Paris, le 2 juin 2014. Les décrets sur le panier de soins ANI et le cahier des charges définissant les contrats responsables sont attendus depuis plusieurs mois. Cette situation paralyse le marché de la complémentaire santé collective et les négociations de branche qui auraient dû s’achever avant le 1er juillet 2014. De nouvelles versions des projets ont été rendues publiques. Une nouvelle fois, ces textes ne vont pas dans le sens de la simplification et engendrent des obligations supplémentaires pour les entreprises. Pour cette raison, l’Institut de la Protection Sociale (IPS) demande une rédaction mieux aboutie et le report de la date d’entrée en vigueur des décrets.

Prescription Event Monitoring & Record Linkage Systems
- Prescription-Event Monitoring (PEM) was established in 1981 to study the safety of new medications as used in general practice, as pre-marketing trials have limitations. PEM involves collecting data on all clinical events reported by patients after being prescribed a new drug.
- PEM provides clinically useful safety information as it establishes incidence densities of reported events from monitoring thousands of initial prescriptions of new drugs in real-world settings. This allows rare adverse drug reactions to be detected.

PLM is a tool that helps manage product data and development processes across an organization. It integrates information about products from design through manufacturing and allows for collaboration between teams. Key benefits of PLM include reduced costs, improved quality, and faster time-to-market through features like centralized product information storage, workflow management of development processes, and control of product structures and configurations. PLM systems connect to other enterprise systems like ERP and SCM to share engineering and commercial data.

- Prescription-Event Monitoring (PEM) is a non-interventional observational cohort technique used to study the safety of new medications prescribed by general practitioners. It involves collecting data on all clinical events reported by patients after being prescribed a new drug.
- PEM provides clinically useful safety information as it establishes incidence densities for all reported events during treatment with the monitored drug based on data collected from the first 5,000-18,000 prescriptions. This allows for comparisons of event rates before and after drug use.
- While PEM provides nationally representative data on new drugs in real-world settings, it also has disadvantages like an inability to measure compliance or determine use of non-prescription medications.
