Shanghai is introducing energy management contracting (EMC) to improve energy efficiency. The municipal government established offices and organizations to facilitate EMC projects between energy service companies and corporations seeking energy savings. Policies promote EMC by recording qualified service companies, registering EMC projects, and providing financial rewards based on energy conserved. Efforts include financing EMC projects through banks, publishing project information, and conducting publicity training. In 2014, 112 new service companies registered and 157 EMC projects were completed, saving over 40,000 tons of coal. The government aims to expand EMC through more supportive policies and credit ratings to encourage further energy efficiency gains.
