This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

I. PURPOSE
To establish a uniform procedure and documentation for the proper use of the County
Vehicle Fuel Access Card, the personally assigned County Fuel Access Card (P-Fuel
Card), the personally assigned Key Fuel FOB (P-FOB) and the personally assigned
County Voyager Credit Card issued to OC Animal Care vehicle operators.
II. POLICY
The use of the Vehicle Fuel Access Card, the P-Fuel Card, the P-FOB and County
Voyager Credit Card must, at all times, remain in compliance with this policy. All
personnel (P-Fuel Card holders and P-FOB holders) shall adhere to the proper use of the
P-Card and/or P-FOB.

Applicable to all personnel authorized to operate a County vehicle.

A five-digit P-Fuel Card or a P-FOB is individually assigned to each
authorized OC Animal Care driver. Drivers must have their P-Fuel Card or P-
FOB readily available at all times in the event a County vehicle needs fuel.
Each County vehicle is also assigned a fuel access card. The County Vehicle
Fuel Access Card is located in the white registration book inside the vehicle’s
glove compartment or the driver’s door side storage compartment. Use of the
County Fuel Access Card and either the P-Fuel Card or P-FOB are required
when fueling the vehicle at any County gas station.
1. The automated fuel system will prompt the driver for information with respect
to the County Fuel Access Card, the P-Fuel Card or the P-FOB and the
vehicles’ mileage. In the event the County Fuel Access Card, P-Fuel Card or
P-FOB is not functioning or is unavailable, any garage technician can assist in
fueling the vehicle during normal business hours.
B. Operation of the County Voyager Credit Card.
1. The County issued Voyager credit card is another option to fuel the County
vehicle. In the event the County fuel stations are inoperable or an unforeseen
emergency situation occurs where drivers cannot use the County fuel station
prior to responding to the incident, the Voyager credit card may be used with
Watch Commander approval.
2. The Voyager credit card can be used at any commercial gas station. Follow
normal credit card directions. The pin number will be the four digit County
unit number of the vehicle being driven which is located on the front
windshield and/or the rear window of each unit.
3. When utilizing the Voyager credit card, the information is to be recorded on
the Dispatch Radio Journal. The driver shall provide the Dispatcher with the
County vehicle’s mileage, the name and location of the gas station, the unit
number, how many gallons of gas were purchased and who approved usage of
the Voyager credit card.

C. Tracking of the County P-Fuel Card, P-FOB and County Voyager Credit Card.
1. Each individual P-Fuel Card, P-FOB and Voyager credit card assignment will
be stored in the shared “Z” drive on separate spreadsheets in the Vehicle Fleet
folder. The names of all card holders will be listed.
In the event a new employee requires a County P-Fuel Card, P-FOB or
County Voyager Credit Card, that employee’s supervisor will provide the
information to the OC Animal Care Fleet Service Coordinator (FSC) who will
request the cards from the Civic Center Garage. The FSC will update the lists
on the “Z” drive.
It is the responsibility of each employee assigned a P-Fuel Card, P-FOB or
County Voyager Credit Card to report lost or stolen cards within 24 hours of
knowledge of the loss or theft.
2. When an employee is no longer employed by OC Animal Care, the supervisor
at the time of separation will return the P-Fuel Card, P-FOB and Voyager
credit card to the FSC. The FSC will return the items to the Civic Center
Garage and have them deleted from the fuel system. The list on the “Z” drive
will be updated by the FSC once the items are turned in.
D. The following County service stations are to be utilized for fueling, servicing and
repairs of County vehicles:
