for Raising and Giving
2014/15

KCLSU RAG Guidance: 2014/15
Raising and Giving Society (RAG) get involved in a
range of fundraising activities. This document offers
step-by-step guidance on how to deliver these
activities according to KCLSU’s fundraising guidelines,
as well as sticking to the fundraising regulations of
external organisations.
The fundraising guidance in this document can
be used by any ratified student group wanting to
fundraise or organise a street collection. Here, Raising
and Giving (RAG) Society are used as an example of
such a fundraising group.

Fundraising
You might want to hold a fundraising activity on or off campus, or maybe hold a bake
sale to raise money for charity. The forms you’ll need to fill out for each event are
slightly different.
Group Fundraising Events
This type of fundraising event may include:
- Collection tins on campus
- Fundraising at a quiz or social
- Ticketed events where a proportion of the ticket price is donated to charity
If you choose to host any of the fundraising events listed above, you’ll need to follow
this procedure:
1.	 Fill out the Group Charity Fundraising Form and send it to KCLSU’s Fundraising
Coordinator no later than two weeks before the scheduled date of the event.
2.	 Make sure the Risk Assessment attached to the Group Charity Fundraising Form
is completed for each event. For advice on completing the Risk Assessment, get in
touch with KCLSU’s Fundraising Coordinator.
3.	 Along with the Group Charity Fundraising Form, you also need to give KCLSU a
letter written by your chosen charity stating their approval for RAG to fundraise on
their behalf. Only one letter from each selected charity is required to approve all
fundraising events. This approval must be sent to KCLSU’s Fundraising Coordinator
no later than two weeks prior to RAG’s first fundraising event of the academic year.
4.	 RAG must follow the counting and banking procedures as stated in Section 4 of the
Group Charity Fundraising Form.
You’ll be notified within five working days if permission for the event has been granted
by KCLSU, or if more information is needed.

Bake Sales
To hold a bake sale to raise money for charity:
1.	 Fill out the Bake Sale Fundraising Form and send it to KCLSU’s Fundraising
Coordinator at least two weeks prior to the scheduled date of the event.
2.	 Make sure the Risk Assessment attached to the Bake Sale Charity Fundraising
Form has been completed for this activity. Familiarise yourself with the controls
that need to be in place to minimise the hazards associated with a food preparation
activity.
3.	 If RAG would like to hold the bake sale on King’s College London property
rather than KCLSU property, a committee member will need to sign the King’s
Food Waiver. The signed document must then be sent to KCLSU’s Fundraising
Coordinator along with the Bake Sale Fundraising Form.
4.	 Only home-baked products can be sold at a charity bake sale.
5.	 Along with the Bake Sale Fundraising Form, you also need to give KCLSU a
letter written by your chosen charity stating their approval for RAG to fundraise on
their behalf. Only one letter from each selected charity is required to approve all
fundraising events. This approval must be sent to KCLSU’s Fundraising Coordinator
no later than two weeks prior to RAG’s first fundraising event of the academic year.
6.	 At the Bake Sale event a Bake Sale Poster needs to be displayed. This poster
advises customers that products available are home-made and may therefore
contain ingredients that could trigger allergies.
7.	 RAG must follow the counting and banking procedures as stated in Section 4 of the
Group Charity Fundraising Form.
You’ll be notified within five working days if permission for the event has been granted
by KCLSU, or if more information is needed.

Individual Fundraising
If a member of RAG wants to engage in a fundraising activity on an individual basis with
the aim of the fundraised amount contributing to RAG’s annual total, the individual
needs to:
1.	 Complete the Individual Charity Fundraising Form. This must be sent to the
KCLSU Fundraising Coordinator at least two weeks prior to the scheduled date of
the event.
2.	 Make sure that the Risk Assessment attached to the Individual Charity Fundraising
Form is completed appropriately for the event. For advice on completing the Risk
Assessment, speak to KCLSU’s Fundraising Coordinator.
3.	 Return the form and Risk Assessment to KCLSU’s Fundraising Coordinator with a
letter from the selected charity stating the charity’s approval for the individual to
collect on their behalf.
4.	 Follow the counting and banking procedures as directed in Section 4 of the
Individual Charity Fundraising Form.

Street Collections
Securing permission to carry out street collections can take some time, so make sure
you’re aware of what’s required and allow enough time.
To receive permission to collect on the streets of London, there are two main
applications processes to follow, that of the Metropolitan Police and that of the City
of London.
Metropolitan Police Application Process
If RAG wishes to collect on public property (outdoor streets and parks), RAG must
secure a permit from the Metropolitan Police prior to the activity taking place.
Application for this permit must be received by the Metropolitan Police on the 1st
of
the month prior to the date of collection. For example, if Jingle RAG is scheduled to
run on December 6, the application for a Street Collection permit must be received by
the Metropolitan Police by November 1 at the latest.
The Metropolitan Police only allow a Charity or an organisation to collect once in
each London Borough per year. Therefore RAG need to ensure that they allow enough
Boroughs to be shared across Jingle RAG and RAG Week.
The Metropolitan Police advertise available dates to collect in London Boroughs across
the year. Visit their website for an up to date schedule.

A document listing the contact details of each selected charity along with registered
charity numbers.
A document covering the aims of each of the charities.
A letter from KCLSU’s insurance company ensuring that RAG’s fundraising activities are
covered by KCLSU’s insurance policy.
A letter from the Mayor or Chief Executive of the Borough in which the collection is to be
held approving the collection in a letter of sponsorship.
To apply for a collection permit from the Metropolitan Police, RAG need to ensure they
have all the documents below:
KCLSU also advises that a covering letter addressed to the Metropolitan Police is written
detailing the specifics of the collection, such as dates, in addition to the documentation
listed above.

Metropolitan Police Street Collection Regulations
RAG must adhere to the Metropolitan Police’s regulations. A full list of these can be
found on their website. Several key items are also listed below:
•• Groups may only collect funds in each Borough one day per year.
•• No collection shall be made unless a permit has been obtained from
the commissioner.
•• No person may assist or take part in any collection unless he is in the possession
of a written authority signed by or on behalf of the chief promoter.
•• Any person authorised to collect under the above point shall produce that
authority forthwith for inspection by any constable.
•• No collector shall be under 16 years of age, unless the collection is in connection
with a procession, then collectors may be under 16 years of age, but not less than
14, as long as they are accompanied by a responsible adult.
•• Collectors should be stationary accept when the collection is accompanied by
a procession.
•• Collectors should stand at least 25 metres apart.
•• Collectors should not cause danger, obstruction, inconvenience or annoyance to
any person.
•• All collection boxes/buckets should display the name of the charity or fund
collecting and should be securely sealed.
•• No animal should accompany collections.
•• Collectors should carry a written authority or badge signed on behalf of the
Chief Promoter.
•• No payment should be made to collectors.

The application for a City of London permit must be received by the City of London
Licensing Team no later than the 1st of the month prior to the scheduled date of
the collection. Please also note that the City of London only issue collection permits
for Tuesdays and Fridays on a first come first served basis, and each organisation is
permitted one collection per year subject to the availability of dates.
To apply for a collection permit from the City of London Licensing Team, RAG need to
make sure they have all the documents below before sending applications to the City
of London:
Public Charitable Street Collection Application. This application can also be
made online.
A letter from the KCLSU President approving RAG’s fundraising activities.
A letter from King’s College London approving the appointed KCLSU Chief Promoter to
support RAG’s fundraising activities.
Letters from each of the selected charities detailing their permission for RAG to
fundraise on the charities’ behalf.
A document listing the contact details of each selected charity along with registered
charity numbers.
A document covering the aims of each of the charities.
A letter from KCLSU’s insurance company ensuring that RAG’s fundraising activities are
covered by KCLSU’s insurance policy.
A letter from the Mayor or Chief Executive of the Borough in which the collection is to
be held approving the collection in a letter of sponsorship.
City of London Application Process
To collect money for charity in a public space within the City of London, RAG must
secure the appropriate permit from the City of London Licensing Team. Applications
made to the City of London will entitle RAG to collect in:
•• Aldgate
•• Bank
•• Barbican
•• Blackfriars
•• Cannon Street
•• Liverpool Street
•• Mansion House
•• Monument
•• Moorgate
•• St Paul’s
•• Tower Hill
KCLSU also advises that a covering letter addressed to the City of London Licensing
Team is written detailing the specifics of the collection, such as dates, in addition to the
documentation listed above.

City of London Collection Regulations
Full regulations from the City of London on street collections can be found on their
website, however the key items are listed below:
•• Full details of the three persons who will be jointly responsible for the street
collection must be included on the application form.
•• Organisations that have not previously held a collection in the City of London are
required to forward literature regarding the aims and objectives of the charity or
fund, the organisation’s current annual report and the last accounts of a similar
collection held in another area, if applicable.
•• No payment by way of reward shall be made to any collector and no payments
from the proceeds of a collection may be made either directly or indirectly to any
persons connected with the promotion or conduct of such collection or in respect
of services connected there with unless approved.
•• No person may assist or take part in any collection unless in possession of a
written authority signed on behalf of the Chief Promoter and must produce that
authority on request of any constable.
•• Every collector shall carry a collecting box securely closed and sealed to prevent it
being opened without breaking the seal and all monies shall be placed therein.
•• Every collecting box, receptacle or tray must prominently display the name of the
benefiting charity or fund thereon. Every collecting box must be duly numbered
and the name of the person to whom issued shall be entered on a list.
•• A maximum of 10% of the funds collected may be used to cover expenses involved
in the collection.

Transport for London (TfL)
If RAG wishes to collect in tube stations around London, applications must be made to
Transport for London.
To begin this application process, the Permit Officer must contact TfL via telephone,
email or letter to register RAG’s interest to collect. This contact must include the
following information:
Your name
Your address
Your phone number
The charity’s name
The charity’s number
The name of your contact at the charity
When and where you want to collect
Following this contact, TfL will send RAG an application form. As per Metropolitan
Police applications and City of London applications, KCLSU advises that along with the
application form the committee also provides TfL with:
A letter from KCLSU’s President approving RAG’s fundraising activities.
A letter from King’s College London approving the appointed KCLSU Chief Promoter to
support RAG’s fundraising activities.
Letters from each of the selected charities detailing their permission for RAG to fundraise
on the charities’ behalf.
A document listing the contact details of each selected charity along with registered
charity numbers.
A document covering the aims of each of the charities.
A letter from KCLSU’s insurance company ensuring that RAG’s fundraising activities are
covered by KCLSU’s insurance policy.
Once TfL have agreed the group can collect, they will send RAG a Charities Collection
Pack. This includes a letter of authority, which allows you to collect on the dates and at
the stations listed.

The application for a TfL permit must be received by TfL no later than the 1st of the
month prior to the scheduled date of the collection. The table below shows a formalised
schedule of application closing dates:

Transport for London Regulations
Full regulations from Transport for London regarding underground collections are
available from KCLSU’s Fundraising Coordinator. The key items are listed below:
All collectors must carry on their person:
- The letter of authority issued by TfL.
- The letter of authority issued by the charity/charities
- Proof of identity: Driver’s License/ Passport/ Student ID/ Proof of Age ID.
•• The Collector shall not harass, accost, petition, importune, actively demand,
directly approach or request money or interfere in any way with the London
Underground staff, customers, contractors or visitors. The Collector shall not offend
or cause a nuisance to anyone.
•• All Collectors are required to sign in and sign out for at the beginning and end of the
collecting session using the Visitor Pass Scheme.
•• Whilst on London Underground Charities’ premises, Collectors are required to wear
the Visitor Permit with which they are issued.
•• If for any reason the Charity becomes unable to fulfil their booking, he/she shall
notify London Underground Charities as soon as possible and in any case no
later than five days prior to the agreed date, save in the event of an unforeseen
circumstance that is accepted by London Underground Charities. In the event of an
unforeseen circumstance, the Charity/Collector shall notify London Underground
Charities as soon as practicably possible.
•• Should the average failure to fulfil bookings exceed 25% of all bookings then
London Underground Charities reserve the right to withdraw all future collecting
activities for the named Collector.

Emergency Evacuation Procedure
•• Collectors must follow TfL’s Evacuation Procedure for visitors. Collectors must
comply with the instructions of station staff and/or emergency services personnel
and leave the station by the directed route without hesitation. On leaving the
station, the Collectors must immediately report to and remain at the Staff
Assembly Point (SAP) until a member of staff has identified the Collectors on the
Visitor Register. During an evacuation, the Collectors must not leave the station
of collection. They should return following the incident to sign out or contact
the Charities Helpline. Failure to comply with this requirement shall result in the
Charities future collections being immediately terminated.
•• The Collector shall not be intoxicated, consume alcohol or drugs, smoke, create
litter or consume significant quantities of food when on the Premises.
•• The Collector shall remain within the area designated for his or her collection by
London Underground Charities while collecting. The Collector shall not place or
leave unauthorised obstacles on or about the Pitch. The Collector shall ensure that
his or her equipment, including any receptacle for cash, remains at all times during a
collection within the boundaries of the Pitch.
•• The number of collectors at each station shall not exceed that explicitly stated in
the TfL regulations.
•• Refer to TfL’s fact sheet for crucial procedures for the day of collection.
RAG Raid Applications
To apply for the collection permits of the RAG Raid location, you’ll need to seek the
guidance of the local council for the location you’ve chosen. Be aware that the rules
and regulations for street collections differ for different councils. Enquire about
potential locations in advance to make sure you have enough time to apply for the
desired date. If you need advice on this application process, get in touch with KCLSU’s
Fundraising Coordinator.

Guidance Procedures For Street Collections
To ensure the smooth running of collections on the day(s) of Jingle RAG or RAG Week it’s
important that the RAG committee follow these formalities:
Preceding the Collection
1.	 If a base is required in the reception of Boland House on the day of the collection
please inform KCLSU’s Fundraising Coordinator at least 2 weeks in advance of the
collection date so this space can be booked.
2.	 Provide KCLSU’s Fundraising Coordinator a schedule for the day, including:
Start/Finish collecting times.
Locations permitted to collect – Boroughs/stations.
Names/contact numbers of committee members coordinating the event on the day.
Room booked for money counting.
Where the money will be banked.
3.	 Provide KCLSU’s Fundraising Coordinator with a copy of all permits: Metropolitan
Police/ TfL/ City of London.
4.	 All collection buckets must be numbered consecutively and clearly.
5.	 All collection buckets must clearly display (viewable from at least a 15 feet
distance) the name(s) of the charity/charities being collected for and their registered
charity numbers.
6.	 All collection buckets must have a security seal.
7.	 Have photocopies of all collection permits for each collector.
8.	 Have photocopies of a letter of authorisation from the Chief Promoter of RAG’s
activities at KCLSU. Contact KCLSU’s Fundraising Coordinator for this.
9.	 Collectors must not collect alone. Collectors should collect in groups of two people
or more in the interest of safety.

Day Of Street Collection
1.	 On arrival, the committee must record the name of each fundraiser, their contact
number and the number of a family member or friend in case of emergencies. Use a
spreadsheet to record this.
2.	 The committee must also keep a record of the bucket number issued to each
collector (this is imperative to accord with the street collection follow up procedures
of the Metropolitan Police, City of London and TfL).
3.	 All collectors must have a copy of collection permits issued by the Metropolitan
Police, City of London and TfL for inspection of a police officer.
4.	 All collectors must have a copy of a letter of authorisation from the Chief Promoter
of RAG’s activities at KCLSU. Contact KCLSU’s Fundraising Coordinator for this.
5.	 All collectors must be given the name and number of a RAG committee member.
6.	 Collectors must only collect in locations permitted by approved applications, not on
private property such as shopping malls.
7.	 Collectors must only collect within the hours stated in the approved application.
8.	 Collectors must not shake their collection tins or buckets at the public – this is
an offence.
Counting Process
1.	 All fundraised money must be counted on KCLSU property. Book a secure space
in advance.
2.	 Counters must ensure that the security seal has not been tampered with before
counting the money.
3.	 There must be a minimum of two counters at any time.
4.	 All money fundraised must be banked on the same day of collection (unless
otherwise agreed in advance).
5.	 The collector’s name, collection bucket number and fundraised total must be clearly
recorded in a spreadsheet. This monitoring is critical as the information is requested
by the Metropolitan Police, City of London, and Transport for London.

Street Collection Follow Up Procedures
The Metropolitan Police, the City of London and Transport for London each have financial
regulations that must be followed by RAG. It’s imperative that RAG fully cooperates with
these follow up regulations to ensure that future RAG street collections are approved.
Metropolitan Police Street Collections Follow Up Procedures
Within three months after the date of collection, RAG must forward the following to the
Metropolitan Police:
A statement in the form set out in Schedule 2 showing the amount collected, plus
any expenses or payments in connection with the collection. The Schedule 2 must be
certified by two persons responsible for the collection and also certified by a qualified
accountant (refer to page 22 for details of KCLSU’s qualified accountant).
A list showing the names of the collectors and the amounts contained in each
collection box.
Within three months after the date of collection, RAG must publish a newspaper
article showing:
The name of the Chief Promoter.
The area(s) in which the permit approved the collection.
The name(s) of the charity/charities which benefiting from the collection.
The date of collection.
The total amount collected.
The amount distributed to each charity.
The amount (if any) of expenses and payments incurred in connection with the collection.
Within seven days following the publication of this article, the Chief Promoter needs to
send a copy to the Commissioner of the Metropolitan Police.

City of London Street Collections Follow Up Procedures
If RAG have raised more than £400, within three months after the date of collection,
RAG must forward the following to the Commissioner of the City of London:
A statement set out in the form of Schedule 2showing the total amount collected and the
expenses and payments incurred in connection with the collection. This must be certified
by two of the persons responsible for the collection, and also certified by a qualified
account (refer to page 21 for details of KCLSU’s qualified accountant).
A list showing the names of the collectors and the amount raised in each allocated
collection bucket.
Within three months after the date of collection, RAG must publish a newspaper article
detailing:
The name of the Chief Promoter.
The area(s) in which the permit approved the collection.
The name(s) of the charity/charities benefiting from the collection.
The date of collection.
The total amount collected.
The amount distributed to each charity.
The amount (if any) of expenses and payments incurred in connection with the collection.
Please note the newspaper used for the publication should have circulation within the
City of London.
Within seven days following the publication of this article, the Chief Promoter shall send a
copy to the Commissioner of the City of London.
Transort for London collection Follow Up Procedures
RAG must inform TfL of the results of the collection within 30 days following the date of
collection. TfL do not request a specific method of reporting, however, KCLSU suggests
that a similar format to that of the Metropolitan Police and the City of London follow up
procedures is followed.

Off-Campus Trip Registration and Emergency Procedures
Is your club or group thinking about going on a trip, attending a conference, or engaging in
an international volunteering project which you would not usually carry out in the general
running of your activity group?
If so, KCLSU would like to know about it in order to ensure that your group and participants
are safe and aware of emergency procedures, should you need them.
Please complete the Trip Activity Registration Formand send it to
student.centre@kclsu.org at least five days before a UK trip and at least three weeks before
the scheduled departure of an international trip. KCLSU’s Fundraising Coordinator can offer
guidance and advice on the completion of this form and/or when it is necessary to complete
the form. Please note, KCLSU cannot endorse Sports Tours.
Emergency Procedures
Definition
Organisers of activities must make plans for a suitable response to accidents and incidents.
Information
Activities involving sports, the outdoors, special events or other hazardous activities will
need specific emergency procedures.
KCLSU has a general Emergency Procedure outlined below. It’s primarily for off-campus
activities.
Actions
Most emergency procedures will follow the following format:
•• Assessment of hazards affecting the group plus a suitable response.
•• Treatment and evacuation of any casualties and/or contacting the emergency services.
•• A member of the group stays with the casualty, while the rest return.
•• KCLSU/King’s College London is informed of the incident.
•• Information is not leaked to the media or discussed on social media.
•• The incident is investigated.

In the event of a serious accident or incident
•• Stop and think. Assess the situation. Stay calm.
•• Ensure the group are safe and all are accounted for.
•• Check if there are any hazards that may affect the group.
•• Only attend to any casualties if it is safe to do so.
•• Give any first aid which is within the groups’ capabilities.
•• Get expert help if required.
•• Get/give any third party/witness/insurance details if necessary.
Important: Gain all/any information that may be required by the Emergency Services,
such as names, number of people injured/missing, location (significant landmarks), first
aid given, medical state of all group members, age of group, equipment available to
group, time scales of accident/incident and a brief chronology of accident/incident.
Dial 999 and ask for:
Police, Ambulance, Fire Brigade, Mountain Rescue, Coast Guard or Cave Rescue.
•• Cooperate fully with the emergency services, but do not admit fault.
•• Someone from the group MUST accompany any casualties to the hospital.

•• Details of the incident
•• Actions taken by the group
•• Any other information received

  • 2. KCLSU RAG Guidance: 2014/15 Raising and Giving Society (RAG) get involved in a range of fundraising activities. This document offers step-by-step guidance on how to deliver these activities according to KCLSU’s fundraising guidelines, as well as sticking to the fundraising regulations of external organisations. The fundraising guidance in this document can be used by any ratified student group wanting to fundraise or organise a street collection. Here, Raising and Giving (RAG) Society are used as an example of such a fundraising group. Have a look at kclsu.org for application forms and examples of completed documentation.   • 4. KCLSU RAG Guidance: 2014/15 Fundraising You might want to hold a fundraising activity on or off campus, or maybe hold a bake sale to raise money for charity. The forms you’ll need to fill out for each event are slightly different. Group Fundraising Events This type of fundraising event may include: - Collection tins on campus - Fundraising at a quiz or social - Ticketed events where a proportion of the ticket price is donated to charity If you choose to host any of the fundraising events listed above, you’ll need to follow this procedure: 1. Fill out the Group Charity Fundraising Form and send it to KCLSU’s Fundraising Coordinator no later than two weeks before the scheduled date of the event. 2. Make sure the Risk Assessment attached to the Group Charity Fundraising Form is completed for each event. For advice on completing the Risk Assessment, get in touch with KCLSU’s Fundraising Coordinator. 3. Along with the Group Charity Fundraising Form, you also need to give KCLSU a letter written by your chosen charity stating their approval for RAG to fundraise on their behalf. Only one letter from each selected charity is required to approve all fundraising events. This approval must be sent to KCLSU’s Fundraising Coordinator no later than two weeks prior to RAG’s first fundraising event of the academic year. 4. RAG must follow the counting and banking procedures as stated in Section 4 of the Group Charity Fundraising Form. You’ll be notified within five working days if permission for the event has been granted by KCLSU, or if more information is needed.
  • 5. KCLSU: Your Student’s Union 05 Bake Sales To hold a bake sale to raise money for charity: 1. Fill out the Bake Sale Fundraising Form and send it to KCLSU’s Fundraising Coordinator at least two weeks prior to the scheduled date of the event. 2. Make sure the Risk Assessment attached to the Bake Sale Charity Fundraising Form has been completed for this activity. Familiarise yourself with the controls that need to be in place to minimise the hazards associated with a food preparation activity. 3. If RAG would like to hold the bake sale on King’s College London property rather than KCLSU property, a committee member will need to sign the King’s Food Waiver. The signed document must then be sent to KCLSU’s Fundraising Coordinator along with the Bake Sale Fundraising Form. 4. Only home-baked products can be sold at a charity bake sale. 5. Along with the Bake Sale Fundraising Form, you also need to give KCLSU a letter written by your chosen charity stating their approval for RAG to fundraise on their behalf. Only one letter from each selected charity is required to approve all fundraising events. This approval must be sent to KCLSU’s Fundraising Coordinator no later than two weeks prior to RAG’s first fundraising event of the academic year. 6. At the Bake Sale event a Bake Sale Poster needs to be displayed. This poster advises customers that products available are home-made and may therefore contain ingredients that could trigger allergies. 7. RAG must follow the counting and banking procedures as stated in Section 4 of the Group Charity Fundraising Form. You’ll be notified within five working days if permission for the event has been granted by KCLSU, or if more information is needed.

KCLSU RAG Guidance: 2014/15 Individual Fundraising If a member of RAG wants to engage in a fundraising activity on an individual basis with the aim of the fundraised amount contributing to RAG’s annual total, the individual needs to: 1. Complete the Individual Charity Fundraising Form. This must be sent to the KCLSU Fundraising Coordinator at least two weeks prior to the scheduled date of the event. 2. Make sure that the Risk Assessment attached to the Individual Charity Fundraising Form is completed appropriately for the event. For advice on completing the Risk Assessment, speak to KCLSU’s Fundraising Coordinator. 3. Return the form and Risk Assessment to KCLSU’s Fundraising Coordinator with a letter from the selected charity stating the charity’s approval for the individual to collect on their behalf. 4. Follow the counting and banking procedures as directed in Section 4 of the Individual Charity Fundraising Form.
  • 7. KCLSU: Your Student’s Union 07 Street Collections Securing permission to carry out street collections can take some time, so make sure you’re aware of what’s required and allow enough time. To receive permission to collect on the streets of London, there are two main applications processes to follow, that of the Metropolitan Police and that of the City of London. Metropolitan Police Application Process If RAG wishes to collect on public property (outdoor streets and parks), RAG must secure a permit from the Metropolitan Police prior to the activity taking place. Application for this permit must be received by the Metropolitan Police on the 1st of the month prior to the date of collection. For example, if Jingle RAG is scheduled to run on December 6, the application for a Street Collection permit must be received by the Metropolitan Police by November 1 at the latest. The Metropolitan Police only allow a Charity or an organisation to collect once in each London Borough per year. Therefore RAG need to ensure that they allow enough Boroughs to be shared across Jingle RAG and RAG Week. The Metropolitan Police advertise available dates to collect in London Boroughs across the year. Visit their website for an up to date schedule.
  • 8. KCLSU RAG Guidance: 2014/15 Metropolitan Police Service Street Application Form. A letter from the KCLSU president approving RAG’s fundraising activities. A letter from King’s College London approving the appointed KCLSU Chief Promoter to support RAG’s fundraising activities. Letters from each of the selected charities detailing their permission for RAG to fundraise on the charities’ behalf. A document listing the contact details of each selected charity along with registered charity numbers. A document covering the aims of each of the charities. A letter from KCLSU’s insurance company ensuring that RAG’s fundraising activities are covered by KCLSU’s insurance policy. A letter from the Mayor or Chief Executive of the Borough in which the collection is to be held approving the collection in a letter of sponsorship. To apply for a collection permit from the Metropolitan Police, RAG need to ensure they have all the documents below: KCLSU also advises that a covering letter addressed to the Metropolitan Police is written detailing the specifics of the collection, such as dates, in addition to the documentation listed above.
  • 9. KCLSU: Your Student’s Union 09 Metropolitan Police Street Collection Regulations RAG must adhere to the Metropolitan Police’s regulations. A full list of these can be found on their website. Several key items are also listed below: •• Groups may only collect funds in each Borough one day per year. •• No collection shall be made unless a permit has been obtained from the commissioner. •• No person may assist or take part in any collection unless he is in the possession of a written authority signed by or on behalf of the chief promoter. •• Any person authorised to collect under the above point shall produce that authority forthwith for inspection by any constable. •• No collector shall be under 16 years of age, unless the collection is in connection with a procession, then collectors may be under 16 years of age, but not less than 14, as long as they are accompanied by a responsible adult. •• Collectors should be stationary accept when the collection is accompanied by a procession. •• Collectors should stand at least 25 metres apart. •• Collectors should not cause danger, obstruction, inconvenience or annoyance to any person. •• All collection boxes/buckets should display the name of the charity or fund collecting and should be securely sealed. •• No animal should accompany collections. •• Collectors should carry a written authority or badge signed on behalf of the Chief Promoter. •• No payment should be made to collectors.

KCLSU RAG Guidance: 2014/15 The application for a City of London permit must be received by the City of London Licensing Team no later than the 1st of the month prior to the scheduled date of the collection. Please also note that the City of London only issue collection permits for Tuesdays and Fridays on a first come first served basis, and each organisation is permitted one collection per year subject to the availability of dates. To apply for a collection permit from the City of London Licensing Team, RAG need to make sure they have all the documents below before sending applications to the City of London: Public Charitable Street Collection Application. This application can also be made online. A letter from the KCLSU President approving RAG’s fundraising activities. A letter from King’s College London approving the appointed KCLSU Chief Promoter to support RAG’s fundraising activities. Letters from each of the selected charities detailing their permission for RAG to fundraise on the charities’ behalf. A document listing the contact details of each selected charity along with registered charity numbers. A document covering the aims of each of the charities. A letter from KCLSU’s insurance company ensuring that RAG’s fundraising activities are covered by KCLSU’s insurance policy. A letter from the Mayor or Chief Executive of the Borough in which the collection is to be held approving the collection in a letter of sponsorship. City of London Application Process To collect money for charity in a public space within the City of London, RAG must secure the appropriate permit from the City of London Licensing Team. Applications made to the City of London will entitle RAG to collect in: •• Aldgate •• Bank •• Barbican •• Blackfriars •• Cannon Street •• Liverpool Street •• Mansion House •• Monument •• Moorgate •• St Paul’s •• Tower Hill KCLSU also advises that a covering letter addressed to the City of London Licensing Team is written detailing the specifics of the collection, such as dates, in addition to the documentation listed above.

KCLSU: Your Student’s Union 011 City of London Collection Regulations Full regulations from the City of London on street collections can be found on their website, however the key items are listed below: •• Full details of the three persons who will be jointly responsible for the street collection must be included on the application form. •• Organisations that have not previously held a collection in the City of London are required to forward literature regarding the aims and objectives of the charity or fund, the organisation’s current annual report and the last accounts of a similar collection held in another area, if applicable. •• No payment by way of reward shall be made to any collector and no payments from the proceeds of a collection may be made either directly or indirectly to any persons connected with the promotion or conduct of such collection or in respect of services connected there with unless approved. •• No person may assist or take part in any collection unless in possession of a written authority signed on behalf of the Chief Promoter and must produce that authority on request of any constable. •• Every collector shall carry a collecting box securely closed and sealed to prevent it being opened without breaking the seal and all monies shall be placed therein. •• Every collecting box, receptacle or tray must prominently display the name of the benefiting charity or fund thereon. Every collecting box must be duly numbered and the name of the person to whom issued shall be entered on a list. •• A maximum of 10% of the funds collected may be used to cover expenses involved in the collection.
  • 12. KCLSU RAG Guidance: 2014/15 Transport for London (TfL) If RAG wishes to collect in tube stations around London, applications must be made to Transport for London. To begin this application process, the Permit Officer must contact TfL via telephone, email or letter to register RAG’s interest to collect. This contact must include the following information: Your name Your address Your phone number The charity’s name The charity’s number The name of your contact at the charity When and where you want to collect Following this contact, TfL will send RAG an application form. As per Metropolitan Police applications and City of London applications, KCLSU advises that along with the application form the committee also provides TfL with: A letter from KCLSU’s President approving RAG’s fundraising activities. A letter from King’s College London approving the appointed KCLSU Chief Promoter to support RAG’s fundraising activities. Letters from each of the selected charities detailing their permission for RAG to fundraise on the charities’ behalf. A document listing the contact details of each selected charity along with registered charity numbers. A document covering the aims of each of the charities. A letter from KCLSU’s insurance company ensuring that RAG’s fundraising activities are covered by KCLSU’s insurance policy. Once TfL have agreed the group can collect, they will send RAG a Charities Collection Pack. This includes a letter of authority, which allows you to collect on the dates and at the stations listed.
  • 13. KCLSU: Your Student’s Union 013 The application for a TfL permit must be received by TfL no later than the 1st of the month prior to the scheduled date of the collection.   • 14. KCLSU RAG Guidance: 2014/15 Transport for London Regulations Full regulations from Transport for London regarding underground collections are available from KCLSU’s Fundraising Coordinator. The key items are listed below: All collectors must carry on their person: - The letter of authority issued by TfL. - The letter of authority issued by the charity/charities - Proof of identity: Driver’s License/ Passport/ Student ID/ Proof of Age ID. •• The Collector shall not harass, accost, petition, importune, actively demand, directly approach or request money or interfere in any way with the London Underground staff, customers, contractors or visitors. The Collector shall not offend or cause a nuisance to anyone. •• All Collectors are required to sign in and sign out for at the beginning and end of the collecting session using the Visitor Pass Scheme. •• Whilst on London Underground Charities’ premises, Collectors are required to wear the Visitor Permit with which they are issued. •• If for any reason the Charity becomes unable to fulfil their booking, he/she shall notify London Underground Charities as soon as possible and in any case no later than five days prior to the agreed date, save in the event of an unforeseen circumstance that is accepted by London Underground Charities. In the event of an unforeseen circumstance, the Charity/Collector shall notify London Underground Charities as soon as practicably possible. •• Should the average failure to fulfil bookings exceed 25% of all bookings then London Underground Charities reserve the right to withdraw all future collecting activities for the named Collector.
  • 15. KCLSU: Your Student’s Union 015 Emergency Evacuation Procedure •• Collectors must follow TfL’s Evacuation Procedure for visitors. Collectors must comply with the instructions of station staff and/or emergency services personnel and leave the station by the directed route without hesitation. On leaving the station, the Collectors must immediately report to and remain at the Staff Assembly Point (SAP) until a member of staff has identified the Collectors on the Visitor Register. During an evacuation, the Collectors must not leave the station of collection. They should return following the incident to sign out or contact the Charities Helpline. Failure to comply with this requirement shall result in the Charities future collections being immediately terminated. •• The Collector shall not be intoxicated, consume alcohol or drugs, smoke, create litter or consume significant quantities of food when on the Premises. •• The Collector shall remain within the area designated for his or her collection by London Underground Charities while collecting. The Collector shall not place or leave unauthorised obstacles on or about the Pitch. The Collector shall ensure that his or her equipment, including any receptacle for cash, remains at all times during a collection within the boundaries of the Pitch. •• The number of collectors at each station shall not exceed that explicitly stated in the TfL regulations. •• Refer to TfL’s fact sheet for crucial procedures for the day of collection. RAG Raid Applications To apply for the collection permits of the RAG Raid location, you’ll need to seek the guidance of the local council for the location you’ve chosen. Be aware that the rules and regulations for street collections differ for different councils. Enquire about potential locations in advance to make sure you have enough time to apply for the desired date. If you need advice on this application process, get in touch with KCLSU’s Fundraising Coordinator.

KCLSU RAG Guidance: 2014/15 Guidance Procedures For Street Collections To ensure the smooth running of collections on the day(s) of Jingle RAG or RAG Week it’s important that the RAG committee follow these formalities: Preceding the Collection 1. If a base is required in the reception of Boland House on the day of the collection please inform KCLSU’s Fundraising Coordinator at least 2 weeks in advance of the collection date so this space can be booked. 2. Provide KCLSU’s Fundraising Coordinator a schedule for the day, including: Start/Finish collecting times. Locations permitted to collect – Boroughs/stations. Names/contact numbers of committee members coordinating the event on the day. Room booked for money counting. Where the money will be banked. 3. Provide KCLSU’s Fundraising Coordinator with a copy of all permits: Metropolitan Police/ TfL/ City of London. 4. All collection buckets must be numbered consecutively and clearly. 5. All collection buckets must clearly display (viewable from at least a 15 feet distance) the name(s) of the charity/charities being collected for and their registered charity numbers. 6. All collection buckets must have a security seal. 7. Have photocopies of all collection permits for each collector. 8. Have photocopies of a letter of authorisation from the Chief Promoter of RAG’s activities at KCLSU. Contact KCLSU’s Fundraising Coordinator for this. 9. Collectors must not collect alone. Collectors should collect in groups of two people or more in the interest of safety.
  • 17. KCLSU: Your Student’s Union 017 Day Of Street Collection 1. On arrival, the committee must record the name of each fundraiser, their contact number and the number of a family member or friend in case of emergencies. Use a spreadsheet to record this. 2. The committee must also keep a record of the bucket number issued to each collector (this is imperative to accord with the street collection follow up procedures of the Metropolitan Police, City of London and TfL). 3. All collectors must have a copy of collection permits issued by the Metropolitan Police, City of London and TfL for inspection of a police officer. 4. All collectors must have a copy of a letter of authorisation from the Chief Promoter of RAG’s activities at KCLSU. Contact KCLSU’s Fundraising Coordinator for this. 5. All collectors must be given the name and number of a RAG committee member. 6. Collectors must only collect in locations permitted by approved applications, not on private property such as shopping malls. 7. Collectors must only collect within the hours stated in the approved application. 8. Collectors must not shake their collection tins or buckets at the public – this is an offence. Counting Process 1. All fundraised money must be counted on KCLSU property. Book a secure space in advance. 2. Counters must ensure that the security seal has not been tampered with before counting the money. 3. There must be a minimum of two counters at any time. 4. All money fundraised must be banked on the same day of collection (unless otherwise agreed in advance). 5. The collector’s name, collection bucket number and fundraised total must be clearly recorded in a spreadsheet. This monitoring is critical as the information is requested by the Metropolitan Police, City of London, and Transport for London.

KCLSU RAG Guidance: 2014/15 Street Collection Follow Up Procedures The Metropolitan Police, the City of London and Transport for London each have financial regulations that must be followed by RAG. It’s imperative that RAG fully cooperates with these follow up regulations to ensure that future RAG street collections are approved. Metropolitan Police Street Collections Follow Up Procedures Within three months after the date of collection, RAG must forward the following to the Metropolitan Police: A statement in the form set out in Schedule 2 showing the amount collected, plus any expenses or payments in connection with the collection. The Schedule 2 must be certified by two persons responsible for the collection and also certified by a qualified accountant (refer to page 22 for details of KCLSU’s qualified accountant). A list showing the names of the collectors and the amounts contained in each collection box. Within three months after the date of collection, RAG must publish a newspaper article showing: The name of the Chief Promoter. The area(s) in which the permit approved the collection. The name(s) of the charity/charities which benefiting from the collection. The date of collection. The total amount collected. The amount distributed to each charity. The amount (if any) of expenses and payments incurred in connection with the collection. Within seven days following the publication of this article, the Chief Promoter needs to send a copy to the Commissioner of the Metropolitan Police.

KCLSU: Your Student’s Union 019 City of London Street Collections Follow Up Procedures If RAG have raised more than £400, within three months after the date of collection, RAG must forward the following to the Commissioner of the City of London: A statement set out in the form of Schedule 2showing the total amount collected and the expenses and payments incurred in connection with the collection. This must be certified by two of the persons responsible for the collection, and also certified by a qualified account (refer to page 21 for details of KCLSU’s qualified accountant). A list showing the names of the collectors and the amount raised in each allocated collection bucket. Within three months after the date of collection, RAG must publish a newspaper article detailing: The name of the Chief Promoter. The area(s) in which the permit approved the collection. The name(s) of the charity/charities benefiting from the collection. The date of collection. The total amount collected. The amount distributed to each charity. The amount (if any) of expenses and payments incurred in connection with the collection. Please note the newspaper used for the publication should have circulation within the City of London. Within seven days following the publication of this article, the Chief Promoter shall send a copy to the Commissioner of the City of London. Transort for London collection Follow Up Procedures RAG must inform TfL of the results of the collection within 30 days following the date of collection. TfL do not request a specific method of reporting, however, KCLSU suggests that a similar format to that of the Metropolitan Police and the City of London follow up procedures is followed.

KCLSU RAG Guidance: 2014/15 Off-Campus Trip Registration and Emergency Procedures Is your club or group thinking about going on a trip, attending a conference, or engaging in an international volunteering project which you would not usually carry out in the general running of your activity group? If so, KCLSU would like to know about it in order to ensure that your group and participants are safe and aware of emergency procedures, should you need them. Please complete the Trip Activity Registration Formand send it to student.centre@kclsu.org at least five days before a UK trip and at least three weeks before the scheduled departure of an international trip. KCLSU’s Fundraising Coordinator can offer guidance and advice on the completion of this form and/or when it is necessary to complete the form. Please note, KCLSU cannot endorse Sports Tours. Emergency Procedures Definition Organisers of activities must make plans for a suitable response to accidents and incidents. Information Activities involving sports, the outdoors, special events or other hazardous activities will need specific emergency procedures. KCLSU has a general Emergency Procedure outlined below. It’s primarily for off-campus activities. Actions Most emergency procedures will follow the following format: •• Assessment of hazards affecting the group plus a suitable response. •• Treatment and evacuation of any casualties and/or contacting the emergency services. •• A member of the group stays with the casualty, while the rest return. •• KCLSU/King’s College London is informed of the incident. •• Information is not leaked to the media or discussed on social media. •• The incident is investigated.
  • 21. KCLSU: Your Student’s Union 021 In the event of a serious accident or incident •• Stop and think. Assess the situation. Stay calm. •• Ensure the group are safe and all are accounted for. •• Check if there are any hazards that may affect the group. •• Only attend to any casualties if it is safe to do so. •• Give any first aid which is within the groups’ capabilities. •• Get expert help if required. •• Get/give any third party/witness/insurance details if necessary. Important: Gain all/any information that may be required by the Emergency Services, such as names, number of people injured/missing, location (significant landmarks), first aid given, medical state of all group members, age of group, equipment available to group, time scales of accident/incident and a brief chronology of accident/incident. Dial 999 and ask for: Police, Ambulance, Fire Brigade, Mountain Rescue, Coast Guard or Cave Rescue. •• Cooperate fully with the emergency services, but do not admit fault. •• Someone from the group MUST accompany any casualties to the hospital.
