On June 26, 2020, ICLR conducted a special webinar on the June 13, 2020 Southern Alberta storm. On the evening of Saturday, June 13, 2020, large swaths of southern Alberta, including portions of Calgary, where hit with high winds, torrential rain and tennis ball-sized hail. ICLR estimates that the hailstorm could very well be the costliest hail event in Canadian insurance history, surpassing the $580 million in insured damage caused by the August 7, 2014 hailstorm in Airdrie, Alberta. In this session, presenters discussed the meteorology of the event (what happened, when, why and how); the damage, as experienced by insurance adjusters responding to storm claims, and the impacts of hail on structures, including a look at building material performance, damage thresholds and damage mitigation.

17. Scope of Damage Determination Hilton NASA, Houston, TX Hilton Hotel - EIFS Façade Failure from Hurricane Ike EIFS was installed via a “panelized” system. Several panels blown off during hurricane; others were dislodged. Insured’s Consultant recommended replacement of entire façade. Thornton Tomasetti recommended an invasive investigation to determine the extent of the issues. Investigation was jointly performed, and revealed limited number of dislodged panels. Minimal areas of the façade were replaced.

Testing of roof drain riser pipes resulted in water intrusion below roof membrane. Roof membrane installation not yet complete; also damaged from construction traffic. Thornton Tomasetti performed invasive and noninvasive testing to separate damage from water intrusion event vs. damage from pre-existing conditions. Investigation utilized moisture meters, infrared thermography, and core cuts.

Model used to differentiate between wind versus water damage. Each room was “linked” to photographs, damage reports, lists of contents, and cost estimates. Our work minimized the disputed areas of the claim and moved the parties toward a settlement.

Thornton Tomasetti’s in-house team consisted of architects, structural engineers, and electrical engineers. Team’s size and ability to quickly mobilize allowed the on-site review to be completed within two weeks. Our work reduced the potential BI claim and returned the race park to full functionality quickly.

Operating internationally, assessing the depth and extent of damage from man-made or natural disasters, our structural engineers, architects, and MEP professionals offer a multidisciplinary approach to provide our insurance clients with a thorough, detailed assessment for the purpose of both quantifying and qualifying property damage and to determine repair/replacement recommendations.Cause and Origin Investigation.Whether it is determining the source of water intrusion passing through a curtain wall, identifying the origin of a structural collapse, or determining the cause of failure at a retractable stadium roof, we offer a team of forensic engineers, architects, and MEP professionals that provides a multidisciplinary approach to determining the cause and origin of property damage. With our strategic partner, Hardesty & Hanover, we also offer the technical capability to investigate the cause of damage to long-span and movable structures and bridges. Working with independent adjusters, attorneys or their representatives, we take a lead role in investigating the cause and origin of damage to structures or equipment.Building Code EvaluationLocal and regional building codes undergo continual evolution. Some changes must be implemented in existing construction, while other requirements apply only to new or rebuilt projects, as may occur after a catastrophic property loss. Our building code consulting services provide clients with independent evaluations of requisite as well as event-driven code compliance evaluations and accompanying recommendations for achieving compliance. Possible areas of investigation include: structural design, building facade, ADA (accessibility), fire protection, and specialized or historic structures.Expert Witness and Litigation SupportUpon occasion, the result of our evaluation of damage or other services may result in an expert report being issued. These reports may be used for the purpose of arbitration, mediation, or in a litigation proceeding.Multihazard Risk AssessmentRisk engineering is the evaluation, quantification, and mitigation of potential damage to a facility resulting from natural or man-made hazards. Using real-world engineering experience and leading edge technology we evaluate the potential for damage, business interruption, and incremental losses that can occur from hurricanes, tornado, earthquakes, floods, blasts, and other hazards. Customized Probable Maximum Loss (PML) studies can help clients quantify their risk and make informed insurance decisions, while mitigation studies can provide practical solutions to reduce the impact of a hazard to a client’s facility.
Earthquake Damage to SPK Fish Plant, Coronel, Chile
Wildfire Damage to an Outdoor Game park, Sand Diego, Ca.This assignment was completed for CNA Insurance company. TT worked not only as the engineering and code expert, but coordinated a team of other experts including endangered animal experts, metallurgical experts, construction consultants, zoo experts, and plant material consultants. The world famous Wild Animal Park, which is part of the San Diego Zoo, is located in rugged country outside of San Diego where the terrain is meant to emulate the wilds where species of animals, many considered endangered, are allowed to roam. The park is encircled by a perimeter fence of great length (approximately 10 miles).The wildfires scorched through the terrain in September 2007 and burned into the park. The animals were saved (only one animal was lost), but the fencing and many of the structures were affected. TT was tasked to measure and determine the impact of the fire to the galvanized metal fencing surrounding the property and, if damaged, what repairs were required. The same was required at the large Bald Eagle aviary, a similar but stand-alone structure that encountered code-upgrade requirements.Using GPS devices, TT was able to pinpoint a precise length of fencing and, together with metallurgical consultants, arrive at the extent of damage and quantity resulting from the fire. This matter was amicably resolved a little over one year later to the satisfaction of both CNA and the insured.

Insured’s Consultant hired a company to access façade via boatswain’s chairs to “sound” the EIFS to determine dislodged areas. TT challenged the efficacy of this method, and all parties agreed to the removal of interior drywall at several guestrooms, to determine if the EIFS and associated sheathing had been pulled off the metal studs. The investigation revealed that only a few areas had pulled off, and these were mainly at the corners and top of the building. These areas were replaced, and represented only a small percentage of the façade.
High-end rental apartment building.When the plumbing subcontractor was testing the roof drain riser pipes, the pipes were plugged and pressurized with air to test for leaks. He forgot to remove the plugs, and so when the massive rain storm came a few days later, water filled the riser pipes and then flowed out under the roof membrane.A Tramex moisture meter was used to establish the “wet” areas, and separate these areas into 3 categories; due to the event, damage from construction traffic, and areas not yet completed.We hired a local for the infrared scan of the roof membrane.To avoid any roof warranty issues, the Insured had the roofing subcontractor perform multiple roof cores so that we could visually verify the presence of moisture.

Partial loss due to Wildfire Damage, Malibu, Ca. Malibu Presbyterian Church substantially burned during the 2007 Malibu Wildfires. In an effort to mitigate B.I. the church was given funds for a ‘temporary’ replacement church. TT played an significant role in fact-checking the church’s replacement cost estimate scope of damage including interfacing with city agencies, code consultants, and meetings with the insured. TT prepared a comprehensive graphics package to support our independent consultant’s cost estimate.

Documenting Damage from Hurricane KatrinaVarious floor plans are constructed to visually display the structure. Each specific room in the building has been “tagged” to display relevant information from the loss including damage assessment photographs, ACV estimates, equipment/interior contents inventory spreadsheets, and interior finishes. This data management system captures all of the information in a single source repository, enabling each consultant on the claims team to store and display their loss data in one location.
Hurricane IkeLarge horse racing track, over 25 buildings, several miscellaneous structures (TV towers, lighting towers, marquee signage, motorized horse exercisers).Damage varied – roof torn off barn, extensive water intrusion that damaged interior finishes, damaged electronics at marquee signage (the multi-colored bands at the sign aren’t supposed to be there), sand at track was “redistributed” – hurricane shifted it to one side (it is a special sand, that must be installed at a certain depth)

Fabric Roof Failure at the Metrodome Stadium, Minneapolis, Mn.
This commercial property damage occurred as a result of a heavy windstorm. The McClellan Air Force Base had been acquired by Morgan Stanley Real Estate and was being converted to commercial use. The large expanse of roof (some aged, some new) and the hanger roof geometries (high-bay light structures, historic glass, and elevated levels) made this assignment challenging.TT performed a cause and origin investigation of the damage to both roof and glass assemblies. Wind uplift of the roof was investigated, and glass breakage and replacement was evaluated.
Fabric Roof Failure due to Hurricane Ike, Houston, TxThe project involved immediate response following hurricane Ike to assess the scope of damage to the roof and retractable mechanism. Our on-going cause and original investigation has involved analysis of the fabric structure and connections, material testing and inspection and cataloging of stored materials. We are currently providing litigation support services.
Wind Damage to Outdoor Entertainment Venue, Chicago, Il.
Hangar Roof Collapse from Snow Load, Washington, D.C.Thornton Tomasetti performed a Cause & Origin investigation to determine the cause of a Hangar collapse during a snow storm. We evaluated the structure, reviewed the original design documents, oversaw the testing of materials, and developed a protocol for logging evidence. Our FIM model was used to determine the cause of the failure and apportioned a proportional responsibility to the appropriate parties.
Façade Investigation of Glass Damage, New York, NYThis is a Builders’ Risk claim. TT developed an animation sequence to show the damage path that occurred as a result of a tower crane accidentally displacing a dumpster from an upper floor of a building under construction. The model identified the areas of the building most likely to have been affected by the falling debris, ultimately limiting the area of damage to a specific “cone” of damage. TT developed a glass damage protocol to determine “new” versus “old” damage to the glass, separating normal wear & tear from damage due to the accident.
Flood Damage to Manufacturing Facility, Columbus, In.Using the three dimensional FIM model, we can replicate various flood conditions and correlate the resulting water elevations to the measurements taken at specific locations in and around the buildings. The ground profile in the model is constructed using the freely available topographic data provided by Google Earth and verified using digital laser mapping. This information is used to determine the buildings locations in relation to the federal flood zone.
Building Code EvaluationThornton Tomasetti developed an interactive 3-D Model to recreate individual buildings that were destroyed by a fire. The model is the “living” representation of what was actually present prior to the loss event. The model was developed using available information (plans, sections, life safety drawings, pictures, and our own detailed eyes-on experience) to ensure the greatest possible accuracy and understanding of the entire facility. Once completed it was used to evaluate the scope of damage, complex code-related questions, and was used specifically to determine the replacement value for the total loss for the building.
Code Consulting on a Surety Claim, Various Locations, Ca.This assignment involved a surety claim brought by a school district. The claim asserted that the contractor had constructed a modular structure that materially differed from the approved plans, and that the field condition posed a life safety (fire) threat. Liberty Mutual’s investigation brought TT into the matter. TT’s experience with California school approvals (DSA) and local expertise in fire rated assemblies, enabled Liberty Mutual to understand that the actual in-place assembly likely would meet the intent of the code. TT’s analysis of the structure and fire assembly led to Modtech’s choice to conduct an independent full-scale mock up test. The test was performed at the San Antonio, Texas testing lab, Southwest Research Institute. TT attended the test and completed an independent analysis of the results and reported to Liberty Mutual Surety.TT thereafter assisted Liberty Mutual and Modtech in securing approvals through the State of California’s DSA for the assembly, which today can be used as an approved assembly in modular schools. As a result of the approval by DSA, the school district agreed to rescind the default and permit the contractor to return to the project site.
