THE CLIMATE CHANGE ACT OF 2009
Republic Act No. 9729
● Serves as the basis for the government to implement policies and
programs to mitigate and adapt to the impacts of climate change.
● Created the Climate Change Commission (CCC) as the lead policy-
making body of government tasked to coordinate, monitor and evaluate
its programs and action plans as regards to climate change.
● Amended by Republic Act No. 10174 (2014) to establish the
People’s Survival Fund (PSF), a national climate adaptation fund
supporting projects that aim to strengthen climate resilience in
vulnerable communities such projects are early warning systems,
climate-resilient agriculture and watershed protection.

• The Philippines submitted its first Biennial Transparency Report
on 31 March 2025, developed through domestic resources
using a comprehensive process involving a series of desk
reviews, capacity-building activities, and interagency
workshops.
• BTR reaffirms the Philippines' commitments under the United
Nations Framework Convention on Climate Change (UNFCCC)
and the Paris Agreement.
• This Report provides a transparent and comprehensive overview
of the nation’s progress in implementing climate change
mitigation and adaptation measures that enable the transition
toward a climate-resilient and climate-smart Philippines
