Presentation of the European Youth Parliament Republic of MoldovaEYP Moldova
The EYP represents a non-partisan and independent educational project
which is tailored specifically to the needs of the young European citizen.
The EYP encourages independent thinking and socio-political initiative
in young people and facilitates the learning of crucial social and
professional skills. Since its inauguration, many tens of thousands of
young people have taken part in regional, national and international
sessions, formed friendships and made international contacts across and
beyond borders. The EYP has thus made a vital contribution towards
uniting Europe.
Today the EYP is one of the largest European platforms for political
debate, intercultural encounters, political educational work and the
exchange of ideas among young people in Europe. The EYP consists of a
network of 37 European associations and organisations in which thousands
of young people are active in a voluntary capacity.

This publication is about the strategy and tactical priorities on the path toward visa-free regime for the countries of the Eastern Partnership (EaP) with the European Union. Assessments and recommendations developed by the expert group disclose available mechanisms and opportunities for further visa liberalisation. The research is aimed for strengthening and further professionalisation of international public impact and lobbying of the freedom of movement in Europe. Famous European think tanks and NGOs such as European Policy Centre (Brussels) and European Stability Initiative (Berlin-Brussels-Istanbul) contributed to this project.
In recent years, the EU has assumed a greater role in dealing with security concerns
within the EU. In response to nation states’ decreasing capabilities to deal effectively
with problems at the national level, domestic policy fields such as asylum and migration
have been at least partially transferred to supranational responsibility (Scharpf, 2003;
Zürn, 2000). One of the issues that receives increasing attention at the supranational
level is irregular migration. Every year, an estimated 30 million people cross an
international border irregularly, of which, according to Europol, between 400,000 and
500,000 enter the EU. The stock of irregular residents in the EU is currently estimated
to be around three million (Council of Europe, 2003). In recent years, EU members
have come to the conclusion that they are no longer able to properly react to the
phenomenon of irregular migration on the domestic level and instead need to combine
their efforts regarding return policies on the European level. Measures against irregular
immigration thus became a focal point in the EU’s efforts to establish an ‘area of
freedom, security and justice’.
At the same time, the EU’s role in the outside world has changed. With the Eastern
enlargement, new regions and countries became neighbours of the EU. New
frameworks of cooperation, such as the Stabilisation and Association Process (SAP)
and the European Neighbourhood Policy (ENP) were set in motion to closely affiliate
neighbouring states with the EU (Emerson, 2005; Emerson & Noutcheva, 2005;
Emerson et al., 2007; Landaburu, 2006; Tassinari, 2006). The EU tried to assume a
greater responsibility in the stabilisation of the neighbourhood and sought to “promote a
ring of well governed countries to the East of the European Union and on the borders
of the Mediterranean with whom we can enjoy close and cooperative relations”
(European Security Strategy, 2003, p. 8). A major challenge in the EU’s efforts to
stabilise the neighbourhood was to find a proper balance with the internal security
concerns. Whereas the EU’s foreign and security policy was interested in advancing
regional integration and good neighbourly relations, the EU justice and home affairs
ministers were primarily guided by their interest in keeping problems out and the
external border closed.
This paper is concerned with an EU foreign policy instrument that is a case in point for
this struggle: EC visa facilitation and readmission agreements. These agreements aim
at fostering good neighbourly relations by easing the tight visa regime with
neighbouring countries in order to externalise a restrictive migration policy. By
elaborating on the EU’s strategy on visa facilitation and readmission, this paper aims at
offering a first systematic analysis of the objective, substance, and political implications

Personal Remarks:
The year in AEGEE Board of Directors has started with Skype-CD-meetings, completing tasks on
distance and absence of proper knowledge transfer. Alongside with my contribution to non-formal
education acknowledgment project application to the European Youth Forum, I have launched my work
on usual tasks right after September 1. Before that, I was already working with Percin on YiA applications
for September 1st deadline.
Brussels September started for me at 17th evening, when I finally left Russia with visa in my passport.
The European Commission – Education, Audiovisual & Culture Executive Agency
General Subvention application (the biggest AEGEE-Europe administrative grant, which our association
applies for regularly being able to operate the head office in Brussels) was handled by me in the
respective deadline and was approved by the European Commission in the end of December 2009. For
the first time we received significant amount of 49 500 EUR, which is 5000 EUR higher than in previous
year.
I was managing communication with European Commission on reporting about finished projects of
AEGEE-Europe: Y Vote series, YNY, WDEE, Danube, etc. The biggest problem I faced with Y Vote – for
sure the most brilliant and content wise project of AEGEE-Europe in previous years, but unfortunately
very badly financially book-kept. However, even the loss from Y Vote UK is quite big, we managed to save
significant amount of money with proper reporting. For more information about the topic, please consult
the budget presented by Nico, as I don’t want to occupy you with details here.
Also I devoted quite some time to consulting Beyond Europe with operating grant for ambitious kick-off
project "The UN Millennium Development Goals - A challenge for Today's Youth?".
On February 1st deadline of the Executive Agency, 2 projects were submitted by AEGEE-Europe – from
Where Does Europe End and Beyond Europe Flagship Project respectively.
On June 1st, by the team of CD-elect and perspective AEGEE EVS volunteer, was submitted application
for EVS. Apart of it, I’ve drafted and submitted application for Art Forum in Brussels with AEGEE partner
organization Young EU-Russia for this deadline.
September 1st deadline was in the hands of the new CD.
The Council of Europe – European Youth Foundation (EYF)
I worked on the applications for October 1 deadline of European Youth Foundation. 2 applications for both
grant categories were submitted, raising AEGEE-Europe chances to get full administrative grant of the
Council of Europe. One grant application was approved and we are waiting for the results of assessment
of the administrative grant application, which was submitted by me for February 1st deadline of the
European Youth Foundation.
2. Apart of the application for the future events, I spent quite a lot of time for reporting the projects that
should have been closed previously, but due to the lack of communication between partners still were
remaining unreported, which was visible threat to the reputation of the association itself and could
become the reason of losing AEGEE-Europe's institutional credibility. It was made in the most efficient of
all the possible ways for AEGEE Europe budget and reputation.
For the February 1st deadline I applied for European Youth Foundation Administrative grant, which was
recently approved with amount of 10 400 EUR – again the highest amount we’ve ever received from this
institution. It is especially remarkable because last year there were no applications submitted for April 1st
deadline to EYF, which automatically decreased our chances for getting Administrative grant in 2010.
I’ve also submitted two applications for EYF for April 1st deadline: from Young Progressive Art initiative
and Yourope needs You 2. Big thanks to project teams for working on the content of the applications.
Necessary reporting of projects which were finished had been done respectively as well.
External Representation & Institutions
Together with Robin, previous Vice-President & External Relations Director of AEGEE-Europe, I
represented AEGEE-Europe on the meeting with new prospective partner of the association - EABIS
(European Association of Business in Society). Affiliated partnership is an ultimate aim of AEGEE in these
negotiations: it will open an access to direct communication with reach record of EABIS members, which
includes major multinationals and top business schools, ready to support AEGEE-Europe projects in
sphere of corporate responsibility.
I visited headquarters of UNESCO in Paris for participation in the meeting of Joint Programmatic
Committee on Youth. With priceless support of Viktoriya Voytsekhovska (former Liaison Officer towards
UNESCO), I got the complete overview of the possibilities for AEGEE out of cooperation with UNESCO
structures and its partners, particularly for development of Beyond Europe Flagship Project initiatives.
I also participated in 4th Non-Formal Education Dialogue of European Youth Forum, where I made
presentation of AEGEE position strive towards the importance of recognition of unique value of non-formal
learning practices in educational systems.
I was representing AEGEE and European youth together with JADE and ESU at the global youth meeting
of leaders on Higher Education perspectives in Paris, supported by UNESCO and organized at its venue.
Together with representatives of South-East Asia, Americas, Australia, Arab states and Africa AEGEE
signed the Global Student Declaration on common understanding of worldwide problems in development
and management as well as on necessity and topicality of global student cooperation on the issue.
AEGEE, as the largest interdisciplinary student association at the European continent, will take its stake
in fulfilling global students' responsibility of being the active participants in processes of higher education
theoretical and practical development. Precisely, AEGEE as a leading youth association in sphere of non-formal
education, will contribute contently to the formulation of the common youth voice as well as will be
responsible for cooperation of the consortium with decision-drafting and decision-making world
institutions in sphere of higher education.
I went to capital of Italian Puglia, Bari, where inaugural World Youth Meeting, organized by Italian ministry
of education and Puglia region with extensive support of world institutions and corporate stakeholders
took place. As guest of FLARE Network (AEGEE-St. Petersburg is one of the founding members of it), I
presented interests of AEGEE in global youth cooperation and delivered presentation about AEGEE
profile and expertise at the workshop of FLARE. AEGEE also got an offer to join youth platform for
promotion of legality, initiated by FLARE recently. In the framework of partnership, AEGEE and FLARE
will promote events, support each other with trainers and expertise as well as will organize joined events
on legality (in the framework of peace & stability action line of AEGEE).
On March 17-18 I’ve attended together with Agnes World Business Dialogue in Cologne – one of the most
prestigious youth, business and political leaders gathering in Germany. This year was devoted to the
3. outcomes of the world financial crisis and prospective way-outs from the black hole of bursting market
bubbles.
In beginning of May, together with Agnes, I’ve represented AEGEE at the Career event of Careers in
Europe, the partner of AEGEE. The idea of creating AEGEE special career platform is still floating in the
air and we discussed its perspectives with Careers in Europe representatives.
In this year in Brussels I’ve attended numerous conferences, seminars and round tables, devoted to
different European policies. Among them are several European Policy Centre meetings (on Eastern
Partnership perspectives and new strategies of Community after the Lisbon Treaty implementation. Youth
unemployment, future of European Neighborhood Policy, outcomes of Spanish Presidency in the
European Council, etc.), CIFE research centre meetings (on perspectives of Multilevel Governance
concept implementation, Committee of Regions development, etc.), EU-Russia expert hearings and
development meetings and several other events in the European Parliament, Bavaria House in Brussels,
etc.
AEGEE Projects & Statutory Meetings
With extensive support from Agnes and Olga, I prepared concept and procedure of drafting Position
Papers of AEGEE-Europe, which are aimed on increasing advocacy and visibility resources of our
association. Receiving feedback from the Network and developing accordingly the concept, the project is
getting more constructive support and legitimacy from the Network.
In total, 3 Position Papers were prepared and sent out to decision-drafting institutions until September 1st
– Position Paper on Stagers’ Mobility (to the European Commission, the European Parliament respective
bodies), Position Paper on Multilingualism (to the European Commission, the European Parliament and
the Council of Europe respective bodies) and Position Paper on Unified Access to the Public Transport
Discounts (to the European Commission and the European Parliament respective bodies).
2 Position Papers out of 3 will be presented for AGORA approval in Istanbul this October.
I was enjoying true Balkan spirit and hospitality in wonderful Zagreb during Network Meeting. I gave
workshops on CD profile, Intranet and The Lisbon Treaty innovations & Croatia accession to the EU. And
of course I fell in love with Zagreb ☺.
At the European Boards Meeting in Krakow, apart from presenting Interim Activity Report and first
Position Paper on Mobility, I led 3 workshops: Private & Public FR from Corporate Affairs Project (with
Dariko Tsulaya), Position Papers of AEGEE-Europe from the CD (with Ágnes, Olga and Nico) and Youth
in Action workshop (with Anita). I also tried to raise awareness on the matter of lack of the European
identity of AEGEE members (especially in the crisis of European integration development) by small
provocation during European night, organized together with Nico and Ágnes.
In the end of the month I went to Money Making School in Belgrade, which is apparently the only one
fund raising event organized in AEGEE for the whole period of 2009-2010, while general problems with
low quality of the projects and fund raising respectively are still crucial for healthy future development of
AEGEE. I gave two workshops there: on reciprocal FR as the key to success in organizing any activity
which is supposed to have at least some outcomes and also on specificity of AEGEE profile for public and
private sponsors that should be used for promoting uniqueness of our association. AEGEE-Belgrade
showed perfect organizational skills, demonstrating readiness for bigger initiatives, like organizing EBM or
AGORA in the near future ☺.
In Leiden I was arranging workshop about Position Papers (together with Nico) and action meeting (with
Agnes and Olga) about nationalism and its influence on AEGEE agenda. Both of them went successfully,
after Position Papers workshop the third Position Paper of AEGEE-Europe was drafted by AEGEE-Delft
initiative team with support of the CD (me, Nico, Agnes and Olga).
I was also writing the content of AEGEE Europe applications for Day of Europe celebrations in 2010,
which was recently approved by grant issuer.
4. Also I was managing meeting of Corporate Affairs Project of AEGEE-Europe at CD house. During the
productive two days lots of ideas and initiatives were generated by the team; among them are first
AEGEE research on creative fundraising, conference about funding tools in Moscow, multi measure
training courses for AEGEE members interested in fundraising, advocacy and interests' representation. I
was working on the concept of Corporate Affairs Project focus group that will be organized during EBM in
Krakow.
I’ve strongly supported initiative of establishing and contributed to the drafting of the concept of Young
Progressive Art project – innovative initiative of AEGEE members for gathering ideas and creativity of
young artists in European scale in order to develop united European culture in diversity of unique heritage
and contemporary values of rich national cultures.
In June 2010 I was arranging the inaugural meeting of the Project in CD house in Brussels, where the
concept and long term development strategy of the project were drafted. In October 2010 the first issue of
art & style & design & culture & fashion magazine will be issued, featuring the perspective talented young
outstanding and promising artists from all over the world. Authors from New York, London, Paris,
Shanghai, Dublin, Brussels, Kiev, Moscow, Milan and other cultural spots will fill in the content of the first
issue of the magazine. The primary aim of the magazine is to give the young artists the platform for
promotion of their art and their conceptual understanding of cultural space.
Apart of the magazine, several art events are also planned to happen in 2011. More information will be
presented later on, so if you are developing artist or maybe want to become art manager you are more
than welcome to approach the team, which I am member of myself.
I’ve also elaborated perspectives of unique cooperation between AEGEE and The Committee of the
Regions of the European Union, which could bring outstanding opportunities for development of AEGEE
profile.
Apart of it, in June 2010 I’ve joined the board of the international youth NGO “ItsOneHumanity”, based in
Geneva, Switzerland. The NGO is the worldwide advocacy platform lobbying for the concrete actions from
international organizations and institutions. Since June 2010 “ItsOneHumanity” is the partner of Beyond
Europe Flagship Project in the initiatives connected to Climate Change.
Liaison Office
I was working on the strategy of Liaison Office as a consistent and unified AEGEE body together with
Liaison Officers. Several Liaison Officers visited head office for development meeting and also attended
Christmas reception at the second weekend of December, helping the Comite Directeur with occupying
the attention of AEGEE Europe guests. I made arrangements for first Liaison Office meeting as a body
with unified voice in Brussels, which happened at the second weekend of December. Although half of
Liaison Officers were not be able to present, the meeting results showed the potential of Liaison Office.
For instance, I proposed to issue online Liaison Office Magazine, where LOs would not only inform
Network about the updates in their work, but there will be also space for analytical discussion, where
AEGEE members could post their articles and opinions on the topics of general concern.
After consultations with former Liaison Officer towards UNESCO Viktoriya Voytsekhovska I also casted
votes on behalf of AEGEE at the elections of new Board of the UNESCO Liaison Committee on youth
issues.
At the moment, together with Viktoriya, we are lobbying AEGEE primary position in the project of creation
online networking basis for sharing best practices of non-formal education activities among world youth
NGOs on behalf of UNESCO.
