WATERVLIET ARSENAL, N.Y. (Feb. 23, 2016) -- The Watervliet Arsenal announced this week that it has received a $4.6 million contract to start a new product line for the 81mm mortar system that will help reduce an infantryman's fatigue and movement time over a cross-country route.
This next generation of an 81mm mortar bipod is a continuation of the Army's effort to reduce the weight of small indirect fire systems that are carried by Soldiers, said Laura Pisculli, the arsenal's supervisor of production planning and control. “What this means is that after significant testing we have learned that we can now use Electralloy’s furnaces to support our cannon production for the 155mm self-propelled and towed howitzer systems,” said Joseph Turcotte, the Watervliet Arsenal’s deputy commander. “The tests went so well that we believe we will be able to decrease our forge production time by nearly 25 percent, while using low-cost natural gas to heat the furnaces, both of which will significantly reduce the production costs for those two weapon systems.”

The proposed Basel III guidelines seek to improve banks' ability to withstand financial stress by prescribing more stringent capital and liquidity requirements. This document summarizes a presentation on unaccompanied alien children (UACs) given to the Interfaith Shared Network of Austin (ISNA). It discusses the history of UAC treatment, current issues, and next steps. There has always been UAC migration but approaches have changed over time. Currently, more UACs are coming from Central America rather than Mexico. Legal representation, healthcare, education, and family reunification assistance are needed locally. Going forward, ISNA plans to coordinate agencies to address needs and pursue sustainable funding solutions.

We define sexual exploitation as rape, abuse, and violence against children, in which 1.6 million youth did NOT “choose “ to be a victim. Alameda County has the 2nd largest population of Commercially Sexually Exploited Children and youth where every two minutes a child is being groomed for sexual exploitation (PCWTA). These numbers represent the amount of CSEC victims we serve, typically without knowing. The traumatic and adverse experiences commonly occurring in our communities, put our children at higher risk for being coerced, manipulated, and forced into sexual exploitation and human trafficking. A trafficker knows what to look for—and so should we. To protect our children, we must increase our awareness and understanding of CSEC in order to effectively prevent, respond, and restore. CSEC is on the rise and while it’s happening all around us, most of us don’t see it. Help us make child sex trafficking and commercial sexual exploitation visible, so we can end it. Because every child is too valuable to be bought and sold!

Breaking Barriers Center (BBC): A non-structured, social drop-in
center where individuals can come together for peer support,

Community Hospital Integration Project Program (CHIPP):
Provides stable, community-based housing to adult individuals
formerly living in a state hospital setting. The individual receives
support and supervision while living in their own apartment. The
program is located in three individual clusters in Hanover, York,
and McSherrystown.
Community Residential Rehabilitation Program: To assist adults
with persistent mental illness to live in a safe, home-like
environment in order to promote independence based on an
individual’s own potential. This program provides a structured
“group home” setting, while providing training in symptom
management, interpersonal skills, and daily living skills. The
program is a three-step, transitional program with two individual
sites (New Dawn and Sunrise), with the Supported Housing
Program being the final stage of “transition”.
Employee Assistance Program (EAP): Enables local employers to
provide access to cost-effective mental health and drug and
alcohol services for their employees. EAP services are available in
several convenient locations and include 24-hour Crisis
Intervention Services.
Family-Based Mental Health Services: Intensive in-home therapy
and support service for families who have emotionally and
behaviorally disturbed children. This service provides short-term,
intensive, community based counseling to families with children
or adolescents who are at risk of removal from the home due to
severe emotional or behavioral problems or to assist families in
transitioning children/adolescents back into the home after
inpatient mental health placement.
Forensic Program: On-site Stress/Anger Management groups,
individual sessions for group members and on-going Women's
Mental Health Group, focusing on the men and women
incarcerated at Adams County Adult Correctional Facility in the

needs of each person. Goals may include learning basic hygiene,
developing and improving writing skills, creating grocery lists,
planning nutritious meals, and outings to discovery their
community.
Bell At The Village: Offers a structured Day Program of diverse
individualized activities designed to enhance the quality of
socialization and daily living skills of intellectually disabled
individuals from various living situations.
Program supports individuals in increasing their independent
living skills through a wide choice of physical, musical and social
activities. Individuals are provided with the opportunity to
experience community events through trips, movies and shopping
on a regular basis.
Adult Developmental Training: Offers a structured day training
program including needs-based activities recreation in a licensed
environment for consumers with intellectual disabilities.
Peer Support Services: Certified Peer Specialists (CPS-people who
have lived with mental illness in their own lives) serve as role
models and advocates for other mental health consumers. CPS
listen to an individual’s current concerns and hopes for the future,
help develop recovery goals and plans, offer support by ensuring
they have the necessary skills to connect to natural supports and

Triad Treatment designed to assist individuals with domestic violence issues to
Specialists, Inc. address attitudes, emotional responses, interpersonal conflicts,
cycle of violence, family conflicts and the development of a plan
of prevention to help ensure family and community safety.
Sexual Deviance Services: Males ages 8 to 18 who have either
been adjudicated delinquent for sexual charges, or who have
admitted to sexually inappropriate or offensive behaviors, or who
are referred for specialized services through Children and Youth
Services. Females are considered on an individual basis.
Parents, legal guardians (including foster parents), or other
caregivers must be willing to participate in treatment, comply with
treatment, assure attendance at all counseling sessions, provide
close supervision, and adhere to staff recommendations to assure
safety.
Sexual Abuser Group Therapy: Groups for both juvenile and
adult abusers, directed toward keeping communities safe and
reducing further acts of victimization. Addresses issues of sexual
deviance, including the cycle of abuse, precursors to abuse,
relationship issues, communication skills, cognitive
distortions/maladaptive thinking, victimization issues and family
of origin work.
Non-offending Parent Groups: Focuses on coping with
emotional, psychological and physical effects of sexual abuse,
identification of safety and prevention methods, meeting the needs
of the victim, understanding the cycle of sexual abuse,
confrontation of co-dependence, development of healthy
relationships and identification of the process of reunification.
Therapeutic Polygraph: Utilized to challenge denial, facilitate
disclosure in secretive or resistant clientele and also in the
prevention of the escalation of sexually abusive behavior.
ABEL Assessment of Sexual Interest: Form of testing for both
juveniles & adults utilized to obtain both objective and subjective
measures of sexual interest. Often recommended in cases of
family reunification, it provides an assessment of ongoing,
significant sexual interest in children. Testing is extensive and
may require multiple sessions.
Sexual Abuser/Deviance Evaluations: The evaluation process
includes an extensive clinical interview and use of various
assessment and risk measures. A seven to ten page report includes
an account of client background including relationship history,
clinical observations, risk assessment and recommendations for
treatment and level of supervision. The time required of a client
for evaluation may be up to three hours. Evaluations are
administered to both adult and juvenile offenders.
