Section 702 of FISA allows the targeting of communications of foreign persons located abroad for foreign intelligence purposes. It prohibits targeting US persons anywhere or targeting persons abroad to acquire information from someone in the US. The Foreign Intelligence Surveillance Court annually reviews certifications defining categories of foreign targets and targeting/minimization procedures. Strict rules are in place to protect privacy, including requiring a foreign intelligence purpose for each use, documenting all targeting decisions, and promptly destroying any non-relevant information about US persons. Compliance is monitored through government and court reviews.
