tarPradesh,Naddasaid,
“Those appeasing Mus-
lims don’t know that
there’s no Triple Talaq
in Afghanistan or Paki-
stan or Bangladesh or
Iran or Iraq or Indone-
sia. These Muslim na-
tions did not have Triple
Talaq but our secular
nation had it. PM Modi
gave freedom to crores
of Muslim women.” At-
tacking Congress and
Samajwadi Party, he
said, “When Prime Min-
ister Modi talked about
SwachhBharatfromthe
ramparts of the Red
Fort, then Congress and
SP leaders born with a
silver spoon used to
laugh and joke. Ram
Manohar Lohia ji had
also expressed concern
in 1960 over the lack of
toilet facilities for wom-
en in Parliament.”
Furthering his attack
on Akhilesh Yadav, he
said, “During the SP
government, bullets
were fired on kar se-
vaks. But nowadays
Akhilesh ji is going to
the temple and ringing
the bell. Now I want to
tell them to ring as
many bells as they can,
there is no point on cry-
ing on spilt milk.”
Two phases of the
seven-phased polls in
Uttar Pradesh have con-
cluded, while the state
will have another five
phases of polling. Poll-
ing for the remaining
five phases will take
place on February 20,
23, 27, March 3 and 7.
The counting of votes
will take place on

Samajwadi Party chief Akhilesh Yadav said his party
has hit a Century in first two phases and even in the
next two phases, the party alliance will be ahead of
everyone else. “The maximum number of unem-
ployed youths are from Bundelkhand region. The in-
come of farmers has not doubled. From Bundelkhand
till here, the BJP has stopped development, snatched
jobs,” he added. Meanwhile, UP CM Yogi Adityanath

Punjab police on Sunday impounded the vehicle of
actor Sonu Sood and instructed him to stay at home
after receiving a complaint from SAD

candidate from Moga constituency.
Meanwhile, the actor took to Twitter and alleged that
other candidates in Moga are buying votes.
BJP leader and Kanpur Mayor Pramila Pandey has
been booked for allegedly clicking a selfie and
making a video while exercising her franchise at
a polling booth during the third phase of voting in
Uttar Pradesh on Sunday, officials said. They said
legal action is also being initiated against another
BJP leader, former city president of the party’s Yuva
Morcha Nawab Singh, for clicking selfies inside a
polling booth. The mayor has shared her video online
that has gone viral on social media platforms.

pendent of Mamata Baner-
jee and Prashant Kishor’s
plans for a unified front.
While reaching out to re-
gional parties, both intend
to keep the Congress out of
their scheme of things.
Could KCR and Mamata
find a common meeting
ground for a unified oppo-
sition front? And a bigger
question that looms is
whether these regional
leaders, including KCR,
will be able to rein-in their
balloon-sized
ambitions in
the national interest?

endra Modi doesn’t care for
Muslims should revisit the dead-
ly floods of Morbi in 1979 when
thousands of people lost their
lives to this disaster. There was
a great risk of epidemic due to
rotten bodies. Most of the people
living in that area were Mus-
lims. Soon after knowing the
pathetic condition of the resi-
dents, Modi swing into action
and took them to relief camp in
Rajkot. He took personal care of
Muslims and arranged for their
sehri during the pious Ramzan
month. Modi stayed in the relief
camp for 2-3 months and left
only after settling them.
Meanwhile in New Delhi,
Chaudhary Charan Singh took
over from Morarji Desai as
Prime Minister. But he could not
the govern for even 6 months
and the experiment of Janta
front failed. Fresh elections
were held in 1980, bringing In-
dira Gandhi back to power.
However, a major political
event happened on 6th April 1980
when leaders of Jansangh found-
ed a political party - Bhartiya Ja-
nataParty-whichhasbecomethe
largest political party and is pres-
ently ruling the country
. The first
session of BJP was held in Mum-
bai where the former Prime Min-
ister and where one of the BJP’s
founding members Atal Bihari
Vajpayeehadfamouslysaid-And-
hera Chhatega, Kamal Khilega.
In 1981, the country was shak-
en up by mass conversion of Dal-
its to Muslims at Meenaxipuram
in Tamil Nadu. Sangh parivar
immediately took cognisance of
that and started Ekatm Yatra
across the country
. This embold-
ened Hindus and during these
yatra, representativ
es of Sangh
parivar connected more than 6
crore Hindus. Narendra Modi
led this campaign in Gujarat giv-
ing new dimensions to his lead-
ership skills.
Kaushik Mehta of VHP be-
lieves that the concept of this
yatra was of Narendra Modi
only
. “Every citizen of the coun-
try is one. Two raths were taken
out in the country simultane-
ously putting kumbh of Gangaji
and photo of Mother India to-
gether. This spread a meaning-
ful message to Hindus,” he said.
Meanwhile,PrimeMinisterIn-
dira Gandhi was assassinated on
31st October, 1984 and Congress
rompedhomewithgreatmajority
ridingonthesympathyvotes.The
newly formed BJP ended up win-
ning just two seats. In the next
year, assembly elections were
heldinGujaratandCongresswon
149 out of 182 seats while BJP
could manage to win just 11 seats.
This set the alarm bells on and
Sangh started sending pracha-
raks to strengthen the BJP
.
On6thDecember1986,pracha-
rak Narendra Modi was sent to
BJP by the then Sarsanghchal
ak
Bala Saheb Devras. Modi, who
was working selflessly for the
Sangh for last one and half dec-
ades, found a new path to trudge.
Soon after coming into BJP, in
1989 Modi had a tough challenge
ahead which he turned into an
opportunity. There was an elec-
tion of Ahmedabad Nagar Nig-
am. Modi took over the entire
responsibility
of poll strategy
and publicity
. He gave the slogan
– ‘Bas ab Bhajapa’. That slogan
played an important role in re-
vival of BJP and changed the
face of electoral politics. People
related with the slogan and the
political acceptability
increased
simultaneous
ly
.
After the great win at
Ahmedabad
Nagar Nigam,
Modi’s role in the party gained
prominence and he was entrust-
ed with the responsibility
of Or-
ganising Secretary in Gujarat.
Modi took out yatras to connect
with the people of the state.
While he carried out ‘Nyay yatra’
championing
the cause of farm-
ers in 1987, he also took out Lok
Shakti yatra in support of tribals
in 1988. In the same year, Modi
went on one more yatra - Kailash
Mansarovar
yatra, which was
organised by External Affairs
ministry for the first time. Soon
after he returned from the yatra,
he came to know about his fa-
ther’s ill health. He immediately
went to Vadnagar, only to see his
father taking his last breath.
Modi’s father probably was wait-
ing for the last sight of his son.
However, undeterred by his
father’s demise, Narendra
Modi left his home the next day
for a journey meant for nation
building.

arrested two persons

The police arrested
the two accused from
Jangalgram Nahar

identified as Ankur Ver-

after he lost his liveli-
hood in Mumbai due
to the COVID-19 pan-
demic last year, 44-year-
old dance teacher
Balaji Sawalkar arrived
in Delhi to start life
afresh.
But he found no tak-
ers for his dancing
skills in the national
capital. When he ran
out of money
, he started
to live in ‘Rain Basera’,
a night shelter for
homeless people in the
city
.
It was here the Delhi
Police found him and
helped him to get a job
at a restaurant.
Talking to PTI,
Sawalkar said he is a
professional dancer and
had been performing
for the past 20 years.
Hesaidhehadopened
a dance academy called
‘Bali Step of Dance
Classes’ at Saki Naka in
Mumbai in 2013.
Sawalkar said he also
has a registered com-
pany named ‘Bali
Events and Entertain-
ment LLP’ but it has
been closed for now.
“I had a dance insti-
tute in Mumbai which
has been closed due to
the COVID-19 as the
premises were on rent
and I did not have funds
to run it anymore. I was
running out of money
and left Mumbai. When
I moved out of Mumbai,
I went to four to five stu-
dents’ homes at differ-
ent places, including
Odisha and Bihar.
“I was exploring
whether I can open a
new academy, but I saw
the situation as same
there,” Sawalkar said.
He reached the na-
tional capital by
train on Diwali, Novem-
ber 4, last year to ex-
plore more possibili-
ties.
“I reached here and
initially was living at
Bangla Sahib Gurud-
wara. Later, I shifted to
a nearby Rain Basera.
The arrangements at
the Rain Basera
are good and we get
food. The SHO sir came
at the Rain Basera
and chose some per-
sons, including me, to
help in getting some

school children sang
the legendary singer’s
songs, including her
iconic “Meri Awaz Hi
Meri Pehchan Hai”
and “Allah Tero Naam
Ishwar Tere Naam”.

Shilpa Rao and Annu
Kapoor among others,
too, paid a musical trib-
ute to her.
“We should be proud
that we are from an era
in which we could see
her performing. She
has left behind a legacy
that will stay on for
centuries. Even when
she is not among us,
her songs will be
around us in moments
of happiness, love, joy
and sorrow,” Sisodia
said and called Man-
geshkar the “pride of
our country”.
“She was the voice
of the nation and
through her voice, she
will be eternally pre-
sent in our hearts,”
Sisodia said during the
programme that
marked the re-opening
of cultural events after
a long pause due to
COVID-19.The pro-
gramme began with a
video on Mangeshkar’s
life and it depicted how
she simultaneously in-
stilled a feeling of pat-
riotism besides moti-
vating the masses to
live their lives to the
fullest.
The musical evening
was also a proof that
life is gradually getting
back on track after a
long break due to COV-
ID, the Delhi govern-
ment later stated in a

they said. Reddy was

covered from his bed in
which he has accused
his wife and father-in-

ing him, officials said.

New Delhi: A 24-year-
old man died while his
brother sustained se-
vere injuries after a
chemical drum explod-
ed inside their work-
shop in Delhi’s Dwarka
Sunday morning. Po-
lice said the men were
sitting at their work-
shop where the family
repairs sofa and other
furniture. A drum, used
for storing chemical
foam, exploded because
of a short circuit and a
fire broke out inside the
workshop. According to
the police, they received
a call around 10.15 am
from Om Vihar, Uttam
Nagar and informed the
Delhi Fire Services

amine grievances of

consumers.
A 1987-batch IPS of-
ficer of the AGMUT
cadre, Bhardwaj had
earlier held several
prestigious posts in the
central government
and had retired as a spe-
cial commissioner of
Delhi Police.
He was administered
the oath of office by the
Delhi Electricity Regu-
latory Commission
Chairman Justice
(Retd) Shabihul Has-
nain earlier this
week, said a DERC
statement.

man was established by

New Delhi: The educa-
tion department has
dropped the minimum
percentage require-
ment to apply for ad-
missions to Schools of
Specialized Excellence
(SoSE) this year.
Admissions to these
31 new resource-rich
Delhi government
schools are ongoing
and will continue till
February 28.
According to the
usual guidelines adopt-
ed by the government,
the students require a
minimum of 66% ag-
gregate marks in Class
7 to apply for admis-
sion in Class 9 of any
SoSE and a minimum
of 75% aggregate
marks in Class 9 for ad-
mission in Class 11,
with a 5% waiver for
students from SC, ST,
OBC and CWSN (Chil-
dren with Special
Needs) categories.
According to the
education depart-
ment, it has received
many representations
seeking relaxation in
this eligibility crite-
ria because of which
it has relaxed it for
the 2022-23 session.
This means stu-
dents will only have to
pass the respective
previous grade to ap-
ply.
As part of the ad-
mission process, they
will have to appear for
aptitude tests which
will take place be-
tween March 15 and
March 30.
The last date for ap-
plications is February
28. There are 31 SoSEs
for which admissions
are being conducted
this year, each special-
ising either in STEM,
humanities, ‘High End
21st Century Skills’ or
Performing and Visual
Arts, and one Armed
Forces Preparatory
School. Admissions
are open for Class 9 at
five types of these
schools and for Class
11 as well at the STEM
schools and the Arms
Forces Preparatory

assess the impact on
the mental health and
emotional well-being
of students due to the
closure of schools,
COVID-19 and the
shift towards online
education. Schools
in Delhi were closed
following lockdown
in March 2020. The
planning department
of the Delhi govern-
ment on Friday issued
a request for pro-
posal to hire a suitable
agency to conduct
the study covering
government school
students, parents and
teachers.“The study is
designed to assess the
emotional well-being
and mental health of
all types of students,
boys and girls, from
different classes, age
groups, social and
economic back-
grounds, which will
provide an insight into
how students from
different backgrounds
responded, adapted
and handled the ef-
fects of COVID-19,”
the document stated.

gations that the parties
are soft on terror. Point-
ing to the 2008
Ahmedabad serial
blasts, which claimed 56
lives and left over 200
people injured, he said
some parties are sym-
pathetic to terrorists.
Speaking at a rally in
Hardoi, he accused the
erstwhile Uttar Pradesh
government of seeking
to withdraw cases
against terrorists.
“The attitude of the
leaders of the Samajwa-
di Party and the Con-
gress has been even
more alarming. These
people address a terror-
ist like Osama as ‘ji’.
These people shed tears
over the elimination of
terroristsinBatlaHouse
encounter,” he said.
“Similarly
, in 14 cases
of terrorist attacks in
Uttar Pradesh, the Sa-
majwadi government
had given orders to
withdraw the cases
from many terrorists.

The BJP has tradi-

up to this election was

majority in the assem-

khand and any reduc-
tion of seats will put the
game in the opposition
camp as the Chief Min-
isters of different re-
gional parties are try-
ing to join hands.
If they join hands
and put up a joint candi-
date, the BJP will find
it difficult to get
its nominee
e l e c t e d .

way would
be a divi-
sion in the opposition
camp which may be a

endra Modi doesn’t care for
Muslims should revisit the dead-
ly floods of Morbi in 1979 when
thousands of people lost their
lives to this disaster. There was
a great risk of epidemic due to
rotten bodies. Most of the people
living in that area were Mus-
lims. Soon after knowing the
pathetic condition of the resi-
dents, Modi swing into action
and took them to relief camp in
Rajkot. He took personal care of
Muslims and arranged for their
sehri during the pious Ramzan
month. Modi stayed in the relief
camp for 2-3 months and left
only after settling them.
Meanwhile in New Delhi,
Chaudhary Charan Singh took
over from Morarji Desai as
Prime Minister. But he could not
the govern for even 6 months
and the experiment of Janta
front failed. Fresh elections
were held in 1980, bringing In-
dira Gandhi back to power.
However, a major political
event happened on 6th April 1980
when leaders of Jansangh found-
ed a political party - Bhartiya Ja-
nataParty-whichhasbecomethe
largest political party and is pres-
ently ruling the country
. The first
session of BJP was held in Mum-
bai where the former Prime Min-
ister and where one of the BJP’s
founding members Atal Bihari
Vajpayeehadfamouslysaid-And-
hera Chhatega, Kamal Khilega.
In 1981, the country was shak-
en up by mass conversion of Dal-
its to Muslims at Meenaxipuram
in Tamil Nadu. Sangh parivar
immediately took cognisance of
that and started Ekatm Yatra
across the country
. This embold-
ened Hindus and during these
yatra, representatives of Sangh
parivar connected more than 6
crore Hindus. Narendra Modi
led this campaign in Gujarat giv-
ing new dimensions to his lead-
ership skills.
Kaushik Mehta of VHP be-
lieves that the concept of this
yatra was of Narendra Modi
only
. “Every citizen of the coun-
try is one. Two raths were taken
out in the country simultane-
ously putting kumbh of Gangaji
and photo of Mother India to-
gether. This spread a meaning-
ful message to Hindus,” he said.
Meanwhile,PrimeMinisterIn-
dira Gandhi was assassinated on
31st October, 1984 and Congress
rompedhomewithgreatmajority
ridingonthesympathyvotes.The
newly formed BJP ended up win-
ning just two seats. In the next
year, assembly elections were
heldinGujaratandCongresswon
149 out of 182 seats while BJP
could manage to win just 11 seats.
This set the alarm bells on and
Sangh started sending pracha-
raks to strengthen the BJP
.
On6thDecember1986,pracha-
rak Narendra Modi was sent to
BJP by the then Sarsanghchalak
Bala Saheb Devras. Modi, who
was working selflessly for the
Sangh for last one and half dec-
ades, found a new path to trudge.
Soon after coming into BJP, in
1989 Modi had a tough challenge
ahead which he turned into an
opportunity. There was an elec-
tion of Ahmedabad Nagar Nig-
am. Modi took over the entire
responsibility of poll strategy
and publicity
. He gave the slogan
– ‘Bas ab Bhajapa’. That slogan
played an important role in re-
vival of BJP and changed the
face of electoral politics. People
related with the slogan and the
political acceptability increased
simultaneously
.
After the great win at
Ahmedabad Nagar Nigam,
Modi’s role in the party gained
prominence and he was entrust-
ed with the responsibility of Or-
ganising Secretary in Gujarat.
Modi took out yatras to connect
with the people of the state.
While he carried out ‘Nyay yatra’
championing the cause of farm-
ers in 1987, he also took out Lok
Shakti yatra in support of tribals
in 1988. In the same year, Modi
went on one more yatra - Kailash
Mansarovar yatra, which was
organised by External Affairs
ministry for the first time. Soon
after he returned from the yatra,
he came to know about his fa-
ther’s ill health. He immediately
went to Vadnagar, only to see his
father taking his last breath.
Modi’s father probably was wait-
ing for the last sight of his son.
However, undeterred by his
father’s demise, Narendra
Modi left his home the next day
for a journey meant for nation
building.

Taking cognisance of a
complaint by a Maha-
rashtra heritage expert,
the Archaeological Sur-
vey of India (ASI) is
probing allegations of
certain activities re-
ported from the vicinity
(buffer zone) of the an-
cient Khajuraho Tem-
ples — a UNESCO
World Heritage site.
The quiet develop-
ment follows objections
by the Jalgaon-based
Heritage Foundation
Director Bhujang
Bobade to the ASI Di-
rector-General, Madhya
Pradesh ASI officials,
Prime Minister Naren-
dra Modi and others.
Bobade said in his
complaint that a group
of Jain Temples in the
close proximity of the
Khajuraho Temples
have recently carried
out certain minor reno-
vations and used chem-
ical/synthetic paints.
This poses a severe
threat to the safety of
the 11-12 centuries old
Khajuraho Group of
Monuments, compris-
ing two dozen temples.
They were declared a
UNESCO World Herit-
age Site in 1986.
It was in December
2021-January 2022 that
locals were taken aback
to witness painting and
minor repairs being un-
dertaken on the equally
ancient cluster of Jain
Temples outside the
Khajuraho Group of

Mumbai: A 10-member
Indian delegation will
visit Pakistan for the
annual meeting of the
Permanent Indus Com-
mission (PIC) from
March 1-3, a senior Jal
Shakti Ministry official
said on Sunday
.
In a first since the
signing of the Indus Wa-
ter Treaty between the
two countries, three fe-
maleofficerswillalsobe
part of the Indian dele-
gation, which will be ad-
vising the Indian Com-
missioner on various
issues during the meet-
ing, the official said.
Last year, a delega-
tion led by the Pakistan
Commissioner for In-
dus Waters had visited
India for the annual
meeting.
“The annual meeting
of the Permanent Indus
Commission will be
held in Islamabad, Paki-
stan between March 1
and 3, 2022,” Pradeep
Kumar Saxena, Indian
Commissioner for In-
dus Waters, told PTI.
The delegation will
comprise Saxena's ad-
visers from the Central
Water Commission, the
Central Electricity Au-
thority, the National
Hydroelectric Power
Corporation and the
Ministry of External
Affairs. The Pakistan
side will be led by Syed
Muhammad Mehar Ali
Shah, the Pakistan
Commissioner for In-
dus Waters.
The Indian delega-
tion will leave for Paki-
stan through Atari bor-
der on February 28 and
will return through the
same route on March 4.
The agenda for the
meeting is being final-
ised between the two
Commissioners, offi-
cials said. Pakistan's
objections on Indian
hydroelectric projects
namely Pakal Dul (1,000
MW), Lower Kalnai (48
MW) and Kiru (624 MW)
in Chenab basin in Jam-
mu and Kashmir and
few small hydroelectric
projects in Ladakh are
likely to be on the agen-
da for discussion.
According to the trea-
ty, India has been given
the right to generate hy-
droelectricity through
run-of-the-river pro-
jects on the western riv-
ers subject to specific
criteria for design and
operation.
The pact also gives
the right to Pakistan to
raise objections to de-
signs of Indian hydroe-
lectric projects on the
western rivers. Paki-
stan has raised objec-
tions on the design of

Line of Actual Control.
For 45 years, there
was peace, there was
stable border manage-
ment, there were no
military casualties on
the border from 1975.
That changed because
we had agreements
with China not to
bring military forces
to the border and the
Chinese violated those
agreements, the Min-
ister said.
Now, the state of the
border will determine
the state of the relation-
ship. That's natural. So
obviously, the relations
with China right now
are going through a dif-
ficult phase, he added.
The eastern Ladakh
border standoff be-
tween the Indian and
Chinese militaries
erupted following a vio-
lent clash in the Pan-
gong lake areas and
both sides gradually
enhanced their deploy-
ment by rushing in tens
of thousands of sol-
diers as well as heavy

Mumbai: An FIR was filed against IRS
officer and former zonal director of

Kopri police on Sunday. The FIR was
filed on Saturday night on the complaint of State Excise
Department official Shankar Gogavale who alleged that

New Delhi: The com-
prehensive free trade
agreement between In-
dia and the UAE is like-
ly to benefit about $26
billion worth of domes-
tic products like gems
and jewellery that are
currently subjected to
5% import duty by the
Gulf nation, an official
said. Labour intensive
industries such as tex-
tiles, leather, footwear,
sports goods, plastics,
furniture, agricultural
and wood products, en-
gineering, pharmaceu-
ticals and medical de-
vices, and automobiles
would gain substantial-
ly from the pact.
The services sector
segments which would
get significant boost
from the pact include
computer-related ser-
vices,audio-visual,edu-
cation, health, tourism,
travel, nursing, engi-
neering, and account-
ancy
, the official said.
India and the UAE on
Feb 18 signed the CEPA
with a view to boosting
bilateral trade in goods
to $100 billion over a
five-year period and
creation of lakhs of
jobs. “While the UAE is
already India’s second
largest export destina-
tion with exports val-
ued at approximately
$29 billion in 2019-20,
CEPA with UAE is like-
ly to benefit about $26
billion worth of Indian
products that are sub-
jected to 5% import
duty by the UAE.”
As per estimates, ex-
ports of plain gold and
gold-studded jewellery
wouldincreaseto$10bil-
lion in 2023 and tariff
concessions offered to
the UAE by India in
products like gold will
reduce the import cost
of inputs. Additional in-
creaseintextilesexports
is projected at $2 billion
over the next five years.
“With duty free tariffs,
India can cater to the
hospital segment of the
UAE through institu-
tional selling of home
textileslikebedandbath
linen as well as contract
textiles - beach towels,
salon and spa linen etc,”

ness mix to non-partic-
ipating policies, can
give nightmares to pri-
vate players who have
been thriving on this
segment for too long,
says a report.
According to an
analysis of its IPO fil-
ings by Swiss broker-
age Credit Suisse, SBI
Life, ICICI Prudential,
HDFC Life and Max
Life will face the maxi-
mum impact of the
LIC move.
The report notes
that LIC’s margin has
already gone by up 700
bps to 9.9% after gov-
ernment amended
LIC’s surplus/profit
distribution rules
which allows it to
make a 10% shift in the
business mix from par-
ticipating policies to
non-participating poli-
cies, which is only 4%
now, which can take its
margins to 20%.
This is based on the
assumption a full tran-
sition to new surplus
distribution from 100%
for non-participating
policies now and 10%
for participating poli-
cies.
A participating (par)
insurance policy pro-
vides both guaranteed
and non-guaranteed
benefits to policyhold-
ers in the form of bo-
nus or dividend pay-
outs, while a non-par-
ticipating (non-par)
policy typically pro-
vides guaranteed ben-
efits to policyholders,
but they do not receive
profit or dividend pay-
ments.
Currently, LIC just
has 4% of its new busi-
ness premium coming
in from non-participat-
ing policies, while the
same is for its the top
five private sector

GOLD EXPORT UP
New Delhi: The gov-
ernment’s revenue col-
lection from telecom
services will be signifi-
cantly higher than the
projection of `52,806.36
crore made in the un-
ion budget after adding
the collection from the
proposed spectrum
auction, a top telecom
department official
said. The government
has lowered its revenue
estimate from the tele-
com segment to `52,806
crore for the next finan-
cial year, according to
the budget document.
“Some people are
making advance pay-
ments and since spec-
trum auction is pro-
posed we expect this to
go northwards. It will
be significantly higher
but at this stage we
won’t be able to give
any estimates because
we don’t have recom-
mendations in hand,”
Telecom Secretary K
Rajaraman said.
The telecom revenue
collection is expected
to be higher than the
budget estimates of
`53,986.72 crore for the
current financial year
at `71,959.24 crore.
Rajaraman said that
the DoT has already
collected `69,559 crore
as of February 3.
The receipt from
communication servic-
es includes licence fees
from telecom operators
and re-

New Delhi: The gov-
ernment plans to im-
plement new technolo-
gies and build digital
infrastructure to sup-
port current and fu-
ture coal mines opera-
tions, a move that
would reduce the
country’s dependency
on imports. Techno-
logical advancements
in coal mining are also
making operations
more productive.
“The objective is to
implement new tech-
nologies and build
digital infrastructure
to support current and
future ramp-up for the
mines,” according to
the government’s
draft technology road
map for the coal sector.
This involves a
strong, multi-speed
backbone information
technology and infra-
structure system that
allows rapid deploy-
ment of new technolo-
gies. “Creation of
such system would
require access to new-
age ecosystems. The
technological trans-
formation will also
entail the creation of a
new culture in the or-
ganisation,” it said.
To reduce the de-
pendency on imports,
it is critical for CIL to
reach the one billion
tonnes target, thereby
embarking on a tech-
nological transforma-
tion journey, it said.

Ahmedabad: The 38
convicts in the 2008
Ahmedabad serial
blasts case deserve the
death sentence as allow-
ing them to remain in
society is akin to releas-
ing a “man-eater leop-
ard” in public that con-
sumes innocents, the
special court has said in
its order.
In the judgement, a
copy of which was
made available on Sat-
urday, the court also
said that in its opinion,
the death sentence will
be reasonable as the
case falls in the “rarest
of the rare” category
.
The special court had
on Friday sentenced to
death 38 members of
the terror outfit Indian
Mujahideen (IM) for the
Ahmedabad bombings
which killed 56 people
and injured over 200 on
July 26, 2008. The court
also gave life terms to 11
other IM convicts in the
case.
It was for the first
time in the country that
the maximum number
of death sentences were
handed down by a court
in one go. “The convicts
created unrest in a
peaceful society and
carried out anti-nation-
al activities while living
here. They have no re-
spect for the constitu-
tionally-elected govern-
ment at the Centre and
in Gujarat, and a few
believe only in Allah
and not in the govern-
ment or the judiciary,”
special judge A R Patel
said in the order.
There is no need for
the government to keep
the convicts in jail, es-
pecially those who said
they believed only in
their God and none oth-
ers, the court said, add-
ing there is no jail in the
country that can keep
them lodged forever.
“If such people are al-
lowed to remain in the
society, it will be like
releasing a man-eater
leopard in public. Such
convicts are like a man-
eater leopard that eats
innocents in society, in-
cluding children, youth,
elderly, women, men,
newborns, and people
of different caste and
communities,” the
judge said in the order.
The prosecution had
sought death sentence
for all the 49 convicts in
the blasts case, includ-
ing those who hatched
the conspiracy and
those who planted the
bombs.
“For the people car-
rying out such terrorist
activities, death sen-
tence is the only option,
for the sake of peace
and safety of the coun-
try and its people,” the
court said about the 38

Railways see 79%
rise in ticketless
travel,1.78crnabbed
New Delhi: The Rail-
ways caught more than
1.78 crore ticketless pas-
sengers, and those with
unbooked luggage, in
the first nine months of
2021-22, a jump of
around 79% from the
non-Covid-hit fiscal of
2019-2020, according to
an RTI response.
During the coronavi-
rus impacted fiscal of
2020-21, when severe re-
strictions on traffic
movement were in
place, the number of
such passengers stood
at 27 lakh.
The RTI response
also revealed that dur-
ing April-December
2021, more than 1.78
crore passengers were
detected travelling
without ticket/with im-
proper ticket and un-
booked luggage.
An amount of
`1,017.48 crore was real-
ised from them as fine,
it said.
Sources indicated
that one of the major
reasons for such a surge
in ticketless travel is
the fact that even now,
when most of the Covid
restrictions have been
lifted, many express
and superfast trains
have only online book-
ing and limited servic-
es.
As for the 2019-2020
fiscal, which was not
impacted by the corona-
virus pandemic, 1.10
crore people were
caught travelling ticket-
less and a total fine of
`561.73 crore was recov-
ered from them.

‘ASHA’, to identify and
support new innovative
housing technologies,
bring down the cost of
construction in India
and support start-ups in
scaling up their ideas.
The ‘Accelerator Af-
fordable Sustainable
Housing Accelerators’
is an initiative of the
Ministry of Housing
and Urban Affairs to
provide incubation and
acceleration support to
potential future tech-
nologies that are not yet
market-ready (pre-pro-
totype applicants) or to
the technologies that
are market-ready (post-
prototype applicants).
According to offi-
cials, the incubator has
already supported a
couple of start-ups in-
cluding Tvasta, which
constructed India’s first
3D-printed house as
well as the first 3D-
printed doffing unit
used by COVID-19 front-
line healthcare workers
to safely remove PPEs.
The key objectives of
‘ASHA’ incubator in-
clude identification of
technologies, providing
technical support to in-
novative ideas, busi-
ness support and men-
toring on the financial
viability of innovative
ideas and infrastruc-
ture support.
“The key parameter
would be the impact of
the technologies identi-
fied and how many
housing units are con-
structed through the
technologies supported
by ASHA. Business suc-
cess would be the key
focus of IIT Madras.
Success will be meas-
ured in terms of scaling
up and output in terms
of millions of housing
units constructed
through ASHA-sup-
ported technologies,”
said Meher Prasad, pro-
fessor at IIT Madras’
Department of Civil
Engineering.

Arabian Sea on Satur-
day
. A total of five
boats were also seized
by the Pakistan Mari-
time Security Agency
(PMSA) in Porbandar,
Wanakbara, Okha 1,
and 2 Mangrol (Gir
Somnath).
Most of the boats
that have been im-
pounded are from
Okha and Porbandar.
While the Pakistan
Marine Force has hi-
jacked 20 boats carry-
ing 120 Indian fisher-
meninthelast25days,
there is resentment
among the fishermen
over the lack of action
from the central or
state government.
Currently, around
1,200 boats and 500
fishermen are lodged
in Pakistani jails.
Earlier, on Febru-
ary 10, Okha’s ‘Satya-
vati’ boat was seized
by the PMSA from In-
dian waters off the
Porbandar-Pakistan
border. Earlier, on
January 28, another
boat named ‘Tulsi
Maiya’ was also cap-
tured. On January 31,
BSF personnel patrol-
ling in the Lakhpat-
wari Creek area of

kistani boat trying to
enter Indian waters.
There were four to five
Pakistani fishermen
aboard the vessel. The
BSF apprehended one

previous years, a gathering
of Bollywood and televi-
sion superstars will be vis-
ible on the Couture show’s
stage. Prince Narula and
Yuvika Chaudhary of Road-
ies and Bigg Boss fame will
spend four months on the
ramp. Shiney Ahuja, of
Metro, Bhool Bhuliya, and
Welcome Back fame, will
also be seen doing a run-
way walk in designer
clothes. The three-day
event will have 16 sequenc-
es with 4-5 celebs serving as
show stoppers. Khizar Hus-
sain and Karan Wig, two ac-
claimed artists, will choreo-
graph the show.
The season will definitely
provide an artistic sympho-
ny of fine craftsmanship and
finesse to cherish one’s spe-
cial moments.

But he found no tak- ers for his dancing skills in the national capital. When he ran out of money , he started to live in ‘Rain Basera’, a night shelter for homeless people in the city . It was here the Delhi Police found him and helped him to get a job at a restaurant. Talking to PTI, Sawalkar said he is a professional dancer and had been performing for the past 20 years. Hesaidhehadopened a dance academy called ‘Bali Step of Dance Classes’ at Saki Naka in Mumbai in 2013. Sawalkar said he also has a registered com- pany named ‘Bali Events and Entertain- ment LLP’ but it has been closed for now. “I had a dance insti- tute in Mumbai which has been closed due to the COVID-19 as the premises were on rent and I did not have funds to run it anymore. I was running out of money and left Mumbai. A 1987-batch IPS of- ficer of the AGMUT cadre, Bhardwaj had earlier held several prestigious posts in the central government and had retired as a spe- cial commissioner of Delhi Police. He was administered the oath of office by the Delhi Electricity Regu- latory Commission Chairman Justice (Retd) Shabihul Has- nain earlier this week, said a DERC statement. The institution of the Electricity Ombuds- man was established by the Commission under the provisions of Sec- tions 42(5) and 42(6) of the Electricity Act, 2003 and the DERC (Forum for redressal of griev- ances of the consumers and ombudsman) Regu- lations, 2018. But these fo- rums cannot be moved in matters related to the unauthorised use or theft of electricity and meter tampering among others. –PTI New Delhi: The educa- tion department has dropped the minimum percentage require- ment to apply for ad- missions to Schools of Specialized Excellence (SoSE) this year. Admissions to these 31 new resource-rich Delhi government schools are ongoing and will continue till February 28. According to the usual guidelines adopt- ed by the government, the students require a minimum of 66% ag- gregate marks in Class 7 to apply for admis- sion in Class 9 of any SoSE and a minimum of 75% aggregate marks in Class 9 for ad- mission in Class 11, with a 5% waiver for students from SC, ST, OBC and CWSN (Chil- dren with Special Needs) categories. According to the education depart- ment, it has received many representations seeking relaxation in this eligibility crite- ria because of which it has relaxed it for the 2022-23 session. This means stu- dents will only have to pass the respective previous grade to ap- ply. As part of the ad- mission process, they will have to appear for aptitude tests which will take place be- tween March 15 and March 30. The last date for ap- plications is February 28. There are 31 SoSEs for which admissions are being conducted this year, each special- ising either in STEM, humanities, ‘High End 21st Century Skills’ or Performing and Visual Arts, and one Armed Forces Preparatory School. Admissions are open for Class 9 at five types of these schools and for Class 11 as well at the STEM schools and the Arms Forces Preparatory School. –Agencies SURVEY TO ASSESS COVID IMPACT ON GOVT SCHOOL CHILDREN SOON New Delhi: The Delhi government will soon commission a study to assess the impact on the mental health and emotional well-being of students due to the closure of schools, COVID-19 and the shift towards online education. Schools in Delhi were closed following lockdown in March 2020. The planning department of the Delhi govern- ment on Friday issued a request for pro- posal to hire a suitable agency to conduct the study covering government school students, parents and teachers.“The study is designed to assess the emotional well-being and mental health of all types of students, boys and girls, from different classes, age groups, social and economic back- grounds, which will provide an insight into how students from different backgrounds responded, adapted and handled the ef- fects of COVID-19,” the document stated. According to an analysis of its IPO fil- ings by Swiss broker- age Credit Suisse, SBI Life, ICICI Prudential, HDFC Life and Max Life will face the maxi- mum impact of the LIC move. The report notes that LIC’s margin has already gone by up 700 bps to 9.9% after gov- ernment amended LIC’s surplus/profit distribution rules which allows it to make a 10% shift in the business mix from par- ticipating policies to non-participating poli- cies, which is only 4% now, which can take its margins to 20%. This is based on the assumption a full tran- sition to new surplus distribution from 100% for non-participating policies now and 10% for participating poli- cies. A participating (par) insurance policy pro- vides both guaranteed and non-guaranteed benefits to policyhold- ers in the form of bo- nus or dividend pay- outs, while a non-par- ticipating (non-par) policy typically pro- vides guaranteed ben- efits to policyholders, but they do not receive profit or dividend pay- ments. Currently, LIC just has 4% of its new busi- ness premium coming in from non-participat- ing policies, while the same is for its the top five private sector peers range from 20 to 45%. —PTI PARTICIPATING (PAR) POLICY GOLD EXPORT UP New Delhi: The gov- ernment’s revenue col- lection from telecom services will be signifi- cantly higher than the projection of `52,806.36 crore made in the un- ion budget after adding the collection from the proposed spectrum auction, a top telecom department official said. The government has lowered its revenue estimate from the tele- com segment to `52,806 crore for the next finan- cial year, according to the budget document. “Some people are making advance pay- ments and since spec- trum auction is pro- posed we expect this to go northwards. It will be significantly higher but at this stage we won’t be able to give any estimates because we don’t have recom- mendations in hand,” Telecom Secretary K Rajaraman said. The telecom revenue collection is expected to be higher than the budget estimates of `53,986.72 crore for the current financial year at `71,959.24 crore. Rajaraman said that the DoT has already collected `69,559 crore as of February 3. The receipt from communication servic- es includes licence fees from telecom operators and re- c e i p t s on ac- count of spectrum us- age charges which are charged at the rate of 8% of their adjusted gross revenue. “We will not be able to guess 5G spectrum auction es- timates till we have Trai’s rec- o m m e n d a - tions in h a n d . In the judgement, a copy of which was made available on Sat- urday, the court also said that in its opinion, the death sentence will be reasonable as the case falls in the “rarest of the rare” category . The special court had on Friday sentenced to death 38 members of the terror outfit Indian Mujahideen (IM) for the Ahmedabad bombings which killed 56 people and injured over 200 on July 26, 2008. The court also gave life terms to 11 other IM convicts in the case. It was for the first time in the country that the maximum number of death sentences were handed down by a court in one go. “The convicts created unrest in a peaceful society and carried out anti-nation- al activities while living here. They have no re- spect for the constitu- tionally-elected govern- ment at the Centre and in Gujarat, and a few believe only in Allah and not in the govern- ment or the judiciary,” special judge A R Patel said in the order. There is no need for the government to keep the convicts in jail, es- pecially those who said they believed only in their God and none oth- ers, the court said, add- ing there is no jail in the country that can keep them lodged forever. “If such people are al- lowed to remain in the society, it will be like releasing a man-eater leopard in public. Such convicts are like a man- eater leopard that eats innocents in society, in- cluding children, youth, elderly, women, men, newborns, and people of different caste and communities,” the judge said in the order. She spoke of unemploy- ment among youths and the plight of farmers in UP accusing the gov- ernment of stoking re- ligious sentiments to divert people’s atten- tions from these issues. —PTI Railways see 79% rise in ticketless travel,1.78crnabbed New Delhi: The Rail- ways caught more than 1.78 crore ticketless pas- sengers, and those with unbooked luggage, in the first nine months of 2021-22, a jump of around 79% from the non-Covid-hit fiscal of 2019-2020, according to an RTI response. During the coronavi- rus impacted fiscal of 2020-21, when severe re- strictions on traffic movement were in place, the number of such passengers stood at 27 lakh. The RTI response also revealed that dur- ing April-December 2021, more than 1.78 crore passengers were detected travelling without ticket/with im- proper ticket and un- booked luggage. An amount of `1,017.48 crore was real- ised from them as fine, it said. Sources indicated that one of the major reasons for such a surge in ticketless travel is the fact that even now, when most of the Covid restrictions have been lifted, many express and superfast trains have only online book- ing and limited servic- es. One the accused in the case, Ayaz Sai- yed, had turned ap- prover and his state- ment was crucial in proving the crime against the other ac- cused. Convict Shamsud- din Sahabuddin Sheikh, who was among those sen- tenced to death, told the court that he and Ayaz Saiyed shared the same cell at the crime branch office and the same bar- rack in the Sabarma- ti jail here. In his statement, Sheikh said the two of them got acquaint- ed in the jail and shared with each other their family and educational background. Saiyed came to know about Sheikh’s “command over English and his Quaranic Arabic”. The ‘Accelerator Af- fordable Sustainable Housing Accelerators’ is an initiative of the Ministry of Housing and Urban Affairs to provide incubation and acceleration support to potential future tech- nologies that are not yet market-ready (pre-pro- totype applicants) or to the technologies that are market-ready (post- prototype applicants). According to offi- cials, the incubator has already supported a couple of start-ups in- cluding Tvasta, which constructed India’s first 3D-printed house as well as the first 3D- printed doffing unit used by COVID-19 front- line healthcare workers to safely remove PPEs. The key objectives of ‘ASHA’ incubator in- clude identification of technologies, providing technical support to in- novative ideas, busi- ness support and men- toring on the financial viability of innovative ideas and infrastruc- ture support. “The key parameter would be the impact of the technologies identi- fied and how many housing units are con- structed through the technologies supported by ASHA. Business suc- cess would be the key focus of IIT Madras. Success will be meas- ured in terms of scaling up and output in terms of millions of housing units constructed through ASHA-sup- ported technologies,” said Meher Prasad, pro- fessor at IIT Madras’ Department of Civil Engineering. First India Bureau Ahmedabad: Paki- stani authorities cap- tured at least 30 Indian fishermen off the Por- bandar coast in the Arabian Sea on Satur- day . A total of five boats were also seized by the Pakistan Mari- time Security Agency (PMSA) in Porbandar, Wanakbara, Okha 1, and 2 Mangrol (Gir Somnath). Most of the boats that have been im- pounded are from Okha and Porbandar. While the Pakistan Marine Force has hi- jacked 20 boats carry- ing 120 Indian fisher- meninthelast25days, there is resentment among the fishermen over the lack of action from the central or state government. Currently, around 1,200 boats and 500 fishermen are lodged in Pakistani jails. Earlier, on Febru- ary 10, Okha’s ‘Satya- vati’ boat was seized by the PMSA from In- dian waters off the Porbandar-Pakistan border. Earlier, on January 28, another boat named ‘Tulsi Maiya’ was also cap- tured. On January 31, BSF personnel patrol- ling in the Lakhpat- wari Creek area of Bhuj had caught a Pa- kistani boat trying to enter Indian waters. There were four to five Pakistani fishermen aboard the vessel. The BSF apprehended one Pakistani civilian and three Pakistani boats, while the others man- aged to flee.
