The Working Group on Monitoring found credible indications that the Republic of Congo was not in compliance with the certification scheme based on discrepancies between rough diamond exports and production capacity. As a result, the Kimberley Process Plenary decided to send a review mission to the Republic of Congo by April 30th, 2004 in accordance with their procedures. The review mission's mandate includes explaining the discrepancies identified and assessing laws around issuing certificates only for domestically produced or properly imported rough diamonds.
