University. His mother said that he was kidnapped Friday on February 27, 2015. While he
was driving about with his friends at night, a police ambush in Al-Harbi Street stopped
them and detained them. Some of his friends, who were with him that night, told his mother
that the police took him to the new Damietta centre. When she went there and asked about
him, they denied his presence. The next day, she went to the court. There, she met a
prisoner in the Damietta centre who told her that Abed was put in a cell with him and that
the rest of his friends were in another one. He also told her that Abed was being tortured in
every way, like electrocution and severe beating, and that they did not leave him except
when he fainted. Even when he woke up, they took him and tortured him. The case
remained as such for a day before he was lead to an unknown place. So, the mother
telegraphed the Attorney General but in vain. Days later, she found out that he was in a
Central Security camp, but she did not see him and was not allowed to see him or make
sure he is okay. She was not even allowed to deliver him food or water or clothes. His
condition remained unknown till March 5, 2015, when his family was able to visit him at
last.

Secondly: Torture
Article 55 of the current Egyptian constitution dictates that" Each of the arrested, or imprisoned, or
deprived of his / her liberty must be treated including the preservation of his dignity, and not to be
tortured, not intimidated, nor coercion, nor physically or morally harmed". Despite that, the security
forces of the current authorities went too far in contravention this Article during the previous
academic year. As torture in police stations or in prison or security directorates has become a
method steady for the Egyptian security forces in its dealings with the people they arrest and
detain.
Many Egyptian university students had been from the victims of torture. There is hardly a case of
detention exists without a form of torture. Through the following table, we review some models of
students who were tortured during the last academic year.

He added:

Thirdly: Patients in the prisons:
One of the prominent violations was what happened with Osama Omar Makram, the student in the
first year, faculty of engineering, production department, Shebeen El Koum University on the 22
November. The student's health condition went worst two weeks before that date when the student
went to the hospital they found that his appendix exploded already and led to a furuncle, though,
the prison's management insisted to get him back to the prison on the same day.

Fourthly: Violations inside prisons and headquarters detention:
Violations regarding students continued even after they were arrested and sent to get investigate
d in the Public Prosecution or the court. Where, Freedom Seekers monitored many violations agai
nst the students of Egyptian colleges and institutions inside different headquarters detention. The t
hing that made the tortured students in many cases resort to get into open strikes. In order to prote
st against the violations regarding them.

etheless, having their textbooks burnt, preventing the

Fifth: Preventing the detained students from performing their exams;
It wasn't enough for the Security Services to prevent the detained students from their simplest hum
an rights which was guaranteed to them by the Global Compact of Human Rights. Which, is the rig
ht of being free. But, it also meant to break a right guaranteed to them by the current Egyptian con
stitution, which is 'the right of education', that the management suppressed them and prevent them
from performing their exams. It was not only the Security Services that they made it hard the stude
nts, as the Universities' managements did, as well, in extracting the schedules and the completion
of tge required papers. We show some of the intransigence cases regarding the students of Egypti
an colleges and institutions in performing their exams during the Academic year 2014-2015 below;

First: The intransigence during the first semester;
59 students was the total number of those students, who couldn't perform their exams during the fi
rst semester. And, there was numerous reasons for their inability to perform their exams. It came a
s below;
*Refractoriness from the Security Systems;
11 of the detained students couldn't perform their exams forfisemestacademic year 2014-2015, be
cause of the Security Systems refractoriness. We show some of these cases we monitored below;
1- Mo'az Abdulbari, the engineering student enrolled in Almansoura University couldn't perform his
exams because of the refractoriness of the police station management to move him to his exams'
headquarters.
2- Nure-deen Annajjar, the engineering student couldn't perform his exams because of the manag
ement refusal to move him to his exams' headquarters.
3- The criminal censorship made it hard for both Yahia Akl and Heba Qeshta, the enrolled in facul
ty of commerce Almansoura university, to extract their papers. Which, made them retard from perf
orming number of their exams.
4- The prison's management refused to transfer "Ahmed Gaber Abohuraira Mohamed" who is enr
olled at third year of the faculty of Engineering, Alazhar University to his headquarters to perform h
is exams.
5- The prison's management refused to transfer the student Ahmad Sharaf, who is enrolled in the
primary year of engineering Alazhar University, to his headquarters to perform his exams.
Refractoriness of Universities' managements;*
14 students couldn't perform their exams the refractoriness of universities' management systems.
As, Dr. Sayed Abdelkhalek, the Higher Education Minister declared in tge last November that he w
on't let any of the detained students to perform their first semester exams, inside the prisons. And,
here we show some of the monitored cases;
1- Alexandria university's management applied Dr. Sayed Abdelkhalek's declarations, where the m
anagement system of both Faculty of Arts and Faculty of commerce made it hard for the detained
students in (Door of east Alexandria) Police station. Nonetheless, it refused to send any test guard
s or headquarters inside the police station, in order to enable tge students to perform their exames
inside the police station, which did the same in his turn.
2- The head of Almansoura University Dr. Muhammad Alkenawi made a decision not to let any of t
he practical facilities students to perform their exams, as they exceeded the allowed percent of ab
sence.
3- Cairo University refused to enable the student Mustafa Ismael, who is enrolled in Daarul-'uloom
faculty, to perform his exams; claiming that he is still being investigated. Although, the police statio
n approved to let him perform his exams.
4- Refractoriness of Monoufiya University, as it made it hard to enable the students of Usolu-deen
to perform their exams.

5- The students of the Technological Higher Institution (THI);- Amr Najjar Muhammad Ali and Muh
ammad Samir Abdu Ahmad, Civil Engineering section; In addition, Ali Abulfadl, the student of Mec
atronix section- were prevented from performing their exams. As the institution disabled their proc
edures.
6. "El Obour Institute of Engineering" administration refused to enable the student, "Tariq Ahmed
Abdel Atty," to have his exams despite finshing all the procedures for the entry of the exams.
7. "Isra Maher", who is a student at the Faculty of Science, Mansoura University, was unable to
perform her exams in three subjects because of the intransigence in completing her papers.
**The rest of the students who were unable to perform their exams and they are (34) Thirty-four
students, have other causes like:
The intransigence of the prosecutors in the signing of permission for taking them to the exams or
because the students themselves postponed the exams.
We review some of these models as follows:
1- In Banha University, all the detained students postponed the first semester exams.
2- At the Higher Technological Institute (HTI):
- "Asim Mohamed Abdel Moneim" a student at Computer Science Engineering
Department, was unable to perform his exams because the public prosecutor Disrupted
the proceedings of exams.
- both of: "Ahmed Ragab Abdel Hamid" a student at Civil Engineering Department and
"Mohammed Hany Abdel Qader" a student at Mechanical Engineering Department,
Rejected to perform their exams because of the bad conditions of their detention.
In this regard,we mention the student "Anas salam" a Member of the Executive Office
of the Egypt's Students Union. He is a detainee in ataqah prison since last October
27.he has sent a letter from his cell .through that letter he expressed all the suffering of
the detained students and demanded his right in performing his exams.
Salam said: "I am a number among the thousands of numbers in the prisons... I am not
asking my freedom as the truth will appear when Allah wills. Oppression does not terrify
or subdue me. He added: "I do not ask you to help me to do my exams so I can
complete my life. I am a human even if I were a criminal in the eyes of some, who does
not know me. Let everyone remember that social security is more important than
political security. We the youth, especially students will built this country so help us.
He concluded his letter saying: "Anas wants to perform the exams…wish you living in a
country has freedom and justice a country without any slogans"

Second: intransigence during the second semester
(93) Ninety-three students were unable to perform their exams during the second semester of the
academic year (2014-2015) and there were many reasons for their inability to perform exams as
follows:
*security services Intransigence:
(48) Forty-eight students were not able to perform their exams while thier detention because of the
intransigence of the security services in the different headquarters of detention.in the following, a
number of cases of intransigence, which we were able to monitor in this regard, are shown:
1. "Abdel-Rahman tayseer" the student at Spanish department at the Faculty of Languages and
Translation of Al-Azhar University, was unable to perform the exams although all the required
paper were completed.it was a result of the intransigence of the administration in Gamasa prison,
In his deportation to the headquarters of his exam's board.
2." Mahmoud el-sayed ahmed semna" ,who is a student at Faculty of Commerce of Al-Azhar
University, was unable to perform his exams as a result of the intransigence of the administration
of Abu Zaabal prison to deport him to Tora prison, where the headquarters of his exam's board.
The administration justified their act by asking for new papers although all the necessary papers
and procedures for performing the exams were completed.
3." Ali Ahmed Ali", who is a student at Faculty of Law, Zagazig University, was unable to perform
exams although all the required papers were completed, as a result of the intransigence of the
administration of Gamasa prison to move him to " security forces camps in Zagazig " to perform
exams.

* University administration Intransigence:
(18) Eighteen students were unable to perform their exams because of the intransigence of the
administration of their universities or colleges in completing the exam papers or in sending boards
to students' lockups for their exams. In the following, a number of cases of intransigence, which
we were able to monitor in this regard, are shown:
1. "Yasser Ghabour" who is a third year student at Department of Petroleum at the Faculty of
Engineering, Suez University, did not perform the exams because of Intransigence of his college.
As Mansoura prison accepted to let the student have his exams in the prison if the college sent a
board from Suez, but his college administration rejected to send a board to Mansoura for him.
2. (8) eight students at the Al-Azhar University, Tvhna Al-Ashraaf branch, were unable to perform
the exams, because the administration university refused to extract papers of proof of enrollment
for them,or complete their exams papers.as the students have been referred to a disciplinary
board after their arrest. The university administration in Cairo told the students' relatives that
students' enrollment is constant until the end of the investigation and the students can perform
exams unless there is an objection to that. However, the university administration in Tvhna Al-
Ashraaf refused to complete the papers claiming that the objection is that students are
"detainees". The names of the students came as follows:

** The rest of the students who were unable to perform their exams and they are (27) twenty-
seven students, had other reasons. The most prominent reason that the students themselves
postponed their exams. As follows, some models are shown:
1. "Ahmed Ramadan," a third year student at the Faculty of Computer and Information at
Mansoura University, postponed his exams of the second semester of the past academic
year.
2. "Omar El Gohary" a student at the Faculty of Engineering at Mansoura University,
postponed his exams of the second semester of the past academic year.

Chapter 2: Storming the campuses and the attacks that took place in
them.
First Section: Storming the campus.
The authorities in Egypt to implemented more than (60) sixty storming the campus of Egyptian
universities during the academic year 2014-2015.

Above all, the security forces then stormed the campus of Fayoum
University. They also closed all the gates and besieged the faculties of
science, engineering and agriculture. They fired tear gas, live bullets and
cartridges. That has led to one of the students at the Faculty of Science
lost one of his eyes,
In addition to many other injuries. These attacks, which lasted nearly four
hours, have resulted in the arrest of nearly 60 students and a university
professor.

Third Section: unfair dismissal from college and dormitories: -
The deans of faculties and the presidents of various universities participated in the violations
against Egyptian university students during the academic year of 2014/2015; they issued
decisions of expulsion against students, depriving them from continuing their studies. In addition,
many students were deprived from staying in students’ dormitories and were forced to leave them.
The total figure of the expelled university students during the first semester of the academic year
2014/2015 is hundred and ninety nine (199) of both genders; seventy three (73) getting a final
expulsion, twenty five (25) getting a one-year expulsion, four (4) getting a two-year expulsion, five
(5) getting a year and a half a year expulsion and four (4) getting a one-semester expulsion.
The most noticeable charges levelled against the students, which lead to their expulsion, were:
participating in students’ demonstrations inside the university, disrupting the educational process,
obstructing lectures, deviating from the requisite students’ duty, storming university buildings,
causing damage to university buildings, breaking gates inside the university, exclaiming against
the present regime, uttering disrespectful words against the army institution, repeating
exclamations opposing the country and offending the current president Abdel Fattah Al-Sisi and
demonstrating against the acquittal of former president Muhammed Hosni Mubarak.
Other accusations bore a clear infringement on freedom of expression and thought
embracement, which is a right guaranteed for all citizens by the current Egyptian constitution.
Among these accusations are holding the holy Qur’an, insulting the faculty on Facebook, inciting
riots on Facebook, possessing notes that read “ freedom for the detainees” and raising the slogan
of Rabia.
Noteworthy is that the administration of the German University in Cairo had a student expelled
just because he is a detainee, which is a clear infringement of the right to freedom of expression
guaranteed to all. The administration of Alexandria University as well had the student Muhammed
Shawqi expelled on the basis of him being accused of receiving the new coming students, despite
the fact that this one of his specialties as a member of the students’ union there.

Regarding the second semester of the year (2014-2015), the number of the dismissed
students is eighty-seven; including twenty-four students who were completely dismissed,
seven were banned from the exam and then dismissed, twenty were referred to investigation
without any charges, fifteen were dismissed without prior investigation, seven were referred
to disciplinary boards, nine were dismissed for two weeks, four were dismissed for a whole
semester so that they could not attend the exams.
On the other hand, the most significant charges of which the students were accused and for which
they were dismissed were: putting up posters at the quadrangle, performing absentee funeral prayer
(Salat Algayb; it is a kind of funeral prayer performed upon a dead Muslim if he or she dies in a place
where there are no Muslims to pray for the dead. By contrast, if someone dies and a funeral prayer
is performed on his or her behalf, no other prayer is necessary) at the quadrangle, taking part in
demonstrations at the campus, disrupting educational process, and interrupting lectures.
We will review some cases of unfair dismissal of the male and female students by the
administrations of the Egyptian universities and institutes during the second semester of the

Fourth section: Refferring to Military Trials:
The current Egyptian president Abdul Fattah El Sisi widened the scope of the specialities of the
military courts when he issued a decision to allow military to guard buildings with the police; so,
whoever attacks any country property or even just accused of attacking gets referred to a military
court .
Worth mentioning that this law is against all international and local laws besides what the Egyptian
constitution stated that the punishment is personal and no crime or punishment without a specific
law, which is not clear in the military law regarding many crimes.
The previous decision is violating the international announcement of the human rights in the UN
that stated that all people are on equal foot in front of law and all of them are supposed to be
protected by law and they have the right to be protected without any prejudice or discrimination" .
The Egyptian legislator went away from that when he decided to refer civilians to a military court.
The year 2014/2015 witnessed a jump in the number of students referred to military courts;

In the following few lines we will review some samples for students in the Egyptian
Universities who were referred to the military courts:
1- Mansoura University :
30 students and 2 members of the teaching board were referred to a military court in 6 cases 3 of
them were on 5th Jan 2015 as 4 students and a doctor in the faculty of science were referred to
another case on the same day. Students were arrested randomly from the University campus , on
the 30 October 2014 then they were accused of belonging to a banned group , provoking riots and
destroying the front of the managerial building.
On the same day 5th Jan, 2015, 8 students and a professor were referred to military trial due to
accusing them of cutting through the road and demonstrating without a permission recorded with
number 10753 for 2014, misdemeanour court, Mansoura.
On the first Jan 2015 another Mansoura student and a student in one of the private universities
were arrested randomly from the University and they were accused of owning Molotov bottles,
provoking riots and demonstrating without a permission.
On the 25 December 2014 6 students were referred to the military judgement in case number 14
241 for 2014 that they had burning materials, they had destroyed the gate of the faculty of
pharmacy and demonstrating without a permission.
2- Azhar University:
* Three students were referred to the military court in case7617 for 2014 through East Cairo
prosecution, and other 5 students were referred to the military court on 16/11/2014 due to
accusing them of burning Azhar University control units.
On the 20th November 2014 the prosecution referred case 5362 to the military court that 2 Azhar
students are accused with cutting through Kafr El Sheikh railway besides a student in the Al
Shereef engineering institute. Also, Ahmad Salah Abdo Morgan was referred to the military court
due to accusing him of exploding Kafr El Sheikh court in case 11030 for 2014.
-6 students of Al Azhar University, Zagazig branch, were referred to military trials. They were
accused in verbal (2014/16654). 6 students from Zagazig university referred because accused

Conclusion:
At this point, the summary of our efforts during the entire past academic year ends. It is introduced
to you through this report, which bears within it violations so grave that no book can describe
them. This is a conclusive proof of the deteriorated state of the human rights in Egypt under the
current authorities and its security services. Not only do they ignore all the laws, but also the
international charters; they completely disregard the future, psyche and health of the students.
Furthermore, they chase them in the streets and universities and storm their homes on the basis
of the students’ political views and religious beliefs. Their violations on the students’ rights of
freedom and decent life did not stop at that point. They intentionally abuse them during their
detention by depriving them from appropriate detention conditions, which are supposed to suite
their humanity as well as match the articles of the current Egyptian constitution and the
international laws. This abuse seriously affected their psychological and health safety.
By presenting this report, we hold the current Egyptian authorities responsible for the safety of
those students. We also hold them responsible for the murder of tens of students on the hands of
the security forces. We hold the National Council for Human Rights as well responsible for its
silence in front of all these increasing violations, instead of taking measures that enable those
being abused to call those who abused them to account. We finally hold civil society organizations,
inside and outside Egypt, responsible for revealing those violations, stopping them and bringing
those involved in them to trial.
On our part, we, the Freedom Seekers Observatory, affirm that we will not spare an effort to
reveal any violation against any student whatever this violation is or wherever it occurs. We will
keep demanding to bring those committing these crimes, which are crimes with no statute of
limitations, against the students of Egyptian universities and institutes.

  • 3. 3 Introduction Freedom Seekers Monitor puts this report in your hands. This report consists of extraction of exerts of integral team work all over the country through the past academic year to reveal violence which happened against students of Egyptian universities and institutes from security forces of current authorities. The report contains the period from the beginning to the end of the academic year (2014 – 2015). That is to say, from the middle of October 2014 to the end of June 2015. It shows all violations against students during this period. The report contains the class of Egyptian college students from all over the country and violations against them from administrations of universities or from security forces. The report also leans on its monitor unities in all country universities and on documentary forms that have been filled through the monitor's wed site which have been signed from people that violations were against them. Then, assertion received information. We "freedom seekers monitor" introduces the extraction of this process that continue through a complete academic year.   • 5. 5 Chapter 1: Violations against Students:- First Section: Dead Students:- The first semester of the academic year (2014 – 2015) witnessed 3 killing cases from security forces. Second semester witnessed 18 killing cases at prisons or through disperse demonstrations against current authority. Sometimes during arresting the student they kill him, this is a flagrant infringement to laws and national and international customs and also to the human rights international covenant:
  • 6. 6 These are details of killing cases against students through academic year (2014 – 2015): DetailsNameUniversityDateNo. The student was died after shooting cartridges on his head during the break up of demonstration by security forces inside theoretical institute at Alexandria University after blockade him at 24th October 2014. He suffered a brain hemorrhage and a fractured skull and he lost his right eye until he was died at 11th from the same month. Security forces took his corpse and his burial permit from his family and lied that they bury him in his birthplace at Menoufia. Omar SherifAlexandria University 21th October 1 He was detained in front of Ain-Shams University at 3rd November 2014. He was taken to Hadaek Al-Koba police department where he exposed to torture and electricity shock in different places in his body. He suffered falling circulation that lead to his dead. Mohamed Ramadan Yahya Faculty of law, Ain- Shams University 16th November 2 He was died because of shooting fire in his heart during break up demonstration against current authority by security forces at tenth of Ramadan city at Al-Sharkia.   • 7. 7 He was detained abusively and disappeared coercively. His corpse was found as stumps in evening at 25th January 2015 in front of passage department of the new city of Damietta. Security forces alleged that the student was died because of explosion of primitive bomb that he wanted to put it so it caused his dead, although he was detained at the same time. Hamdy Hassan Elhendy Faculty of Islamic Studies, Al- Azhar University 4 He was died because of gunshots to head at Mataria square. Ahmed Alsaied Ghanem Banha University 25th January 5 He was died because of gunshots to head at Mataria square Abdulrahma n Hussein Faculty of Agriculture, Al-Azhar University 25th January 6 Security forces shot him in abdomen during break up demonstration against current authority. They detained him after his injury and trapped him for hours at Hdaek Al-Koba police department. They refused to take him to hospital, so he was died. His family received his corpse at Zaitoon hospital. -His family announced that hospital administration forced them to forge his medical report and admitting that their son suicide. Abdulrahma n Hesham Al-Ahram Engineering Institute 26th January 7 He was died because of shooting during break up demonstration against current authority by security forces at Al-Edwa village. Hesham Mohamed Abdulhamee d Abo Hashem Faculty of Science, Al- Azhar University 30th January 8 He was killed at air defense events that security forces dropped tear gas bombs on the rivalry crowd to attend a football match. Security forces closed all passages, so dozens of crowed was died included this student. Eslam EmadEgypt University for Science and Technology 8th Februar y 13 He was died because of shooting live gunshots during break up demonstration against current authority by security forces. Security forces After his death, security forces accused him that he had weapon without permit, intent murder and burning Mobinil branch. Security forces obstinate in receiving his corpse to his family. Mohamed Nasser Faculty of Law 11th Februar y 14 The student disappeared after fluid at Kafr Sakr rout at Al-Ebrahimya at 22nd March 2015 in the evening. Their family could not find him until ten o'clock and quarter in evening. He was found in a street at Al-Ebrahimya. Security forces declared that he was died during putting a bomb in a governmental building. Sohaib Abdulkaree m Mohamed Abdulkaree m Faculty of Law, Zagazig University 21st March 15 He was shot at 5th July 2015 in El-Manial clashes. He performed a lot of operations in Egypt and he needed to travel abroad to complete his cure after operation failure. Description of the case: -Hemorrhage in Peritoneal membrane (in abdomen) as a result of torn in liver and removing peace of right kidney. Hesham Salah Faculty of Dental, Egypt University for Science and Technology 22nd March 16
  • 9. 9 -Strong hemorrhage led to a strong kidney failure and he was put on washing machine renal for 3 weeks, now liver and kidney functions are good. -He had bacterial contamination in blood and increasing in blirobin in blood. -Decrease in platelets and doubts of different blood clots vessels. -Rupture of the diaphragm and it was repaired. -Air in the cavity of right lung and a tube was put at 16th July 2013. -He was put on ventilator for 2 days and performed an exploration at 1st August 2013. The last medical report was at 9th November 2013. *He was died at 22nd March 2015. He was died during his arrest at Al-Busrata village after blockade the village for 5 days. Omar Abo Glala Faculty of Islamic Studies, Al- Azhar University in Damietta 9th May17
  • 10. 11 Security forces beat him on his head by a sharp tool. This beat led to his fall to ground and he suffered from severe hemorrhage in the brain. He was in coma because of concussion and internal hemorrhage which affect all his body. He also suffered from pelvic, hands and legs fracture. He also suffered from cut cruciate ligament in his knee. He was died at 15th May 2015 in the evening. Anasn El- Mahdy Faculty of Physiothera py 15th May 18 He was kidnapped from security forces. His corpse was found at the desert of fifth district. Eslam Salah El-Deen Abdulhamee d Faculty of Engineering, Ain- Shams University 19 He was died because of gunshots in thigh during security forces pursuit. He suffered severe hemorrhage led to his death. Mahmoud Asad Beni Sweef20 Live gunshots in chest at Elsadat demonstration.Anas Ramadan Elsharkawy King Mariot University 3rd July21
  • 11. 11 Second Section: Detained Students:- The number of detained students from Egyptian universities and institutes during academic year (20142015) is 1409 students. 517 students were released. Security forces accused the student different accusations as instigating to violence, demonstrating without permit, joining banned group that created against the law and trespassing security forces. Coming table states number of male and female students who were detained from every university and who were released:
  • 12. 12 Third section: violence against detained students inside jail: Firstly: coercive disappearance:- Security forces do not be satisfied with random arrest and aggression on students inside and outside campus, but they committed coercive disappearance crime against students for different periods. This is a glaring aggression to all laws and international covenants and vows which convict this act such as international vow of freedoms, international document to convicting coercive disappearance and Egyptian constitution texts. Security authorities committed this crime against more than 50 students during first semester of academic year (2014-2015). This number aggravated and reach four doubles from the beginning of mid year vacation to the second semester. Authority kidnapped about 234 male and female students and hided them and did not give any information to their families until they appeared after that in prosecution investigations or anything else. There are two tables first one is about the most notable cases of coercive disappearance. Second one states total number of students who exposed coercive disappearance in every university. Faculty of Commerce Moataz Bellah Ghanem 1 He was accused in several lawsuits, one of them was killing a police officer At 9th December, he was detained from an ambush during his returning fro Fayoum Third year of Faculty of Sharia and Law, Al-Azhar University 2 They were accused that they were financed from abroad and burning police cars. Beating and torture traces appeared in their bodies obviously. They appeared 3rd November in video on Ministry of Interior page on Facebook They were totally detained from their houses at 1st November 2014 20 years old, fourth year of the Faculty of Commerce, Port Said University Students:- 1-Eslam Abdulaziz Mahmoud 3 21 years old 2- Hanzala Ahmed Ahmed Elmahy 21 years old, Faculty of Art, Damietta University 3- Anas Abdo Mohamed Mohamed 21 years old, Faculty of Sharia, Al- Azhar University, Tvahna Al- Ashraf branch 4- Essa Saleh Ahmed Abdulraze k 18 years old 5- Moaz Elsaid
  • 14. 14 Taha Hassan They were accused of creating terroristic cell and trying to explode security division. They were referred to military trial, then they were acquitted They appeared in Nasr city prosecution at 15th December 2014 They were at tenth district in Nasr city. The last communication with them at seven o'clock and half at 3rd December 2014 First year of the Faculty of Science, New Cairo Academy Students:- 1-Ibrahim Reda Elassal 4 Second year of the Faculty of Pharmacy 2- Ahmed Mohamed Salama Fourth year of the Faculty of Civil Engineering, Al-Azhar University 3- Mohamed Hassanin Mohamed He was accused several accusations with others as exploding bomb, possessing bombing materials and military cloths and ranks and possessing laptop. He was appeared at 17th October. Ministry of Interior published his photo with some citizens and students. From a flat in Giza at 11th October He was graduated at (2013-2014) from the Faculty of Medicine, Menia University Ahmed Farrag 5 After his appearance, signs of torture appeared on his face. He accused several accusations as possessing a cartridge and empty carbonated water bottles. Authorities accused him that he burned several buildings with others. He was appeared at 4th January 2014 He was disappeared at 27th December 2014 Faculty of Science, Alexandria University Mojahed Magdy 6
  • 15. 15 Testaments to some cases of forced concealment Testament (1): Abdullah Yassin: a third year student in the faculty of Islamic studies, Aswan University. His brother said that on 28/1/2015, a police force accompanied by masked members from the Central Security and State Security officers broke into their house at 3 a.m. They caused the house to be in total chaos and turned it upside down. The whole household, men, women and children, was in a state of horror and panic; the house was stormed and searched with no warrant from the Public Prosecution. They stole Abdullah’s laptop and cell phone and kidnapped him. His family did not notice his kidnapping until the security left. Then he disappeared for three days, during which his family knew nothing about him or his whereabouts. So they asked about him in police stations and directorates. All in vain until he finally appeared and his family was able to visit him. There, they found marks of brutal torture on him. In return, he tried to reassure them that he is fine; fearing that the security might hurt him even more. His family later found out from the detainees kept with him that he does not sleep, keeps screaming all night shouting out the names of those who tortured him and that his condition deteriorated after that; he insulted all those who tortured him, spoke to himself and to the wall and his psychological condition deteriorated gravely. When a medical army officer examined him, he recommended his transfer to a hospital for treatment and said that he is in a dire need for treatment. But the officer’s report was of no use and Abdullah’s condition deteriorated even more. His family then wrote a memorandum to the Attorney General explaining his deteriorated condition and not paying attention to him, demanding his transfer to the General Hospital for treatment. The Attorney General approved this but again in vain. When his family went to his custody place to show the approval to the people in charge there, they told them that it was not within their competence and that they have to go to the police station. There, the same scenario was repeated and the family was told to go to the health bureau, where they disavowed from that mission. Yet days later, Abdullah was transferred to the hospital and a doctor examined him. The doctor wrote a report in which he said that Abdullah suffered from a severe nervous shock as a result of cruel torture and that the torture marks are clear on his abdomen. The doctor recommended that he should be quickly transferred for treatment. When the doctor submitted the report to the officer, the later paid no attention to it and returned Abdullah again to his custody place. Abdullah’s condition deteriorated more than ever and still he cannot find anyone to execute the decision of the Attorney General or the report of the doctor.
  • 16. 16 Testament (2): Muhammad Abo Hashimah: a first year student in the civil department at the faculty of engineering, Beni-Suef University. His father said that he was kidnapped on 16/2/2015 by security forces in front of his faculty with no warrant from the Public Prosecution and without any accusations. Muhammad disappeared for thirteen days with his family knowing nothing about his whereabouts. So they telegraphed the Solicitor General in the governorate. They were able to find Muhammad in the Security Directorate but they were not allowed to visit him or even see him just to make sure he is fine. They were only allowed to bring him food, water and clothes, but they had to give them to the security to deliver them to him. Testament (3): Osama Ibrahim Muhammad El-Dosoki: a second year student at the faculty of Engineering, Port Said University. His sister said that he was kidnapped from his home at around 1:30 a.m. on 12/2/2015. Police forces in police uniforms, masked members of the Central Security and informers in civilian clothes stormed the place with no warrant from the Public Prosecution. They smashed some objects there and caused total chaos to the place before kidnapping Osama and stealing his personal possessions like his cell phone, tablet and other objects, as his sister said. Then they left without mentioning the reason behind kidnapping him or even informing his family where they are taking him. The sister continued on and said that Osama disappeared for a whole week, during which all police stations denied to his family his presence there. The family also telegraphed during that week the Solicitor General twice and the Attorney General once, but all in vain. After that week, his family finally found him in a Central Security camp. Yet until now they are unable to know the reason behind his kidnap or his concealment. Also, they were unable to see him or even make sure he is okay; they just deliver him his food through Central Security soldiers. The sister said that the family found out that Osama was transferred to Cairo and that he was submitted to the Supreme State Security Prosecution at El-Tagamu El-Khames district. No one, not even his lawyer, was able to know what happened to him or even see the minute. Testament (4): Osama Jamal Ibrahim Al-Ghazali: a first year student at the faculty of Arts, Menofia University. Wednesday on April 15, 2015 at 1:30 a.m., police forces in Central Security uniform carrying machine guns stormed Osama’s house in the village of Meit Shahala, Ashohada’a locality, with no warrant from the Public Prosecution. They searched the whole house and arrested his brother Ibrahim. When they took him to the officer downstairs, an informer told him that the man is Ibrahim, not Osama. So, they released him and told his father that they want Osama. In the morning, Osama went to his faculty to present some academic papers to one of his professors. On his way out, a police force of 10 members in
  • 17. 17 civilian clothes attacked him, kidnapped him in a private car and dashed off, all with no arrest warrant. The next day, his father went to the Solicitor General of Al-Menofia. The secretary there told him to go to the Directorate and she signed a paper he had of what happened to Osama. When the father went to the Directorate, they signed that paper and told him to go to the Shebein police station. In the station, they denied the presence of Osama. So, he returned to the Solicitor General and the secretary told him to go to the court on Saturday, but still he could not find his son. He then telegraphed the Solicitor General and the Head of Al-Menofia Prosecutions. Osama was not submitted to the Prosecution before April 23; a week after concealing him forcibly. Testament (5): Abed Abo Mousa: a second year student at the faculty of Commerce, New Damietta University. His mother said that he was kidnapped Friday on February 27, 2015. While he was driving about with his friends at night, a police ambush in Al-Harbi Street stopped them and detained them. Some of his friends, who were with him that night, told his mother that the police took him to the new Damietta centre. When she went there and asked about him, they denied his presence. The next day, she went to the court. There, she met a prisoner in the Damietta centre who told her that Abed was put in a cell with him and that the rest of his friends were in another one. He also told her that Abed was being tortured in every way, like electrocution and severe beating, and that they did not leave him except when he fainted. Even when he woke up, they took him and tortured him. The case remained as such for a day before he was lead to an unknown place. So, the mother telegraphed the Attorney General but in vain. Days later, she found out that he was in a Central Security camp, but she did not see him and was not allowed to see him or make sure he is okay. She was not even allowed to deliver him food or water or clothes. His condition remained unknown till March 5, 2015, when his family was able to visit him at last.
  • 18. 18 Secondly: Torture Article 55 of the current Egyptian constitution dictates that" Each of the arrested, or imprisoned, or deprived of his / her liberty must be treated including the preservation of his dignity, and not to be tortured, not intimidated, nor coercion, nor physically or morally harmed". Despite that, the security forces of the current authorities went too far in contravention this Article during the previous academic year. As torture in police stations or in prison or security directorates has become a method steady for the Egyptian security forces in its dealings with the people they arrest and detain. Many Egyptian university students had been from the victims of torture. There is hardly a case of detention exists without a form of torture. Then he was transferred to the headquarter of "state security". There, he was severely tortured by severe beatings, hanging, and applying electric shock to confess a number of charges against him. After his appearance, the effects of what the student suffered of torture was clear on him.

He was taken to the Directorate of General Security in Alexandria. On the fourth floor in the Directorate of General Security, known in the media as the "fourth floor slaughterhouse ", he was subjected to severe torture by sever beaten and applying electric shock. Later, Student appeared and signs of the torture he suffered were clear on his face and his body. 6 January Alabadia prison detainees Alabadia prison A message arrived to the monitor stating that Private security forces stormed the cells of detainees, dropped Personal belongings on the ground And tore books of "Koran", which were with a number of detainees. It was reported to us that the food of detainees was confiscated and they were beaten up. 8 January 1.Sameh Ahmed Mohammed 2.Mahmoud Hamdan National Security in Assiut It was reported to us that the two students were subjected to systematic torture, which its effects appeared obviously on them. He added: " After the end of the visit, which had not yet completed Thirty seconds, we were stripped of our clothes and forced to crawl on the ground holding visit's bags in our hands, until bags torn apart and its contents scattered. We were beaten for about an hour. Some of us suffered a heart attack and fractures in shoulder and chest and Fainting."

  • 24. 24 Thirdly: Patients in the prisons: One of the prominent violations was what happened with Osama Omar Makram, the student in the first year, faculty of engineering, production department, Shebeen El Koum University on the 22 November. The student's health condition went worst two weeks before that date when the student went to the hospital they found that his appendix exploded already and led to a furuncle, though, the prison's management insisted to get him back to the prison on the same day. Security forces and authorities keep using this policy regarding patients, especially those who need special care. Though they didn't get the students to the hospital.   • 25. 25 24 May Abdullah Hamadah The student has got high fever, while the pri son's management didn't let a Doctor see hi m until his family did, who, in his turn, endor sed by transferring the student immediately t o the hospital. The police officer disapprove d his transferring. The thing that led his heal th status to deteriorate. 24th May Ibrahim Ahmad Alkatib Mansoura's m ain prison. The student got infected with the parotid gla nd. Yet, the prison's management didn't tak e any step to cure him. Where, the only isol ated in solitary confinement without introduci ng any kind of medication or medical care. 3 June Ahmad e-Shazli Burjul-Arab pri son The student got a heart disease. Under the bad circumstances of the confinement and p reventing him from his medication. His healt h crises repeated over and over, under conti nuous prevention of introducing suitable me dical aid. And, it wasn't the only disease, thr eatening the student's life. As, he was suffer ing from intense chronic infection in his lung s besides pectoral crises, that led him to fain t for hours. In addition, he has an infection in the nerve of the right eye. And, as a result of torture, bad circumstances of confinement a nd not providing any kind of medical care. Hi s health status deteriorated and he has got a temporary blindness besides a continuous headache.
  • 26. 26 Fourthly: Violations inside prisons and headquarters detention: Violations regarding students continued even after they were arrested and sent to get investigate d in the Public Prosecution or the court. Where, Freedom Seekers monitored many violations agai nst the students of Egyptian colleges and institutions inside different headquarters detention. The t hing that made the tortured students in many cases resort to get into open strikes. In order to prote st against the violations regarding them. The most outstanding violations which were committed against the students during the pa st first semester as below: Date Headquarter detenti on Details 15th of November Burjul-Alarab (Arabian Tower) prison. One of the detained students at Burjul-Arab prison se nt a message referring to a strike made by the detaine d, including the students, who were protesting against the bad treatment they received from the prison's man agement. Yet, the student ascertained in his message that he has started his hunger strike on the 11th of No vember, 2014. With another 150 ,who refused in their turn; receiving their 'designation' specified for the pris on on the day of 7th November, 2014. And, that they s tarted a boycott against the prison's cafeteria starting on 10th November,2014. He also referred that some o f the Prison Service responsibles made a visit to the p rison wards of the politically detainees at Burjul-Arab Prison on 14th November,2014. Where, they ordered for inspecting these wards. The detainees were threat ened to get tortured, in case, they did not break their s trike. The detained students of Asyout university in First poli ce station of Asyout started an open hunger strike; pro testing against the violations they experienced. Which was torturing and assault on two of the students. Non etheless, having their textbooks burnt, preventing the m from their Mushafs (The Holy Islamic book), taking away all of their personal stuff, improsining them with t he criminal prisoners, preventing the Iftar(breakfast) m eal from those who were fasting and humiliating their f amilies while the times kf their legal visits.
  • 27. 27 About the second semester, it also witnessed number of violations regarding the detained students.   • 28. 28 Fifth: Preventing the detained students from performing their exams; It wasn't enough for the Security Services to prevent the detained students from their simplest hum an rights which was guaranteed to them by the Global Compact of Human Rights. Which, is the rig ht of being free. But, it also meant to break a right guaranteed to them by the current Egyptian con stitution, which is 'the right of education', that the management suppressed them and prevent them from performing their exams. It was not only the Security Services that they made it hard the stude nts, as the Universities' managements did, as well, in extracting the schedules and the completion of tge required papers. We show some of the intransigence cases regarding the students of Egypti an colleges and institutions in performing their exams during the Academic year 2014-2015 below;
  • 29. 29 First: The intransigence during the first semester; 59 students was the total number of those students, who couldn't perform their exams during the fi rst semester. And, there was numerous reasons for their inability to perform their exams. It came a s below; *Refractoriness from the Security Systems; 11 of the detained students couldn't perform their exams forfisemestacademic year 2014-2015, be cause of the Security Systems refractoriness. We show some of these cases we monitored below; 1- Mo'az Abdulbari, the engineering student enrolled in Almansoura University couldn't perform his exams because of the refractoriness of the police station management to move him to his exams' headquarters. 2- Nure-deen Annajjar, the engineering student couldn't perform his exams because of the manag ement refusal to move him to his exams' headquarters. 3- The criminal censorship made it hard for both Yahia Akl and Heba Qeshta, the enrolled in facul ty of commerce Almansoura university, to extract their papers. Which, made them retard from perf orming number of their exams. 4- The prison's management refused to transfer "Ahmed Gaber Abohuraira Mohamed" who is enr olled at third year of the faculty of Engineering, Alazhar University to his headquarters to perform h is exams. 5- The prison's management refused to transfer the student Ahmad Sharaf, who is enrolled in the primary year of engineering Alazhar University, to his headquarters to perform his exams. Refractoriness of Universities' managements;* 14 students couldn't perform their exams the refractoriness of universities' management systems. As, Dr. Sayed Abdelkhalek, the Higher Education Minister declared in tge last November that he w on't let any of the detained students to perform their first semester exams, inside the prisons. And, here we show some of the monitored cases; 1- Alexandria university's management applied Dr. Sayed Abdelkhalek's declarations, where the m anagement system of both Faculty of Arts and Faculty of commerce made it hard for the detained students in (Door of east Alexandria) Police station. Nonetheless, it refused to send any test guard s or headquarters inside the police station, in order to enable tge students to perform their exames inside the police station, which did the same in his turn. 2- The head of Almansoura University Dr. Muhammad Alkenawi made a decision not to let any of t he practical facilities students to perform their exams, as they exceeded the allowed percent of ab sence. 3- Cairo University refused to enable the student Mustafa Ismael, who is enrolled in Daarul-'uloom faculty, to perform his exams; claiming that he is still being investigated. Although, the police statio n approved to let him perform his exams. 4- Refractoriness of Monoufiya University, as it made it hard to enable the students of Usolu-deen to perform their exams.
  • 30. 31 5- The students of the Technological Higher Institution (THI);- Amr Najjar Muhammad Ali and Muh ammad Samir Abdu Ahmad, Civil Engineering section; In addition, Ali Abulfadl, the student of Mec atronix section- were prevented from performing their exams. As the institution disabled their proc edures. 6. "El Obour Institute of Engineering" administration refused to enable the student, "Tariq Ahmed Abdel Atty," to have his exams despite finshing all the procedures for the entry of the exams. 7. "Isra Maher", who is a student at the Faculty of Science, Mansoura University, was unable to perform her exams in three subjects because of the intransigence in completing her papers. **The rest of the students who were unable to perform their exams and they are (34) Thirty-four students, have other causes like: The intransigence of the prosecutors in the signing of permission for taking them to the exams or because the students themselves postponed the exams. We review some of these models as follows: 1- In Banha University, all the detained students postponed the first semester exams. 2- At the Higher Technological Institute (HTI): - "Asim Mohamed Abdel Moneim" a student at Computer Science Engineering Department, was unable to perform his exams because the public prosecutor Disrupted the proceedings of exams. - both of: "Ahmed Ragab Abdel Hamid" a student at Civil Engineering Department and "Mohammed Hany Abdel Qader" a student at Mechanical Engineering Department, Rejected to perform their exams because of the bad conditions of their detention. In this regard,we mention the student "Anas salam" a Member of the Executive Office of the Egypt's Students Union. He is a detainee in ataqah prison since last October 27.he has sent a letter from his cell .through that letter he expressed all the suffering of the detained students and demanded his right in performing his exams. Salam said: "I am a number among the thousands of numbers in the prisons... I am not asking my freedom as the truth will appear when Allah wills. Oppression does not terrify or subdue me. He added: "I do not ask you to help me to do my exams so I can complete my life. I am a human even if I were a criminal in the eyes of some, who does not know me. Let everyone remember that social security is more important than political security. We the youth, especially students will built this country so help us. He concluded his letter saying: "Anas wants to perform the exams…wish you living in a country has freedom and justice a country without any slogans"
  • 31. 31 Second: intransigence during the second semester (93) Ninety-three students were unable to perform their exams during the second semester of the academic year (2014-2015) and there were many reasons for their inability to perform exams as follows: *security services Intransigence: (48) Forty-eight students were not able to perform their exams while thier detention because of the intransigence of the security services in the different headquarters of detention.in the following, a number of cases of intransigence, which we were able to monitor in this regard, are shown: 1. "Abdel-Rahman tayseer" the student at Spanish department at the Faculty of Languages and Translation of Al-Azhar University, was unable to perform the exams although all the required paper were completed.it was a result of the intransigence of the administration in Gamasa prison, In his deportation to the headquarters of his exam's board. 2." Mahmoud el-sayed ahmed semna" ,who is a student at Faculty of Commerce of Al-Azhar University, was unable to perform his exams as a result of the intransigence of the administration of Abu Zaabal prison to deport him to Tora prison, where the headquarters of his exam's board. The administration justified their act by asking for new papers although all the necessary papers and procedures for performing the exams were completed. 3." Ali Ahmed Ali", who is a student at Faculty of Law, Zagazig University, was unable to perform exams although all the required papers were completed, as a result of the intransigence of the administration of Gamasa prison to move him to " security forces camps in Zagazig " to perform exams.
  • 32. 32 * University administration Intransigence: (18) Eighteen students were unable to perform their exams because of the intransigence of the administration of their universities or colleges in completing the exam papers or in sending boards to students' lockups for their exams. In the following, a number of cases of intransigence, which we were able to monitor in this regard, are shown: 1. "Yasser Ghabour" who is a third year student at Department of Petroleum at the Faculty of Engineering, Suez University, did not perform the exams because of Intransigence of his college. As Mansoura prison accepted to let the student have his exams in the prison if the college sent a board from Suez, but his college administration rejected to send a board to Mansoura for him. 2. (8) eight students at the Al-Azhar University, Tvhna Al-Ashraaf branch, were unable to perform the exams, because the administration university refused to extract papers of proof of enrollment for them,or complete their exams papers.as the students have been referred to a disciplinary board after their arrest. The university administration in Cairo told the students' relatives that students' enrollment is constant until the end of the investigation and the students can perform exams unless there is an objection to that. However, the university administration in Tvhna Al- Ashraaf refused to complete the papers claiming that the objection is that students are "detainees". The names of the students came as follows: 1. Ahmed Abu Hashem Hasan 2. Ahmed Adel Abu setta 3. Khaled Abdel-Hamid 4. Mohamed El Sayed 5. Khalid Mohammed Abdul Rahim 6. Abdul Rahman Abdul Hamid keshk 7. Hassan Al-Khatieb 8. Abdul Rahman Azzam ** The rest of the students who were unable to perform their exams and they are (27) twenty- seven students, had other reasons. The most prominent reason that the students themselves postponed their exams. As follows, some models are shown: 1. "Ahmed Ramadan," a third year student at the Faculty of Computer and Information at Mansoura University, postponed his exams of the second semester of the past academic year. 2. "Omar El Gohary" a student at the Faculty of Engineering at Mansoura University, postponed his exams of the second semester of the past academic year.
  • 33. 33 Chapter 2: Storming the campuses and the attacks that took place in them. First Section: Storming the campus. The authorities in Egypt to implemented more than (60) sixty storming the campus of Egyptian universities during the academic year 2014-2015. The table below shows the details of some of the Storming carried out by security forces against some universities. Mansoura University 19 October The first Storming of the campus in Mansoura, Where security forces stormed the University through more than one gate. The forces was accompanied by a number of so-called "thugs" to attack the students by sticks. Moreover, the forces made a campaign of mass arrests in the ranks of students. 28 October Security forces accompanied by troops of the army-for the first time- committed another Storming against Mansoura University, while the students prepared to start a demonstration. The demonstration was to denounce the continued detention of their colleagues and reject the current system. The security forces arrested a number of students within the university randomly. The members of the Security Administrative arrested two students and detained them in the office building of the
  • 34. 34 University. The two students were assaulted and then handed over to the security forces. Moreover, the security forces arrested a female student when she photographed the events. The 7 students who were arrested, were taken to the public prosecution. They were accused of possession of scarf and white weapons. 30 October Security forces stormed the university again. They assaulted some students, including a student who was dragged from the front of the Faculty of Engineering to security building of university. The student has been severely beaten on the head, and has been seriously injured. A female student has been arrested while trying to relieve some injured students. Cairo university 30 October Security forces stormed the Cairo University to assault on one of the student marches that was against the current system. They also have arrested a number of students, including a female student. A number of security men appeared wearing civilian clothes and carrying firearms. Minia University 26 October The security forces have stormed Minya University. They have also fired tear gas and cartridge bullets randomly. Moreover, they have arrested number of students randomly. Fayoum University 19 November Security forces have stormed Fayoum University and have fired tear gas and cartridge bullets intensively. They have arrested a number of students randomly during the students' departure from the university. They have also arrested the Secretary of the Central Library at the University of Fayoum on charges: resisting the authorities and belonging to a terrorist group that was established against the law.
  • 35. 35 Al-Azhar University for girls 8 February Security forces have stormed the campus of Al-Azhar university for girls, after the end of the student demonstration against the current system. They have assaulted on some female students. Al-Azhar University- Cairo Branch 17 February Security forces stormed the campus of Al-Azhar University and combed the university by their armored vehicles.
  • 36. 36 Fayoum University 26 February Security forces have besieged Fayoum University by almost 10 armored vehicles of the army and police, and more than 10 police cars in addition to more than 100 security personnel. Fayoum University 2 March Security forces continued the siege of Fayoum University for the fourth consecutive day. Beside the wide spread of informers and so-called thugs inside the campus. That was by the order of Dr. Khaled Hamza the President of the University. Menoufia University 4 March Security forces have stormed the campus of Menoufia University by a number of police cars and armored vehicles .they have arrested a student from the campus. Alexandria University 7 March Security forces have stormed the Faculty of Engineering at Alexandria University and have fired tear gas to disperse a student demonstration against the current system. Alexandria University 8 March Security forces have stormed the Faculty of Science at Alexandria University and have fired tear gas to disperse a student demonstration against the current system. Fayoum University 9 March after Security forces' siege of the university for nearly 10 days, A number of so-called "thugs" broke into the university and attacked some students after a student demonstration was finished. The demonstration was against the current system and to condemn the events of Air Defense Stadium, which claimed dozens of lives, including a number of students. Above all, the security forces then stormed the campus of Fayoum University. They also closed all the gates and besieged the faculties of science, engineering and agriculture. They fired tear gas, live bullets and cartridges. That has led to one of the students at the Faculty of Science lost one of his eyes, In addition to many other injuries. These attacks, which lasted nearly four hours, have resulted in the arrest of nearly 60 students and a university professor.
  • 37. 37 University hostel in Mansoura 3 May Security forces stormed the University hostel in Mansoura in the third evening of May 2015. They arrested one of the students and took him to an undisclosed location. University hostel in Suez 25 May Security forces stormed the University hostel in Suez. They arrested a large number of students, including the former head of the Union of the Faculty of industrial education, who was released the next day. University hostel for students of Al-Azhar in Assiut 28 May Security forces stormed the University hostel for the students of Al-Azhar in Assiut, after a member of the Central Restaurant assaulted a student.
  • 38. 38 Second Section: Violations and assaults inside campus During the academic year 2014-2015, the security forces and members of the Administrative Security of some universities have committed more than one hundred and twenty violations against students of Egyptian universities and institutes. We show some models of these violations through the following table: University Date Description of assault Assiut University 14 October The forces of the army and police have besieged the Assiut University from all its entrances. They have stopped mobile phone and Internet services in the university. The members of the Administrative Security and private security police "Falcon" have attacked the students with hoses and sticks. That has led to serious injuries among students. A number of male and female students had been detained in the administrative building of the university. Later, the female students were released and male students were deported to Assiut first police station.   • 39. 39 Misr University for Science and Technology 26 October During inspecting the students at the university gate, members of the administrative security attacked some of them by police dogs, batons and bladed weapons. Mansoura University 30 October Members of administrative security and members of "Falcon" assaulted number of students. The most injured student was "Abdulrahman Shaheeb" a student of Faculty of nursing. He was dragged from Faculty of Engineering to the security building of the university. He was beaten on his head until blood exploded from it, then he was received to security forces. *A video appears assaulting on the student by dragging and beating: : https://goo.gl/JCgNgN Tanta University 3 Novemb er Security manager of the Faculty of Law assaulted number of students by shooting living gunshots in front of the university engineering academy. Tenth of Ramadan Institute 9 Novemb er Security forces assaulted a demonstration against current authority at Tenth of Ramadan Institute. That led to several injuries between students. Between them 3 injuries of cartridges and one of gunshot at foot and one of the students was detained abusively. Alexandria University 22 Novemb er Dean of Faculty of Science assaulted number of students who began partly strike at faculty hall in El Shatbia. The dean tried to run over them by his car, so the students shouted. Administrative security members assaulted students by sticks and cursing and threatened them to follow. Damanhur University 8 February Administrative security members at Damanhur university assaulted number of students and detained 5. 11 February "Mohamed Magdy" the student of the Faculty of Art was prevented to enter the university, although he was separated for only one semester.

Al Azhar university 16 February Members of "Falcon" assaulted a female student by beat on his face in front of the Faculty of Pharmacy because she objected the inspecting. Zagazig University 16 February Members who called "thugs" assaulted number of students by sticks and sharp tools. Fayoum University 17 February Security forces assaulted a demonstration tried to go out from the campus by tear gas bombs. New Cairo Academy 17 February Administrative security members assaulted demonstration. They stole some of personal things from students. They trapped number of students inside administrative security building.

Al-Azhar University in Tanta 22 February Administrative security members assaulted a demonstration out the wall of university. Al-Azhar University in Assiut 2 March Administrative security members assaulted a demonstration at university. Alexandria University 9 March Number of administrative security trapped "Ahmed Misho" and "Hesham Ali", members of "Sout Elmedan" family, because they distributed papers of a campaign called "Now your Right" about faculty budget and role of student union. Banha university 10 March Administrative security members of the Faculty of Agriculture at Moshtahar assaulted students by beat and cursing after their demonstration. They trapped 2 students for 4 hours and then they were released. Beni Suef University 5 April Administrative security members trapped 3 students and received them to security forces. Al-Azhar University, Mansoura Branch 6 April Members of administrative security at Faculty of Islamic Studies trapped female students during their entry from gate. They assaulted students by cursing and threatened them not enter the faculty.   • 42. 42 Al-Azhar University, Mansoura Branch 7 April Members of administrative security at Faculty of Islamic Studies tried to take IDs cards from 2 female students by force, so students refused to get their IDs to them. A member administrative security beat her by his hands on her abdomen and beat other female student in different places in her body her face. Her lips and gums were injured. As another infringement, the faculty clinic refused to treat the injured female student or wrote medical report about their injuries. Alexandria University 8 April Administrative security members assaulted demonstration at medical academy by sticks and weapons. Cairo University 19 April Members of "Falcon" assaulted a demonstration. There was fight which led to dangerous injuries between students. " Anas Elmahdy ", student of the faculty of physiotherapy , because of beat by sharp tool on his head. 30 students were detained and one female student but she was released after that. British University 16 May Preventing a student from having his exams despite the arrest of his expulsion decision Ain-Shams University 23 May Cancelling all the exams in the faculty of Engineering after the death of the student Islam Atito and preventing students from entering the campus
  • 43. 43 Third Section: unfair dismissal from college and dormitories: - The deans of faculties and the presidents of various universities participated in the violations against Egyptian university students during the academic year of 2014/2015; they issued decisions of expulsion against students, depriving them from continuing their studies. In addition, many students were deprived from staying in students’ dormitories and were forced to leave them. The total figure of the expelled university students during the first semester of the academic year 2014/2015 is hundred and ninety nine (199) of both genders; seventy three (73) getting a final expulsion, twenty five (25) getting a one-year expulsion, four (4) getting a two-year expulsion, five (5) getting a year and a half a year expulsion and four (4) getting a one-semester expulsion. The most noticeable charges levelled against the students, which lead to their expulsion, were: participating in students’ demonstrations inside the university, disrupting the educational process, obstructing lectures, deviating from the requisite students’ duty, storming university buildings, causing damage to university buildings, breaking gates inside the university, exclaiming against the present regime, uttering disrespectful words against the army institution, repeating exclamations opposing the country and offending the current president Abdel Fattah Al-Sisi and demonstrating against the acquittal of former president Muhammed Hosni Mubarak. Other accusations bore a clear infringement on freedom of expression and thought embracement, which is a right guaranteed for all citizens by the current Egyptian constitution. Among these accusations are holding the holy Qur’an, insulting the faculty on Facebook, inciting riots on Facebook, possessing notes that read “ freedom for the detainees” and raising the slogan of Rabia. Noteworthy is that the administration of the German University in Cairo had a student expelled just because he is a detainee, which is a clear infringement of the right to freedom of expression guaranteed to all. The administration of Alexandria University as well had the student Muhammed Shawqi expelled on the basis of him being accused of receiving the new coming students, despite the fact that this one of his specialties as a member of the students’ union there.

However, the students proved that they were not present at the university in those days.

Higher Institute for Engineering and Technology in Kafr El- Sheikh 18, November 3 students The institute’s administration dismissed them for 15 days on charges of disrupting the educational process, considering the dismissal as a warning for the students. Faculty of Law, Al- Mansoura University 18, November Prior president of the student union of the Faculty of Law, Al- Mansoura University. The president of the student union was prevented to register postgraduate studies for 3 years on charges of taking part in student demonstrations at the university on 18 November, 2014. Alexandria University 19, November 12 male and female students at the Faculty of Science. Faculty of Specific Education , Zagazig University 1, December 1- Khaled Gomaa Ali, third year student, Department of Media. 2- Mahmoud Said al-Baghdadi, second year student, Department of Technology. 3- Mohamed Mahmoud Jaballah, second year student, Department of Technology. The students were dismissed for a whole year on charges of affiliating to a banned organization, inciting riots, and participating in demonstrations against the regime.

  • 50. 51 Regarding the second semester of the year (2014-2015), the number of the dismissed students is eighty-seven; including twenty-four students who were completely dismissed, seven were banned from the exam and then dismissed, twenty were referred to investigation without any charges, fifteen were dismissed without prior investigation, seven were referred to disciplinary boards, nine were dismissed for two weeks, four were dismissed for a whole semester so that they could not attend the exams. On the other hand, the most significant charges of which the students were accused and for which they were dismissed were: putting up posters at the quadrangle, performing absentee funeral prayer (Salat Algayb; it is a kind of funeral prayer performed upon a dead Muslim if he or she dies in a place where there are no Muslims to pray for the dead. By contrast, if someone dies and a funeral prayer is performed on his or her behalf, no other prayer is necessary) at the quadrangle, taking part in demonstrations at the campus, disrupting educational process, and interrupting lectures.   • 56. 56 Fourth section: Refferring to Military Trials: The current Egyptian president Abdul Fattah El Sisi widened the scope of the specialities of the military courts when he issued a decision to allow military to guard buildings with the police; so, whoever attacks any country property or even just accused of attacking gets referred to a military court . Worth mentioning that this law is against all international and local laws besides what the Egyptian constitution stated that the punishment is personal and no crime or punishment without a specific law, which is not clear in the military law regarding many crimes. The previous decision is violating the international announcement of the human rights in the UN that stated that all people are on equal foot in front of law and all of them are supposed to be protected by law and they have the right to be protected without any prejudice or discrimination" . The Egyptian legislator went away from that when he decided to refer civilians to a military court.   • 57. 57 In the following few lines we will review some samples for students in the Egyptian Universities who were referred to the military courts: 1- Mansoura University : 30 students and 2 members of the teaching board were referred to a military court in 6 cases 3 of them were on 5th Jan 2015 as 4 students and a doctor in the faculty of science were referred to another case on the same day. Students were arrested randomly from the University campus , on the 30 October 2014 then they were accused of belonging to a banned group , provoking riots and destroying the front of the managerial building. On the same day 5th Jan, 2015, 8 students and a professor were referred to military trial due to accusing them of cutting through the road and demonstrating without a permission recorded with number 10753 for 2014, misdemeanour court, Mansoura. On the first Jan 2015 another Mansoura student and a student in one of the private universities were arrested randomly from the University and they were accused of owning Molotov bottles, provoking riots and demonstrating without a permission. On the 25 December 2014 6 students were referred to the military judgement in case number 14 241 for 2014 that they had burning materials, they had destroyed the gate of the faculty of pharmacy and demonstrating without a permission. 2- Azhar University: * Three students were referred to the military court in case7617 for 2014 through East Cairo prosecution, and other 5 students were referred to the military court on 16/11/2014 due to accusing them of burning Azhar University control units. On the 20th November 2014 the prosecution referred case 5362 to the military court that 2 Azhar students are accused with cutting through Kafr El Sheikh railway besides a student in the Al Shereef engineering institute. Also, Ahmad Salah Abdo Morgan was referred to the military court due to accusing him of exploding Kafr El Sheikh court in case 11030 for 2014. -6 students of Al Azhar University, Zagazig branch, were referred to military trials.   • 60. 61 Conclusion: At this point, the summary of our efforts during the entire past academic year ends. It is introduced to you through this report, which bears within it violations so grave that no book can describe them. This is a conclusive proof of the deteriorated state of the human rights in Egypt under the current authorities and its security services. Not only do they ignore all the laws, but also the international charters; they completely disregard the future, psyche and health of the students. Furthermore, they chase them in the streets and universities and storm their homes on the basis of the students’ political views and religious beliefs. Their violations on the students’ rights of freedom and decent life did not stop at that point. They intentionally abuse them during their detention by depriving them from appropriate detention conditions, which are supposed to suite their humanity as well as match the articles of the current Egyptian constitution and the international laws. This abuse seriously affected their psychological and health safety. By presenting this report, we hold the current Egyptian authorities responsible for the safety of those students. We also hold them responsible for the murder of tens of students on the hands of the security forces. We hold the National Council for Human Rights as well responsible for its silence in front of all these increasing violations, instead of taking measures that enable those being abused to call those who abused them to account. We finally hold civil society organizations, inside and outside Egypt, responsible for revealing those violations, stopping them and bringing those involved in them to trial. On our part, we, the Freedom Seekers Observatory, affirm that we will not spare an effort to reveal any violation against any student whatever this violation is or wherever it occurs. We will keep demanding to bring those committing these crimes, which are crimes with no statute of limitations, against the students of Egyptian universities and institutes. Freedom Seekers Monitor
