19. How a bill becomes a law:
The process for a new law to be enacted takes at least five stages in each
house. It starts in the House of Commons and is similar to the House of Lords. If the
House of Lords wants to make new amendments, the process goes back to the House
of Commons. Once a bill has been agreed by both Houses, it will receive a Royal
Assent.
It’s time-consuming. In stead, if the House of Commons and House of Lords
can sit together and negotiate to make a decision, then complete it to receive royal
assent. This will save time, especially in serious time like Covid-19 pandemic

On 24 July 2019, the day following Johnson's election as Conservative Party leader, Queen Elizabeth II accepted Theresa May's resignation and appointed Johnson as prime minister.
The prime minister of the United Kingdom is the head of government in the United Kingdom. The prime minister advises the sovereign on the exercise of much of the royal prerogative, chairs the Cabinet and selects its ministers. As modern prime ministers hold office by virtue of their ability to command the confidence of the House of Commons, they sit as a member of Parliament.
The prime minister is ex officio also First Lord of the Treasury, Minister for the Civil Service and the minister responsible for national security. Indeed, certain privileges, such as residency of 10 Downing Street, are accorded to prime ministers by virtue of their position as First Lord of the Treasury. In 2019, the office of Minister for the Union was established; Boris Johnson became the first prime minister to hold this title.
The British government said on April 12, 2021, that Prime Minister Boris Johnson and Chancellor of the Exchequer Rishi Sunak were among the officials fined by the police for violating COVID-19 epidemic prevention regulations at a time when Britain was imposing a strict block.
