4. Accreditation
โข Accreditation to be done at the City or Municipal DRRMO
โข Open for government and non-government volunteer organizations
โข General Requirements:
โข With at least 3 members
โข Has DRRM mandate and competence
โข With proof of experience
โข Accreditation shall be renewable every 5 years

Non-Government Volunteer
Organizations
๏ผ Accomplished Application Form
๏ผ Certification from SEC, CDA, DOLE, DSWD, or any
authorized agency
๏ผ Signed financial statement of the preceding year
๏ผ Documentation/certification/proof that DRRM is one
of the primary activities of the organization
๏ผ Documentation/certification/proof of at least two
(2) years DRRM experience
๏ผ Proof of physical office, equipped with basic
furniture and facilities
6. Requirements for Volunteer Members
Filipino citizen
At least 18 years old
Note: An Organization
must have at least 3

๏ผNBI or Police Clearance
๏ผDocumentation/certification/proof of at least one (1) year
DRRM experience (for specialized volunteer work
requirements)
๏ผMedical certificate (for specialized volunteer work
requirements)
๏ผFor resident foreign nationals, Alien Certificate of
Registration Identity Card (for resident foreign nationals)
and other requirements for Filipino citizen
๏ผSigned parental consent (for volunteer below 21 years old)
7. Mobilization
โข Order to be issued by City or Municipal DRRMO
โข Volunteer organization may be mobilized outside the AOR (or
outside the region) as long as:
โข Authorized by City or Municipal DRRMO
โข Usual coordination protocols followed
โข Volunteer organizations must be self-sufficient
8. LEVEL OF INCIDENT AUTHORITY TO MOBILIZE
Within the Barangay, City or Municipality City or Municipal DRRM Officer
Escalated at the Provincial level; or
Outside the AOR of the City or Municipality but within the same
Province
Provincial DRRM Officer
(need coordination with City or Municipal DRRMO)

9. Protection
โข Volunteer organizations shall provide benefits and incentives
to respective members.
โข City or Municipal DRRMO (or even Provincial and Regional
DRRMC) can provide support subject to availability of funds
and agreements

๏ผ Personal accident insurance with minimum
coverage of PHP 100,000 (accidental death
or dismemberment, permanent disability
and hospitalization cost reimbursement)
๏ผ Free medical service and/or hospitalization
in a government hospital for mission-
acquired illness or injury
๏ผ Access to counselling, post-trauma stress
debriefing, or psychosocial support services
๏ผ Burial assistance, in the case of death of a
volunteer
๏ผ Opportunities for capacity building, training
and simulation exercises
๏ผ Logistics and administrative support when
authorized for mobilization for response
operations
๏ผ Access to PPE and other tools and resources
when authorized for mobilization for
response operations
11. Important Notes
โข A volunteer must be a member of an organization to become
accredited,
โข LGUs will determine specific requirements for accreditation based
on needs (e.g. SRR, relief, medical, etc.).
โข Volunteer organizations should be self-sufficient and should be
able to provide for the members.
13. How to use
1. Register as Accrediting Body
2. Obtain approval from OCD RO
3. Create your Registration Link
4. Require the Volunteer Organization to Register using your Link
5. Approve the application of the Volunteer Organization
20. Reminders on the Accounts
โข OCD RO approves the accounts of LGUs, while LGUs approve the application of
Volunteer Organizations.
โข Strictly one account per LGU only for security and accountability.
โข A Volunteer Organization may create several accounts if being accredited in
several Cities/Municipalities (depending on the reach/coverage of the
organizations).
โข A Volunteer Organization may apply for accreditation without an LGU yet, then
OCD RO can assign later on.
โข OCD ROs have access to all records and files of LGUs and Volunteer
Organizations.
21. Important Note
Use of ACDV Online Platform should be complemented with
manual review of authenticity of documents, direct coordination
and even field visits, as necessary, prior to the approval of online
accounts.
