Traditionally, production has been regulated to meet consumption, but renewable energy is challenging this model. It is increasingly important that demand can flexibly respond to changes in supply. A research program called SGEM explored how to reform market structures to incentivize flexible demand response by consumers. The program demonstrated how demand from households could be controlled through smart meters and pricing models to shift consumption away from peak times and help balance the electricity grid. Further changes are still needed to pricing policies and cooperation across the electricity supply chain to fully realize the benefits of flexible consumption.

The document discusses making electricity consumption more flexible to accommodate the fluctuating production of solar and wind energy. Traditionally, production has been regulated to meet consumption, but renewable energy is challenging this model. It is increasingly important that demand can flexibly respond to changes in supply. A research program called SGEM explored how to reform market structures to incentivize flexible demand response by consumers. The program demonstrated how demand from households could be controlled through smart meters and pricing models to shift consumption away from peak times and help balance the electricity grid. Further changes are still needed to pricing policies and cooperation across the electricity supply chain to fully realize the benefits of flexible consumption.

1. SMART GRIDS AND ENERGY MARKETS
Visiot uusiutuvien energialähteiden lisääntymisestä
perustuvat pitkälti hajautettuun pientuotantoon.
Yritysten ja kotitalouksien odotetaan tuottavan
sähköä esimerkiksi pienen tuulivoimalan tai aurinko-
paneelien avulla.
SGEM-ohjelmassa selvitettiin suomalaisten kotitalo-
uksien halukkuutta aurinkosähkön pientuotantoon.
Tutkimuksen ensimmäisessä osassa 20 energia-alan
asiantuntijaa ja 17 aurinkopaneelien omistajaa
kertoivat näkemyksensä aiheesta.
Tutkimuksen mukaan suurin syy pientuotannon
vähäiseen suosioon on laitteistoinvestoinnin pitkä
takaisinmaksuaika, joka on monesti jopa 25 vuotta.
”Asiantuntijat uskovat, että investoinnin takaisinmak-
suajan pitäisi painua alle 10 vuoteen, jotta kuluttajat
innostuisivat laajamittaisesti omasta sähköntuotan-
nosta”, sanoo energiamarkkinoiden tutkija Merja
Pakkanen Vaasan yliopistosta. Hänen mukaansa
takaisinmaksuaikaa piti liian pitkänä valtaosa niistäkin,
jotka olivat asentaneet aurinkopaneelit.
”Samat ihmiset saattoivat kuitenkin perustella
hankintaansa sillä, että paneelit tuottavat ilmaista
sähköä”, Pakkanen huomauttaa. Moni perusteli inves-
tointiaan myös ympäristöarvoilla, ja osaa sähköntuot-
taminen kiinnosti teknisesti, vaikka tuotepaketti ei
edellyttänytkään teknistä osaamista.
Ennen aurinkopaneelien hankintaa omakotitalon
omistajia oli kiinnostanut turvallisuus liittyen talon
kattoon.
”Kokemukset ovat olleet myönteisiä, ja lähes kaikki
olivat valmiita suosittelemaan paneeleja muillekin.”
Jokaisella haastatellulla pientuottajalla on mahdol-
lisuus käyttää tuottamansa sähkö itse tai syöttää sitä

verkkoon. Edullisinta olisi käyttää sähkö itse, mutta
aurinkoiset tunnit ja talouden sähkönkulutus eivät
välttämättä osu luontevasti yksiin. Pakkasen mukaan
moni pientuottaja oli järjestelmällisesti siirtänyt
kulutustaan aurinkoisiin tunteihin, mutta kaikilla ei
ollut siihen kiinnostusta tai aikaa.
Haastateltujen pientuottajien keski-ikä, 59 vuotta,
vastasi haastateltujen asiantuntijoiden arviota, jonka
mukaan potentiaalisimmat sähkön pientuottajat ovat
yli 50-vuotiaita.
”Nuorilla voi olla suurikin halu uusiutuvan energian
hajautettuun tuotantoon, mutta heillä saattaa olla
myös pian edessä muutto toiseen kiinteistöön.
Olisikin tärkeää nähdä aurinkopaneelit sijoituksena,
joka nostaa kiinteistön arvoa heti ja tuottaa pidem-
mällä aikavälillä”, toteaa tutkimuksen asiantuntijahaas-
tatteluun osallistunut tuotepäällikkö Olli Raatikainen
Fortumista. Hänen mukaansa tutkimus toi havainnol-
lisesti esille hajautetun tuotannon suosiota sekä sen
leviämisen edellytyksiä.
Tutkimuksen toisessa osassa tutkijat selvittivät netti-
kyselynä niiden kuluttajien näkemyksiä, jotka eivät
ole hankkineet aurinkopaneeleja. Tutkimukseen
osallistui 198 omakotitaloasukasta. Näistä 74 % piti
sähkölaskun merkitystä suurena ja sähkölämmittä-
jistä vielä useampi.
Tuuli- ja aurinkovoimasta kuluttajilla oli niin
myönteisiä kuin kielteisiäkin näkemyksiä, mutta
pääosin niiden lisäämistä kannatettiin. Kotitalouksien
omasta sähköntuotannosta suurin osa tiesi vain
vähän tai ei mitään. Aurinkopaneelien sopivana
investointikustannuksena vastaajat pitivät noin 4 000
euroa ja takaisinmaksuaikana kahdeksaa vuotta.
Kotitalouksilla on paikka tulevaisuuden
sähköjärjestelmässä sähkön kuluttajina mutta myös
pientuottajina. Ovatko suomalaiset valmiita tähän?
