In the ILO-OSH Guidelines, subsection 3.2.4 recommends that:
“The employer should ensure as appropriate, the establishment and efficient
functioning of a health and safety committee and the recognition of workers
health and safety representatives in accordance with national laws and
practice”.

5. 4.4.3 Communication, participation and consultation
With regard to its OH&S hazards and OH&S
management system, the organization shall establish,
implement and maintain a procedure(s) for:
a) internal communication among the various levels and
functions of the organization;
b)communication with contractors and other visitors to the
workplace;
c) receiving, documenting and responding to relevant
communications from external interested parties.
6. 4.4.3.2 Participation and consultation
The organization shall establish, implement and maintain a procedure(s) for:
a) the participation of workers by their:
• appropriate involvement in hazard identification, risk assessments
and determination of controls;
• appropriate involvement in incident investigation;
• involvement in the development and review of OH&S policies and
objectives;
• consultation where there are any changes that affect their OH&S;
• representation on OH&S matters.
• Workers shall be informed about their participation arrangements,
• including who is their representative(s) on OH&S matters.
b) consultation with contractors where there are changes that affect
their OH&S.
The organization shall ensure that, when appropriate, relevant external interested
parties are consulted about pertinent OH&S matters.
7. Input to management reviews shall include:
a. Results of internal audits and evaluations of compliance with applicable legal
requirements and with other requirements to which the organization subscribes;
b. The results of participation and consultation (see 4.4.3);
c. Relevant communication(s) from external interested parties, including
complaints;
d. The OH&S performance of the organization;
e. The extent to which objectives have been met;
f. Status of incident investigations, corrective actions and preventive actions;
g. Follow-up actions from previous management reviews;
h. Changing circumstances, including developments in legal and other requirements
related to OH&S; and
i. Recommendations for improvement.
4.6 Management review
Top management shall review the organization’s OH&S management system, at
planned intervals, to ensure its continuing suitability, adequacy and effectiveness.
Reviews shall include assessing opportunities for improvement and the need for
changes to the OH&S management system, including the OH&S policy and OH&S
objectives. Records of the management reviews shall be retained.

One of the most important components of maintaining health and safety within the organization and during the work process is the HSE communication. By saying HSE communication we mean about the information that the company is providing to the employees, to the stakeholders, state authorities, contractors and the feedback that the company is having from its employees.

What is communication?
The transfer of information(data) from one person to another
In order to have HSE system that works, most important is to have two-way communication between employer and employees
Worker participation in the process of safety is important. This is why the employees have to choose among them a Safety representative.
Safety representative is the communitation line between the employees and employer. Safety representative participates in the risk assessment process and periodically checks the workplace and informs the employer if there is a safety issue or information that needs to be delivered.
Safety représentative is the one informing the employer if there is any suggestion from the employees for improvement or corrective actions, participation in the risk assessment…
What do we mean by Internal communication (management towards team leader, employees toward team leader/management-to all employees/hse to all employees/employees to all (experience sharing)
A type of external communication example: When visitor on site arrives he must undergo the safety induction. If our company have contractors working on site, they must be informed of all HSE requirements and have to be compliant
External communication example: Labor Inspection or Environmental Inspection report/ Client complaint (they have to be recorded in to the company archive) and followed up by the relevant department
All documentation is recorded via different methods into the HSE system (response to emails, signed attendance, archived into company official archive book)
By creating documented HSE system, organization is working according procedure and involves actively the workers into creating safe work environment
Participation of the workers is especially important because:
Workers can provide most relevant data to assess the functionality of the health and safety system within the organization and give their opinion and advise on improvement.
Involvment into risk assessment as they are the ones working and exposed of the hazards (by observing their work and having their feedback through conversation, HSE team can identify all the hazards, risks and method of controling the risk
In the event of incident, they can provide relevant information as whitness or involved into incident and they can help the incident investigation to be done with accuracy
Workers must be informed on the changes into the safety process
Workers have their own elected representative to address the HSE matters to the management
Workers can participate actively into the HSE actions (waste batery selection campaign, safe observation – stop card system)
Communication with contractors is also very important and the HSE actions have to be aligned between the two companies. This is why organization should ensure that the contractors have active communication regarding HSE issues
Company Management should have active involvment into creation and maintaining of the company HSE culture. This is why during the Management Review Meeting, Top management has to take into consideration the results of the participation and consultation done by the employees. Top management is analyzing the information provided by its employees and HSE department regarding the Safe working process, Incidents, Accidents, Near Misses, report of the Internal Audit, Customer Complaints, Non Conformities, Drills preformed etc…
Company communicates with the employees from the day one of their employment, giving them all relevant HSE information and support regarding all activities during the work
Since the company starts with its operation-active communication with the external parties and legal authorities begins as well.
Therefore we can say that we have two types of communication:
Internal communication, with people inside the organization
External communication, between the organization and people outside (contractors, legal authorities, suppliers, customers..)
How the communication will be achieved depends on various factors
