Th is essay addresses four questions by comparing the
management capacities and challenges of congregations,
faith-based organizations, and secular organizations that
provide human services: (1) What role, if any, do congre-
gations and faith-based organizations currently play in
the social service delivery system? (2) Are congregations
interested in changing their role in the social service deliv-
ery system? (3) Compared to faith-based and secular
organizations, do congregations have the capacity to adapt
to new roles in the social service delivery system? Finally,
(4) compared to faith-based and secular organizations, do
congregations have similar service capacities and manage-
ment challenges? Th e fi ndings indicate that although
more than half of congregations already provide some
type of health or human services, they provide a narrower
range of services, consider these services a lower priority,
and seem to encounter more extensive management chal-
lenges than faith-based and secular organizations.

eginning with the Charitable Choice provision
of the 1996 welfare reform act, several public
policy initiatives have sought to promote the
faith-based provision of human services. Th e arguments
used to promote these initiatives emphasize the power
of faith to change human behavior and suggest that
sacramental organizations are more eff ective than tradi-
tional nonprofi t providers at achieving desirable out-
comes ( Kennedy 2001; Kennedy and Bielefeld 2002 ).
Th ese eff orts, intensifi ed under the George W. Bush
administration, raise constitutional questions about the
separation of church and state ( Kennedy 2001 ), as well
as policy questions about the consequences for clients
and traditional human service nonprofi ts. As Cnaan
and Boddie (2002) argue, these developments have
signifi cant implications for the social work profession,
and social work students need a fi rm grounding in
these issues in policy and practice courses. Th e same
holds for students in programs of public administra-
tion, public aff airs, and nonprofi t management.
Under the Charitable Choice provision, Section 104 of
the Personal Responsibility and Work Opportunity
Reconciliation Act of 1996 (Public Law 104-193), and
under President Bush’s faith-based initiative, govern-
ment agencies may contract directly with pervasively
sectarian organizations — churches, mosques, and
synagogues ( De Vita and Wilson 2001 ) — without
imposing restrictions on displays of religious symbols
or other religious activities. As Carlson-Th ies notes, the
new rules “are designed to erect a legal shield to protect
the religious identity and character of faith-based
organizations that choose to accept government funds
in order to provide welfare services to needy families”
(1999, 31). ...
Institutional Trust, Sector Confidence, and Charitable Giving
This document discusses different conceptions of trust and their relationships with charitable giving. It presents two aims: to clarify conceptions of trust and sort out the relationships between institutional trust and sector confidence with giving. It finds that in giving decisions, institutional trust is moderated by charitable confidence - institutional trust does not have an independent effect on giving. Future research on trust and giving should incorporate sector confidence. HUM5300 Week 1 Instructor Guidance
Throughout this course you will get a broad overview of the laws and regulations that govern human services disciplines. Some of you will be pursuing social services which are governed by county laws and regulations which typically stem from federal regulations. Some of you will be pursuing non-profit work which also has a different degree of governing and bylaws. We will explore how they govern and change from a state to state level and national level. In this first week, “It all begins with policy” you will gain an understanding of the foundation on which human services derives. Building upon this foundation is an understanding of the process of legislative and community advocacy: a process where human service and professional organizations engage in lobbying efforts to encourage action on current issues affecting the provision of services, consumer rights, or professional autonomy. Some of you may be able to relate it to work or agencies you are currently employed in or be able to understand how it relates to areas you wish to pursue once your degree is completed.
There is no written assignment for the first week (don’t worry, there will definitely be some coming!) so I encourage you to put critical thought and perspective into your discussion post and your replies to your classmates. Your discussion for this week will center on lobbying and advocacy which you will find is a major component in human services work.

During this week's discussion you will be asked to consider how one's own personal views on sexual orientation may clash with the profession's stance.
By Day 3
Post a scenario of how a social worker's personal, ethical, and moral values in relation to the LGBTQ community might conflict with those of their clients. Explain the distinction between personal ethics and values and professional ethics and values evident in the social work profession in addressing this community. Be specific and explain how this distinction relates to the scenario you posted. Actions Speak Louder Than Words Service-Based Interfaith Activism
The document argues that service-based interfaith activism is more effective than traditional interfaith dialogue at building understanding between religious groups. Realizing the New Public Service

This longitudinal study tracks the generation of trust between a public agency
and nine community-based nonprofits (CBNs) over a 10-year period. The
evolution from active distrust to trust was demonstrated by the generation of
ideological consensus and domain consensus achieved through sharing infor-
mation, integrated responsibilities and authority, and collaborative decision
making. Results indicate that public–nonprofit partnerships create a locus for
the practice of the New Public Service. CBNs offer public administrators a
bridge into disenfranchised communities and a point of engagement where
partners join public agency resources and expertise with tacit knowledge of
community through a trusted institution.

In the era of the hollow state, governance through interorganizational partnerships presents the most compelling challenge to public administra-
tion as we have known it. This new turn in public service has thrown open
a veritable Pandora’s box of complexities with respect to the meaning of
accountability and the exercise of public authority. Current literature on
partnerships and collaborations has taken a normative cast, presenting them
as an end point, yet it provides little guidance as to the process by which they
are established and sustained, their overall effectiveness in public service
delivery, or their impact on governance (Gazley & Brudney, 2007). This
study focuses on the nature of public sector partnership with community-
based nonprofits (CBNs) and how they create the opportunity for gover-
nance practiced as the New Public Service, a citizen inclusive, decentralized
practice of public service through which public authority is exercised in
accordance with the articulated values and needs of a community (Denhardt
& Denhardt, 2007).

Interdependence theory (Salamon & Anheier, 1998; Steinberg & Young,
1998), one of the more popular lenses from which to view government–
nonprofit dynamics, holds that government and nonprofits have been
immersed in an enduring and symbiotic partnership that dates to the found-
ing of our nation. Nonprofit organizations initiated public works projects
and later the first social services, often developing “the expertise, struc-
tures, and experience that government” drew on (Salamon & Anheier,
1998, p. 225). More nimble than government bureaucracies, nonprofits
have a history of functioning as a sort of research and development arm of

Organizational capacity has gained interest especially as it relates to performance of community organizations.Community organizations provide avenues for its members to improve their lives through their participation, however the potential contributions of these organizations to community development has been limited by low organizational capacity among these organizations to effectively deliver services and meet their objectives. The aim of this study was to examine the influence of resources and skills on performance of local community organizations. The general systems theoryguided this study. The study sample was drawn from local community based organizations registered in Bureti Sub County; stratified sampling was used to select community organizations from which 100 members from the sampled organizations were randomly selected and 5 technical
officers. Data was collected through interview method with both open and close ended questions. Data was analyzed quantitatively and qualitatively,quantitative analysis used the Statistical Package for Social Sciences (SPSS) computer software to generate frequencies and percentages which were interpreted and discussed in line with the study objectives. Qualitative data were analyzed thematically to provide in-depth explanations. This current study found a significant and positive relationship between resource capacity and performance of community organizations, but found no strong relationship between skills capacity and performance. These findings suggest that improved resource capacity would lead to better performance of local organizations. Recommendations to practitioners and policy makers are that efforts should be directed at improving the overall organizational capacity of community organizations in order to raise their performance and the benefits to the members and the community. This study is expected to contribute to the body of knowledge on the relationship between organizational capacity and performance of community organizations.

Religiosity and prosocial behavior amongst youth
The study examined the relationship between religiosity and prosocial behavior amongst undergraduate students in Delhi University. A literature review found both negative and no correlations between the variables. The study hypothesized a positive correlation based on religious teachings encouraging prosocial behavior. Results from 60 students found a significant positive correlation, such that increased religiosity was associated with increased prosocial behavior. The study concluded that religious teachings can enhance spiritual intelligence and prosocial values from a young age. Future research with larger, more diverse samples and qualitative methods was recommended.

This longitudinal study tracks the generation of trust between a public agency
and nine community-based nonprofits (CBNs) over a 10-year period. The
evolution from active distrust to trust was demonstrated by the generation of
ideological consensus and domain consensus achieved through sharing infor-
mation, integrated responsibilities and authority, and collaborative decision
making. Results indicate that public–nonprofit partnerships create a locus for
the practice of the New Public Service. CBNs offer public administrators a

In the era of the hollow state, governance through interorganizational partnerships presents the most compelling challenge to public administra-
tion as we have known it. This new turn in public service has thrown open
a veritable Pandora’s box of complexities with respect to the meaning of
accountability and the exercise of public authority. Current literature on
partnerships and collaborations has taken a normative cast, presenting them
as an end point, yet it provides little guidance as to the process by which they
are established and sustained, their overall effectiveness in public service
delivery, or their impact on governance (Gazley & Brudney, 2007). This
study focuses on the nature of public sector partnership with community-
based nonprofits (CBNs) and how they create the opportunity for gover-
nance practiced as the New Public Service, a citizen inclusive, decentralized
practice of public service through which public authority is exercised in
accordance with the articulated values and needs of a community (Denhardt
& Denhardt, 2007).

nonprofit dynamics, holds that government and nonprofits have been

Organizational capacity has gained interest especially as it relates to performance of community organizations.Community organizations provide avenues for its members to improve their lives through their participation, however the potential contributions of these organizations to community development has been limited by low organizational capacity among these organizations to effectively deliver services and meet their objectives. The aim of this study was to examine the influence of resources and skills on performance of local community organizations. The general systems theoryguided this study. The study sample was drawn from local community based organizations registered in Bureti Sub County; stratified sampling was used to select community organizations from which 100 members from the sampled organizations were randomly selected and 5 technical
officers. Data was collected through interview method with both open and close ended questions. Data was analyzed quantitatively and qualitatively,quantitative analysis used the Statistical Package for Social Sciences (SPSS) computer software to generate frequencies and percentages which were interpreted and discussed in line with the study objectives. Qualitative data were analyzed thematically to provide in-depth explanations. This current study found a significant and positive relationship between resource capacity and performance of community organizations, but found no strong relationship between skills capacity and performance. These findings suggest that improved resource capacity would lead to better performance of local organizations. Recommendations to practitioners and policy makers are that efforts should be directed at improving the overall organizational capacity of community organizations in order to raise their performance and the benefits to the members and the community. This study is expected to contribute to the body of knowledge on the relationship between organizational capacity and performance of community organizations.

Religiosity and prosocial behavior amongst youth
The study examined the relationship between religiosity and prosocial behavior amongst undergraduate students in Delhi University. A literature review found both negative and no correlations between the variables. The study hypothesized a positive correlation based on religious teachings encouraging prosocial behavior. Results from 60 students found a significant positive correlation, such that increased religiosity was associated with increased prosocial behavior. The study concluded that religious teachings can enhance spiritual intelligence and prosocial values from a young age. Future research with larger, more diverse samples and qualitative methods was recommended.

The author conducted surveys using the Volunteer Functions Inventory to measure motivations and the Three-Component Model to measure commitment.
