Having been through two federal programs in the United States, we now have top down attention and approaches being created. We learned from BTOP (Broadband Technology Opportunities Program) the necessity of working through trusted organizations and individuals to increase information technology skills and home broadband adoption. Local approach is essential.
Institutionalizing digital inclusion brings necessary attention and funding. Seattle and Minneapolis have staff dedicated to leading and coordinating digital inclusion efforts. Austin and Chicago are investing local resources in digital inclusion. The Google Fiber being deployed in Kansas City has resulted in funding and community collaborations focused upon making sure all residents benefit from the high-speed network in Kansas City. One of Broadband Rhode Island’s strategies has been to integrate digital inclusion into existing programs and initiatives. They have successfully had broadband data included in an open data warehouse, digital literacy included in the state’s adult education program, and broadband infrastructure and adoption data included in a statewide planning process.

Request for Proposal (RFP) No. 1390-13069 for Cook County Website Implementat...Daniel X. O'Neil
In order to achieve the objective of improving service delivery to Cook County residents, the Bureau of Technology, through the Office of the Chief Procurement Officer (“Procurement”), is issuing this Cook County Website Implementation, Branding, and Governance (RFP). The purpose of this RFP is to provide adequate background, knowledge and scope for Proposers to propose a solution that meets the described requirements in alignment with website implementation best practices. The County intends to award one contract for up to five (5) years with two (2) 2-year-extension options. The length of the contract and renewal options are intended to provide long term support and maintenance. Upon successfully completing this initiative the County expects to meet the following business goals and objectives:
a. Define an effective website communications and service delivery strategy;
b. Define website communications and service delivery governance;
c. Improve service delivery;
d. Communicate services effectively;
e. Increase website use by Cook County residents and other external users (community);
f. Implement innovative ideas to leverage existing paper forms and content;
g. Implement innovative ideas to gradually reduce physical mailing costs;
h. Protect private information;
i. Increase two-way communication with the community;
j. Apply all applicable data security standards.
The Green Alley Program is a new approach to CDOT’s
existing alley program. Alleys provide a great benefi t
for the City, but like all infrastructure, they also require
maintenance and periodic reconstruction. Flooding is often
an issue in alleys because many alleys in the City were
built without a connection to the City’s combined sewer and
stormwater system.
While one solution to this problem is to install expensive
connections to the City sewer system, the Green Alley
Program also looks at other more sustainable solutions.
In particular, where soil conditions are appropriate, water
is allowed to infi ltrate into the soils through permeable
pavement or infi ltration basins, instead of being directed
into the sewer system or onto adjacent property. This not
only solves a persistent problem, but it also provides an
environmental benefi t by cleaning and recharging the
ground water. Furthermore, by not sending additional
water to the combined sewer system a green alley can help
alleviate basement and other fl ooding issues.
You, the adjacent property owner, can make a difference
by instituting other best management practices (BMPs) on
your property. These can range from recycling to installing
your own rain garden, which can help alleviate fl ooding even
further.
This handbook will explain why the city is interested in
sustainable alley design, illustrate the BMP techniques
the City will use in green alley design, and provide sample
layouts of how these elements have been combined in pilot
applications. In addition, information and resources are
provided for property owners interested in implementing
their own environmental BMPs.
The Lethbridge Community Network presented its “ Urban Wi-Fi Initiative “ to City Council on Monday.
Building upon LCN’s success in providing community access to information since 2004, the
URBAN Wi-Fi INITIATIVE
comprises three key phases directed towards ease of access to information in Lethbridge.
1. Develop a network of free, public, Wi-Fi hotspots in the city, covering major gathering areas (bus transfer points, public parks, cultural centers) and recreation areas (sports venues, arenas etc.)
2. Building a hi-tech transit station (stop) downtown equipped with solar power for LED displays of schedules, local events and advertising, climate controlled, and USB charging ports.
3. Enabling Wi-Fi access on public transportation vehicles throughout the city.

The City of Chicago Office of Inspector General (OIG) is an independent, nonpartisan oversight agency whose mission is to promote economy, efficiency, effectiveness, and integrity in the administration of programs and operation of City government.
The OIG Audit and Program Review (APR) section supports the OIG mission by conducting independent, objective analysis and evaluation of municipal programs and operations, issuing public reports, and making recommendations to strengthen and improve the delivery of public services.
APR audits of Chicago municipal programs and operations are conducted as performance audits in accordance with generally accepted Government Auditing Standards (GAS or “Yellow Book,” December 2011 revision) established by the United States Government Accountability Office. GAS defines “performance audits” as “audits that provide findings or conclusions based on an evaluation of sufficient, appropriate evidence against criteria” (GAS 2.10). In addition to performance audits, APR may also generate non-audit work such as descriptions of programs or other non-evaluative reports.
APR’s role is separate from but complementary to the OIG Investigations section. While Investigations primarily examines allegations of individual misconduct or wrongdoing, APR focuses on the effectiveness and efficiency of programs and processes—not individuals. APR is also distinct from the OIG Hiring Oversight unit, which performs legally mandated audits and reviews of the City’s hiring and employment practices to ensure compliance with the various City hiring Plans.
GIS Data Sharing Policies & Procedures of the City of Chicago Department of I...Daniel X. O'Neil
The City of Chicago creates and maintains extensive GIS databases to support citywide operations. This data is not subject to FOIA requests, per State of Illinois Bill 1706. Therefore, the distribution of GIS data to external entities, including commercial, educational, not-for-profit, and governmental organizations, is at the prerogative of the City of Chicago.
Data will be shared with external entities based on the following criteria:
• Wherever possible, direct requestors to publicly available internet sources of map information
• Distribution of data should not incur a threat to security
• Only geographical subset area will be distributed, not entire data sets
• Most attribute data will be removed prior to distribution
• Distribution should be made in the form of images or shapefiles
• Only data that is created by the City of Chicago may be shared. Data obtained from other governmental or licensed sources may not be distributed externally.
• The authoring / business owner of the information shared must be consulted and notified.
The Chicago Police Department’s Information Collection for Automated Mapping...Daniel X. O'Neil
Computerized mapping is emerging as an effective tool to help police departments track criminal activity in neighborhoods. Combined with a technique known as geocoding (which verifies addresses and links other geographic information with them), computer mapping software can combine data sets to provide a multidi- mensional view of crime and its potential contributing factors.
Although many large police departments are using this technology, the Chicago Police Department (CPD) has put together one of the most accessible and easy-to-use programs in the Nation. Since its imple- mentation in May 1995, the Information Collection for Automated Mapping (ICAM) program has been praised by the city’s police officials, beat officers, and the public.
Because the mapping program was cre- ated in conjunction with the Department’s community policing program, the maps have been an effective way to work with residents on addressing problems in their neighborhoods. The maps are expected to become regular features of neighborhood beat meetings with police officers.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. OPTIONS FOR MORE THAN ONE MILLION CHICAGOANS
Chicago To Serve as Pilot City in National “EveryoneOn” Campaign That Will Build on City’s Track
Record of Bridging the Digital Divide
Mayor Rahm Emanuel today was joined by Zach Leverenz, the Chief Executive Officer of the
national non-profit Connect 2 Compete, to announce that Chicago will be a pilot city in the
national EveryoneOn campaign that aims to increase digital literacy and access to the internet.
As part of this initiative, 1.1 million Chicagoans will be eligible for a new low-cost wireless
internet option, building on the success of the Comcast Internet Essentials initiative that Mayor
Emanuel announced in 2011 and bringing vital connectivity to more residents across the city.
“Digital skills are 21st century workforce skills, making digital literacy training and affordable
access to high-speed Internet service game changers for children and adults,” said Mayor
Emanuel. “From day one we have worked to increase internet connectivity and knowledge for
our residents, especially in neighborhoods that have traditionally been underserved. This is a
great example of the public and the private sectors working together to craft innovative
solutions to prepare our workforce for the global economy.”
EveryoneON couples increasing low-cost internet access with free internet training and brings
together public and private organizations to realize this goal. The organization chose Chicago
as a pilot city based on Chicago’s strong track record in expanding internet access and success
increasing digital literacy. EveryoneON will apply what they learn in Chicago as they expand
across the country. This partnership includes Connect 2 Compete, FreedomPop, Comcast, the
Ad Council, Chicago Public Library, Chicago Housing Authority, the SmartChicago Collaborative,
Chicago Public Schools, the City Colleges of Chicago, and others.
2. “The digital divide is solvable now, and the solution requires collective will and bold action. We
are excited to be launching this pilot in Chicago and look forward to continuing it in cities
across the country,” said Zach Leverenz, Chief Executive Officer of Connect 2 Compete.
The importance of internet access and digital literacy skills in today’s economy is clear.
Preliminary data from the City’s computer centers indicates that Chicago residents who have
received technology training from those centers in targeted neighborhoods are 13 percent
more likely to obtain employment or increase their net income. Additionally, a University of
Illinois at Chicago study found that employees who use the Internet or a computer at work
have weekly wages that are 14 to 17 percent higher than those that don’t.
This new initiative builds upon the existing partnership between the City and the Comcast
Internet Essentials program. Launched in 2011, Internet Essentials has to date connected over
11,000 Chicago families whose children are eligible for free or reduced-price lunches to low-
cost, high-speed internet, making Chicago the top city in the country for participation. The
EveryoneON campaign in Chicago continues the Internet Essentials partnership and adds a
second low-cost option from FreedomPop that utilizes a high-speed, 4G wireless network. This
new option will reach a broader target audience of 1.1 million Chicago residents living in zip
codes where the median income is $35,000 or less. As part of the City of Chicago's role as a pilot
city, the SmartChicago Collaborative will work with FreedomPop to collect data and feedback
from local users of the FreedomPop offering that will help refine the program and benefit users
across the country.
In addition to the success of Comcast’s Internet Essentials partnership, Chicago has leveraged
federal Broadband Technology Opportunities Program funding and other resources to:
Establish free Wi-Fi at 28 public computer center sites and upgraded free Wi-Fi at 66
Chicago Public Library branches;
Provide over 180,000 hours of instructor-led technology training to 29,300 Chicagoans
citywide;
Help at least 570 Chicagoans find jobs through 180,000 one-on-one CyberNavigator
assistance sessions at the libraries;
Deliver technology training to over 1,000 small businesses;
Provide out-of-school digital media programming to 1,350 youth;
Establish the Connect Chicago network to bring together over 250 locations that offer
free digital skills training throughout the City; and
Install over 1,400 computer stations at 170 public computer centers citywide, located in
CHA facilities, CCC campuses, community centers, libraries and Veterans Resource
Centers.
